入力光を周波数毎に変調する光変調手段と、
周波数空間上で隣接する光信号間の偏波を直交状態とする偏波直交手段と、
前記光信号間の光位相の同期をとる位相同期手段と、
前記位相同期手段で位相同期した光信号を光周波数多重する光周波数多重手段と、

前記位相同期手段は、
周波数空間上で隣接した2つの光信号の間隔周波数の信号を発生する基準信号源と、
前記光周波数多重手段で光周波数多重した後の信号のうち周波数空間上で隣接した2つの光信号を偏波分離する偏波ビームスプリッタと、
前記偏波ビームスプリッタで偏波分離された2つの光信号のうち一方の偏波を他方の偏波に揃えるλ/2板と、
偏波を揃えた後の2つの光信号を合波する光カプラと、
前記光カプラで合波された2つの光信号の光干渉によって生じる光強度のビート成分を抽出する受光器と、
前記受光器で抽出された前記ビート成分と、前記基準信号源から発生される信号とを入力して誤差周波数信号を出力するミキサと、
