前記スキャナによって読み取られた帳票データのうち自治体情報及び金額情報が正しく読み取れたか否かによって正読データが得られたか否かを判断し、前記正読データが得られた場合には、前記スキャナに対して前記正読データに基づく仕分けを行う旨の第1の制御情報を出力するとともに、前記自治体情報と前記金額情報のいずれもが正しく読み取れなかった場合に、前記スキャナに対して前記帳票をリジェクトする旨の第2の制御情報を出力するスキャナ制御部と、を備え、
