The result is as shown by the curve A in FIG. 2 described above, and the current density decay rate was calculated to be 97.0%.

A film was formed in the same manner as in Reference Example 1 except that the partial pressure of methane gas in the source gas was 5.0 × 10 −2 Pa (the total gas pressure was the same as in Reference Example 1). With respect to the obtained catalyst, the value of shift of the peak of 4f orbit of platinum to the high energy side calculated in the same manner as in Reference Example 1 was 0.19 eV, and the molar ratio of carbon in the catalyst was calculated. It was 90% (platinum: carbon = 90: 10). Further, the value of the actual area of platinum in the obtained catalyst was 0.84 cm 2 . When the decay rate (%) of the current density was measured in the same manner as in Reference Example 1 for the catalyst obtained in Reference Example 2 , it was calculated to be 86.5%.

When the decay rate (%) of the current density was measured for the catalyst obtained in Comparative Example 2 in the same manner as in Reference Example 1, it was calculated to be 98.5%.
