本発明は、電力使用に関わるCO2排出変化量算出システム、CO2排出責任の変化量配分システム等に関する。

【従来の技術】
従来、電力消費機器のCO2排出量を算出、表示する装置はいくつか存在する(例えば、[特許文献1]参照)。

地球温暖化対策推進法では、需要家の電力消費に伴う間接CO2排出量の算定を行うに際し、全電源平均係数が用いられている。
全電源平均係数を用いたCO2排出量の算定では、例えば、基準年度s、評価年度tの全電源平均係数をαs、αt、基準年度s、評価年度tの電力消費量(需要量)Dis、Ditとすると、需要家iの電力消費による間接CO2排出量は、αs×Dis、αt×Ditで計算される。また、需要家iの基準年度sから評価年度tへのCO2排出変化量は、αs×Dis−αt×Ditで計算される。

全電源平均係数の考え方では、需要家の消費している電力は、供給側の電源種別(原子力、水力、LNG火力、石炭火力、石油火力等)の構成比率が一定であると仮定した考え方である。図18は、全電源平均係数による考え方1800を示す。図18に示すように、s年度からt年度へ需要家の電力需要が変化した場合、全ての電源種別の電源構成比率は変化しないとしている。

【発明が解決しようとする課題】
しかしながら、実際の発電設備は、経済的運用から、ベースロードの発電設備である原子力、水力発電所は負荷変動によらずその能力を最大限利用する運転を行うため、負荷変動に対応する電源はCO2排出主体である火力発電所が中心になる。従って、需要家の電力需要が変動したことによる実際のCO2排出変化量は、従来の全電源平均係数を用いた需要家のCO2排出実績の評価(電力需要変動に対して、全ての電源種別がその時点の電源構成比率を維持しながら平均的に対応しているとした評価)とは異なり、現実を反映しておらず、需要家の省エネ努力等によって電力需要削減がなされた際の実際のCO2排出削減効果を正確に算出されていないという問題があった。

本発明は、以上の点に鑑みてなされたものであり、電力供給及び電力需要に関わるCO2排出変化量を算定し、CO2排出抑制効果を正確に評価できるCO2排出変化量算出システム、CO2排出責任の変化量配分システム等を提供することを目的とする。

【課題を解決するための手段】

「CO2排出変化量」は、電力需要家の電力消費、電力供給会社の電力供給に伴う間接的なCO2排出量の増減を算定したものであり、「対象時点」は、基準時点と評価時点からなり、CO2排出変化量は、基準時点から評価時点への変化から算出される値である。尚、対象時点は、年、月、日等で表す。
「CO2排出責任の変化量」は、各電力需要家、各電力供給会社のCO2排出に関わるCO2排出責任量(排出権量)の変化量であり、CO2排出責任量(排出権量)は、CO2排出変化量に応じて、移転/発行される。電力消費主体及び電力供給主体のCO2排出責任量の合計と、日本全体のCO2排出量と一致し、各電力需要家の需要量に応じたCO2排出量、又は各電力供給会社の発電量、火力発電効率に応じたCO2排出量に基づいて、CO2排出責任量は配分される。

「電力実績データベース」は、電力需要データと、電力供給データ等を保持し、「電力需要データ」は、当該電力需要家の電力需要量と、当該電力需要家以外の電力需要量、総電力需要量等からなり、「電力供給データ」は、発電量データ、CO2排出係数データ等からなる。「発電量データ」は、非化石燃料の発電量と、化石燃料の発電量であり、「CO2排出係数データ」は、全電源平均係数と、火力発電係数である。「全電源平均係数」は、火力発電所で排出されたCO2排出量/総電力需要量である。「火力発電係数」は、火力発電所で排出されたCO2排出量/火力発電所の供給する発電量である。
