前記匿名用の識別情報を受け付けた場合、前記格納手段に格納されている情報を確認して当該通信要求に含まれる送信先の通信端末装置の識別情報が着払い契約されているかを判断する判断手段と、
前記着払い契約されていないと判断した場合、前記送信元の通信端末装置に対し通信不許可を送信し、前記着払い契約されていると判断した場合、前記送信元の通信端末装置との通信を確立する通信確立手段と、
