【発明の属する技術分野】
この発明は自転車駐車場統合管理システムに係り、特に、自転車駐車場の管理を自動化し得て、管理業務を合理化し得て、利用者の利便性を向上し得る自転車駐車場統合管理システムに関する。

【従来の技術】
交通手段には、原動機を利用して大量の人員を高速で移動させる電車・自動車等や、人力を利用して移動する自転車等がある。特に、自転車は、省資源・無公害型の近距離交通手段として注目されている。

そこで、近時は、交通手段の利用形態として、自宅から最寄りの駅までの交通手段として自転車を利用し、遠距離の交通手段として電車を利用することにより、自動車による交通渋滞を解消し、燃料の節約と排気公害の減少を果たすことが提案されている。

【発明が解決しようとする課題】
ところで、近時は、駅前の放置自転車による交通の妨げが問題となっており、適切な自転車駐車場の建設が求められている。

ところが、自転車駐車場においては、利用者の利便性を確保しつつ多数の自転車を適切に管理しなければならないため、管理業務が複雑化する不都合がある。また、管理人を出入口に配置して管理する場合には、利用者の利便性を考慮して多数の出入口を配置すると効率の低下を招き、効率を追及すると利用者に不便を強いる不都合がある。

このため、自転車駐車場の管理を自動化し得て、管理業務を合理化し得て、利用者の利便性を向上し得る自転車駐車場統合管理システムの実現が望まれている。

【課題を解決するための手段】
そこで、この発明は、上述の不都合を回避するために、自転車駐車場の利用者の個人情報登録とこの個人情報に基づく登録利用者の利用契約とを処理するとともに前記個人情報の登録完了情報を記録した登録カード発行と前記登録利用者の利用契約情報を記録した各種の契約カード及び契約シール発行とを処理する契約管理機を設け、前記駐車場の出入口を開閉するゲートを設け、前記登録利用者が自転車を駐車場に入場させる際に前記登録カード及び契約カードのいずれかの挿入により前記ゲートを開放動作させる入場用ゲートポストを設け、前記登録利用者が自転車を駐車場から退場させる際に前記登録カード及び契約カードのいずれかの挿入により前記ゲートを開放動作させる退場用ゲートポストを設け、前記契約管理機と入場用ゲートポストと退場用ゲートポストとによる処理データを管理する管理用コンピュータを設け、前記入場用ゲートポストは、未登録利用者が自転車を駐車場に入場させる際に一時利用入場料の入金により動作されて契約カード及び契約シールとして簡易カード及び一時利用シールを発行するとともに前記ゲートを開放動作させる入場用ゲートポストであり、前記退場用ゲートポストは、未登録利用者が自転車を駐車場から退場させる際に前記簡易カードの挿入により動作されて前記ゲートを開放動作させる退場用ゲートポストであり、中心となる中核駐車場に対して相互接続される複数の周辺駐車場を設け、前記中核駐車場に設けた中核管理システムと前記周辺駐車場に設けた周辺管理システムとをデータ転送器を介して接続したことを特徴とする。

【発明の実施の形態】
この発明の自転車駐車場統合管理システムは、契約管理機とゲートと入場用ゲートポストと退場用ゲートポストと管理用コンピュータとを設けており、契約管理機によって、自転車駐車場の利用者の個人情報登録とこの個人情報に基づく登録利用者の利用契約とを処理するとともに、個人情報の登録完了情報を記録した登録カード発行と登録利用者の利用契約情報を記録した各種の契約カード及び契約シール発行とを処理する。登録利用者は、登録カードあるいは契約カードを入場用ゲートポストに挿入することによりゲートを開放動作させて自転車を駐車場に入場させることができるとともに、契約シールを自転車に添付して契約を明示することができ、また、登録カードあるいは契約カードを退場用ゲートポストに挿入することによりゲートを開放動作させて自転車を駐車場から退場させることができる。また、この管理システムは、管理用コンピュータによって契約管理機と入場用ゲートポストと退場用ゲートポストとによる処理データを管理することにより、個人情報や駐車場の利用状況をデータベースとして蓄積して容易に検索することができる。

【実施例】
以下図面に基づいて、この発明の実施例を説明する。図１〜図３１は、この発明の実施例を示すものである。図１〜図４において、２は自転車駐車場、４は管理システム、６はゲート、８は入場用ゲートポスト、１０は退場用ゲートポスト、１２は契約管理機、１４は管理コンピュータである。図示しない自転車や自動二輪車を駐車させる自転車駐車場２（以下「駐車場」と記す）には、自転車駐車場統合管理システム４を設けている。

自転車駐車場統合管理システム４は、駐車場２に、ゲート６と入場用ゲートポスト８と退場用ゲートポスト１０と契約管理機１２と管理コンピュータ１４とを配置している。

前記ゲート６は、駐車場２の出入口に設けられ、図５に示す如く、自転車を入退場させる門扉部１６とモータ等の駆動部１８とを有し、自転車の入退場時に開閉動作される。

前記入場用ゲートポスト８は、ゲート６の外側に設けられ、図６に示す如く、表示入力部２０とカード読取部２２とカード書換部２４とカード発行部２６とシール発行部２８と金銭処理部３０とゲート駆動部３２と入場用制御部３４とを有し、自転車を駐車場２に入場させる際にゲート６を開放動作させる。

前記退場用ゲートポスト１０は、ゲート６の内側に設けられ、図７に示す如く、案内表示部３６とカード読取部３８とカード書換部４０とゲート駆動部４２と退場用制御部４４とを有し、自転車を駐車場２から退場させる際にゲート６を開放動作させる。

前記ゲート６と入場用ゲートポスト８と退場用ゲートポスト１０とは、変換機１６を介して管理コンピュータ１４に接続されている。

前記契約管理機１２は、図８に示す如く、表示入力部４６とカード読取部４８とカード書換部５０とカード発行部５２とシール発行部５４と金銭処理部５６と契約管理制御部５８とを有し、登録や契約等を処理する。この契約管理機１２は、管理コンピュータ１４に接続されている。

前記管理用コンピュータ１４は、図９に示す如く、ディスプレイ６０と記憶部６２と管理用制御部６４と入力部６６とを有し、契約管理機１２と入場用ゲートポスト８と退場用ゲートポスト１０とによる処理データを管理する。また、この管理用コンピュータ１４には、カードリーダライタ６８が接続され、プリンタ７０が接続され、無停電装置７２を介して電源（図示せず）が接続されている。

前記契約管理機１２は、図３に示す如く、駐車場２の利用者の個人情報登録とこの個人情報に基づく登録利用者の利用契約とを処理するとともに、個人情報の登録完了情報を記録した登録カード７４の発行と登録利用者の利用契約情報を記録した各種の契約カード７６及び契約シール７８の発行とを処理する。

契約管理機１２は、契約カード７６及び契約シール７８として、一定期間の利用契約情報を記録した定期券カード７６−１及び定期利用シール７８−１と、一定回数の利用契約情報を記録した回数利用カード７６−２と、を発行する。また、契約管理機１２は、未契約者シール８６と、代車シール８８と、精算書９０と、を発行する。

前記入場用ゲートポスト８は、登録利用者が自転車を駐車場２に入場させる際に、前記契約管理機１２の発行する登録カード７４あるいは契約カード７６をカード読取機２２に挿入し、表示入力部２０の表示にしたがって入力操作することにより、ゲート駆動部３２によりゲート６を開放動作させる。

また、この入場用ゲートポスト８は、未登録利用者が自転車を駐車場２に入場させる際に、金銭処理部３０への一時利用入場料の入金と表示入力部２０の表示にしたがった入力操作とにより、カード発行部２６及びシール発行部２８により契約カード７６及び契約シール７８として簡易カード７６−３及び一時利用シール７８−２を発行するとともにゲート駆動部３２によりゲート６を開放動作させる。

前記退場用ゲートポスト１０は、登録利用者が自転車を駐車場２から退場させる際に、契約管理機１２の発行する登録カード７４あるいは契約カード７６をカード読取機３８に挿入することにより、カード書換部４０により回数利用カード７６−２に利用回数の減数を書込むとともにゲート駆動部４２によりゲート６を開放動作させる。

また、この退場用ゲートポスト１０は、未登録利用者が自転車を駐車場２から退場させる際に、案内表示部３６の表示にしたがい必要に応じて契約管理機１２による一時利用入場料の清算をした後に、前記簡易カード７６−３を挿入することにより、ゲート駆動部４２によりゲート６を開放動作させる。

前記管理用コンピュータ１４は、契約管理機１２による個人情報、未登録利用者による一時利用入場料の清算を含む利用契約情報と、入場用ゲートポスト８による契約カード７４の挿入及び未登録利用者の一時利用入場料の入金の処理データと、退場用ゲートポスト１０による契約カード７６の挿入の処理データとを管理し、個人情報や駐車場の利用状況をデータベースとして蓄積して各種のデータを提供する。

また、管理用コンピュータ１４は、カードリーダライタ６８により管理人用の業務カード８０を発行し、プリンタ７０により管理業務の帳票８２等を出力させる。なお、管理用コンピュータ１４には、図１に示す如く、駐車場２を監視して記録する映像記録装置（例えば、ＶＴＲ付ビデオカメラ）８４を接続することもできる。なお、図３において、符号８６は未契約者シール、符号８８は代車シール、符号９０は清算書である。

次に作用を説明する。

自転車駐車場統合管理システム４は、駐車場２にゲート６と入場用ゲートポスト８と退場用ゲートポスト１０と契約管理機１２と管理コンピュータ１４とを配置している。この自転車駐車場統合管理システム４は、駐車場２の利用に先だって、自転車駐車場統合管理システム４に利用者の個人情報を登録し、利用者に登録カード７４を発行する。

登録カード７４の発行は、図１０に示す如く、処理がスタート（１００）し、利用者は契約管理機１２の表示入力部４６の表示にしたがい個人情報を入力操作して登録（１０１）すると、契約管理機１２のカード発行部５２により登録カード７４が発行（１０２）され、この登録カード７４の利用者が割引制度適用等の特定資格に該当するか否かを判断（１０３）する。

この判断（１０３）が該当である場合は、管理人は資格確認を行い、管理用コンピュータ１４の記憶部６２に記録されているデータベースと発行する登録カード７４とに資格を設定（１０４）し、エンド（１０５）にする。一方、この判断（１０３）が非該当である場合は、エンド（１０５）にする。

自転車駐車場統合管理システム４は、この発行された登録カード７４によって、利用者が駐車場２の定期利用や一時利用、回数利用を行えるように処理する。この登録カード７４は、基本機能として現金払いによる一時利用カードの機能を有している。自転車駐車場統合管理システム４は、この登録カード７４によって、定期利用の申込み（予約）や更新、変更、解約等の処理、一時利用の申込み、追加、払い戻し等の処理、駐車場２への入退場の処理を行う。

登録カード７４による定期利用は、図１１に示す如く、処理がスタート（１１０）すると、利用者は契約管理機１２の表示入力部４６により希望区画が満車であるか空車であるかを確認（１１１）する。

この確認（１１１）において空車の場合は、契約管理機１２のカード読取部４８に登録カード７４を挿入（１１２）し、表示入力部４６により定期券の種類、期間、駐車場２の区画等を選択して入力（１１３）し、金銭処理部５６に定期入場料を入金すると、カード発行部５２により定期券カード７６−１が発行され、シール発行部５４により定期利用シール７８−１が発行（１１４）される。

利用者は、発行された定期利用シール７８−１を自転車に添付して定期券カード７６−１を入場用ゲートポスト８のカード読取部２２に挿入（１１５）すると、ゲート駆動部３２によりゲート６が開放動作するので、自転車を入場させて契約区画に駐車させてから、退場する（１１６）。

利用者は、自転車を退場させる場合に、例えばゲート６の自転車用の門扉部１６に並設した利用者の出入口から入場（１１７）し、定期券カード７６−１を退場用ゲートポスト１０のカード読取部３８に挿入（１１８）すると、ゲート駆動部４２によりゲート６が開放動作し、カード読取部３８から定期券カード７６−１が排出され、自転車を退場（１１９）させることができ、エンド（１２０）にする。

一方、希望区画が満車であるか空車であるかの確認（１１１）において満車の場合は、その希望区画の空きを予約するか否を判断（１２１）する。この判断（１２１）において予約しない場合は、エンド（１２０）にジャンプする。

この判断（１２１）において予約する場合は、利用者は契約管理機１２のカード読取部４８に登録カード７４を挿入（１２２）し、表示入力部４６により定期の予約条件（希望区画等）を選択して入力（１２３）すると、挿入された登録カード７４にカード書換部５０により予約情報を書き込んで発行（１２４）し、契約案内書番号を記載した通知はがきは提出済みか否かを判断（１２５）する。

この判断（１２５）において通知はがきが未提出の場合は、表示入力部４６に通知はがきの提出を促す表示をすることにより通知はがきに自署させて提出（１２６）させ、エンド（１２０）にする。この判断（１２５）において通知はがきが提出済みの場合は、エンド（１２０）にする。

これにより、利用者は、駐車場２の定期利用を行うことができる。なお、利用者が定期券カード７６−１を忘れた場合には、管理人の確認によって貸与される臨時カード７６−４により、駐車場２に入退場することができる。この臨時カード７６−４は、入退場各１回に限り使用することができ、退場時に退場用ゲートポスト１０によって回収される。

登録カード７２による回数利用は、図１２に示す如く、処理がスタート（１３０）すると、契約管理機１２のカード読取部４８に登録カード７４を挿入（１３１）し、表示入力部４６により回数券の車種・度数を選択して入力（１３２）し、金銭処理部５６に回数入場料を入金すると、カード発行部５２により回数利用カード７６−２が発行（１３３）される。

利用者は、発行された回数利用カード７６−２を入場用ゲートポスト８のカード読取部２２に挿入すると、カード書換部２４により回数利用カード７６−２に利用回数の減数が書込まれて、シール発行部２８により一時利用シール７８−２が発行（１３４）される。

利用者は、発行された一時利用シール７８−２を自転車に添付し、回数利用カード７６−２の挿入により開放動作されたゲート６から自転車を入場させて駐車させてから、退場する（１３５）。

利用者は、自転車を退場させる場合に、例えば、ゲート６の自転車用の門扉部１６に並設した利用者の出入口から入場（１３６）し、回数利用カード７６−２の残度数が足りるか否かを判断（１３７）する。

この判断（１３７）において残度数が足りない場合は、契約管理機１２の金銭処理部５６により回数利用カード７６−２の度数を買い足し（１３８）、回数利用カード７６−２を退場用ゲートポスト１０のカード読取部３８に挿入（１３９）する。この判断（１３７）において残度数が足りている場合は、回数利用カード７６−２を退場用ゲートポスト１０のカード読取部３８に挿入（１３９）する。

退場用ゲートポスト１０は、挿入された回数利用カード７６−２から駐車時間に応じて度数をカード書換部４０により追加減算して排出し、ゲート駆動部４２によりゲート６を開放動作させ、自転車を退場（１４０）させることができ、エンド（１４１）にする。

これにより、利用者は、駐車場２の回数利用を行うことができる。

登録カード７２による一時利用は、図１３に示す如く、処理がスタート（１５０）すると、利用者は入場用ゲートポスト８の表示入力部２０により一時利用の区画が満車であるか空車であるかを判断（１５１）する。

この判断（１５１）が空車の場合は、入場用ゲートポスト８のカード読取部２２に登録カード７４を挿入（１５２）し、表示入力部２０により車種を選択して入力し、金銭処理部３０に一時入場料を入金（１５３）すると、カード読取部２２から登録カード７４を排出して戻し、シール発行部２８により一時利用シール７８−２が発行（１５４）される。

利用者は、発行された一時利用シール７８−２を自転車に添付し、前記（１５３）、（１５４）の処理により開放動作されたゲート６から自転車を入場させて駐車させてから、退場する（１５５）。

利用者は、自転車を退場させる場合に、例えば、ゲート６の自転車用の門扉部１６に並設した利用者の出入口から入場（１５６）し、一時入場料の清算が必要か否かを判断（１５７）する。

この判断（１５７）において清算が必要な場合は、契約管理機１２の金銭処理部５６により追加料金を入金して清算（１５８）し、この清算完了を記録した登録カード７４を退場用ゲートポスト１０のカード読取部３８に挿入（１５９）する。この判断（１５７）において清算が不要な場合は、登録カード７４を退場用ゲートポスト１０のカード読取部３８に挿入（１５９）する。

退場用ゲートポスト１０は、登録カード７４の挿入によってゲート駆動部４２によりゲート６を開放動作させ、自転車を退場（１６０）させることができ、エンド（１６１）にする。なお、前記判断（１５１）が満車の場合は、エンド（１６１）にする。

これにより、利用者は、駐車場２の一時利用を行うことができる。

このように、この自転車駐車場統合管理システム４は、利用者の個人情報を登録して登録カード７４を発行し、この発行された登録カード７４によって、利用者が駐車場２の定期利用や一時利用、回数利用を行えるように処理する。

また、この自転車駐車場統合管理システム４は、未登録者利用者が登録せずに一時利用することもできる。登録せずに一時利用する場合は、図１４に示す如く、処理がスタート（１７０）すると、利用者は入場用ゲートポスト８の表示入力部２０により一時利用の区画が満車であるか空車であるかを判断（１７１）する。

この判断（１７１）が空車の場合は、入場用ゲートポスト８の表示入力部２２により車種を選択して入力し、金銭処理部３０に一時入場料を入金（１７２）すると、カード発行部２６により契約カード７６として簡易カード７６−３が発行され、シール発行部２８により契約シール７８として一時利用シール７８−２が発行（１７３）される。

利用者は、発行された一時利用シール７８−２を自転車に添付し、前記（１７２）、（１７３）の処理により開放動作されたゲート６から自転車を入場させて駐車させてから、退場する（１７４）。

利用者は、自転車を退場させる場合に、例えば、ゲート６の自転車用の門扉部１６に並設した利用者の出入口から入場（１７５）し、一時入場料の清算が必要か否かを判断（１７６）する。

この判断（１７６）において清算が必要な場合は、契約管理機１２金銭処理部５６により追加料金を入金して清算（１７７）し、この清算完了を記録した簡易カード７６−３を退場用ゲートポスト１０のカード読取部３８に挿入（１７８）する。この判断（１７６）において清算が不要な場合は、簡易カード７６−３を退場用ゲートポスト１０のカード読取部３８に挿入（１７８）する。

退場用ゲートポスト１０は、簡易カード７６−３の挿入によってゲート駆動部４２によりゲート６が開放動作し、自転車を退場（１７９）させることができ、エンド（１８０）にする。なお、簡易カード７６−３は、入退場各１回に限り使用することができ、退場時に退場用ゲートポスト１０によって回収される。

これにより、未登録利用者は、登録せずに駐車場２の一時利用を行うことができる。

この自転車駐車場統合管理システム４は、未登録利用者が登録して定期利用することができる。未登録利用者が定期利用する場合は、図１５に示す如く、処理がスタート（１９０）すると、未登録利用者は契約管理機１２の表示入力部４６により希望区画が満車であるか空車であるかを確認（１９１）する。

定期券の種類等の入力（１９６）の後に、契約管理機１２の金銭処理部５６に定期入場料を入金すると、カード発行部５２及びシール発行部５４により定期券カード７６−１及び定期利用シール７８−１が発行（１９７）される。

利用者は、発行された定期利用シール７８−１を自転車に添付して定期券カード７６−１を入場用ゲートポスト８のカード読取部２２に挿入（１９８）すると、ゲート駆動部３２によりゲート６が開放動作するので、自転車を入場させて契約区画に駐車させてから、退場する（１９９）。

利用者は、自転車を退場させる場合に、例えばゲート６の自転車用の門扉部１６に並設した利用者の出入口から入場（２００）し、定期券カード７６−１を退場用ゲートポスト１０のカード読取部３８に挿入（２０１）すると、ゲート駆動部４２によりゲート６が開放動作され、カード読取機３８から定期券カード７６−１が排出され、自転車を退場（２０２）させることができ、エンド（２０３）にする。

一方、希望区画が満車であるか空車であるかの確認（１９１）が満車の場合は、その希望区画の空きを予約するか否を判断（２０４）する。この判断（２０４）において予約しない場合は、エンド（２０３）にジャンプする。

この判断（２０４）において予約する場合は、未登録利用者は契約管理機１２の表示入力部４６の表示にしたがい個人情報を入力操作して登録（２０５）し、利用者が割引制度適用等の特定資格に該当するか否かを判断（２０６）する。

この判断（２０６）が該当である場合は、契約管理機１２のカード発行部５２により登録カード７４が発行（２０７）され、管理人は資格確認を行い、管理用コンピュータ１４の記憶部６２に記録されているデータベースと発行する登録カード７４とに資格を設定（２０８）し、表示入力部４６により定期の予約条件（希望区画等）を選択して入力（２０９）する。一方、この判断（２０６）が非該当である場合は、表示入力部４６により定期の予約条件（希望区画等）を選択して入力（２０９）する。

前記予約条件の入力（２０９）の後に、挿入された登録カード７４にカード書換部５０により予約情報を書き込んで発行（２１０）し、利用者に通知はがきに自署させて提出（２１１）させ、エンド（２０３）にする。

これにより、未登録利用者は、駐車場２の定期利用を行うことができる。

この自転車駐車場統合管理システム４は、未登録利用者が登録して一時利用することができる。未登録利用者が一時利用する場合は、図１６に示す如く、処理がスタート（２１０）すると、未登録利用者は契約管理機１２の表示入力部４４の表示にしたがい個人情報を入力操作して登録（２１１）し、契約管理機１２のカード発行部５２により登録カード７４が発行（２１２）され、利用者が割引制度適用等の特定資格に該当するか否かを判断（２１３）する。

この判断（２１３）が該当である場合は、管理人は資格確認を行い、管理用コンピュータ１４の記憶部６２に記録されているデータベースと発行する登録カード７４とに資格を設定（２１４）し、入場用ゲートポスト８の表示入力部２０により一時利用の区画が満車であるか空車であるかを判断（２１５）する。一方、この判断（２１３）が非該当である場合は、一時利用の区画が満車であるか空車であるかを判断（２１５）する。

この判断（２１５）が空車の場合は、発行された登録カード７４を入場用ゲートポスト８のカード読取部２２に挿入（２１６）し、表示入力部２０により車種を選択して入力し、一時入場料を金銭処理部３０に入金する（２１７）と、カード読取部２２から登録カード７４を排出して戻し、シール発行部２８により一時利用シール７８−２が発行（２１８）される。
