燃料電池システムの起動に際して、前記ユーザ消費電力を超過する程の電力を供給できるようになるまでの間は前記貯湯槽の温水を利用して燃料電池システムの加熱を行い、前記発電出力を制御するとともに前記ユーザ消費電力を超過する程の電力を供給できるようになれば前記発電出力のうち前記ユーザ消費電力を超過した電力を前記加熱手段に供給するように制御する制御手段と、
前記燃料電池の温度を検出する燃料電池温度検出手段と、を備え、
