【発明の属する技術分野】
本発明は、車検依頼者に車検の結果を説明し、被検査車両と共に検査記録の証拠書面として引渡すため、指定整備工場が車検整備を行った結果を記載し、車検証明書を貼着した指定整備記録簿用紙に関する。

この種の技術として特開2001−67500号公報がある。この従来例には、ICカードに書き込まれた車検申請者の情報を読み取ることが記載されており、車検申請者(以下、「依頼者」は「顧客」ともいう)が車検手続を容易にかつ短時間にできるようにした技術が開示されている。

【発明が解決しようとする課題】
特許文献1に限らず、従来の技術には、指定整備工場(以下、「整備工場」ともいう)の検査員が収集した検査データの処理方法について何ら開示されていない。整備工場の検査員は、法令に定められた様式の書類、例えば、法定検査項目及びその他の検査項目の記入欄を備えた指定整備記録簿(以下、「整備記録簿」ともいう)に検査員が検査した結果を、逐一手記した後に、手記された検査結果のうち法定要件を抜粋し機械で清書するに過ぎない証明書(以下、「車検証明書」という)を情報処理装置により印刷出力して作成する方法であるため、検査員による実態検査が完了しているにもかかわらず、顧客に検査結果を説明し、作成した整備記録簿を顧客に引渡すためには、車検証明書の印刷出力を待つことが必要であるという欠点があった。

そこで、本発明は、車検における全検査項目のうち、車検証明書に印刷出力される検査項目に関してのみを、検査員から非検査員へと迅速に伝達し、見栄えの良い車検証明書が貼着される整備記録簿用紙を提供する

【課題を解決するための手段】
前記課題を解決するため、請求項1に係る発明は、車検手続における法定様式で印刷される車検証明書(3)の法定要件を満足する目視検査及び機器検査を含む第1群の検査に係る記入欄(45)と、前記目視検査を含みかつ使用者用交付紙面(14)の記載要件に関連する第2群の検査に係る記入欄(50)と、を設けた手書き原紙(12)の後頁にカーボン複写は同等機能の複写紙(14)を配し、前記手書き原紙(12)と前記複写紙(14)の少なくとも一方の紙面において、前記第1群の検査に係る記入欄(45)を含む領域が切り取り線(13)で区切られた切り離し可能な伝票部(2)と、前記手書き原紙(12)と前記複写紙(14)の少なくとも一箇所に前記車検証明書(3)を貼着するのりしろ(30)を備えたことを特徴とする整備記録簿用紙である。

【発明の実施の形態】
以下、図面に沿って本発明の実施の形態を説明する。
図1〜4は、本発明の整備記録簿用紙に係る実施の形態を示す説明図である。

図1は、整備記録簿1に印刷済みの車検証明書3を貼着して完成させる様子であり、後述する手順により、周知の車検装置等を用いて実態検査する検査員が、情報処理装置(以下、「管理コンピュータ」ともいう)を操作する非検査員の支援により作成し、その検査員が署名押印して完成させるものである。
ここに、車検手続のなかで、車検証明書3の法定要件を満足する目視検査及び機器検査を含む第1群の検査に係る記入欄45と、少なくとも前記目視検査を含みかつ使用者用交付紙面14の記載要件に関連する第2群の検査に係る記入欄50があり、それぞれの目的に応じて配置されている。

なお、全文にわたり、「検査」の表記には「点検」の意味も含めるものとし、実務上の慣用語句である「点検整備」、「12ヶ月定期点検」及び「24ヶ月定期点検」等で意味する「点検」に関しても「検査」と呼んでいる。
又、「印刷」とは白紙に印刷する場合と、予め所定様式の記入欄等を印刷された専用の用紙に個別の事象のみを印字する場合があり、本発明ではこれらの両者を含む。

図2は、図1に示した整備記録簿1の第2頁に位置する複写面でなる使用者用交付紙面14における下半分の拡大図であり、検査員が実体検査を進行させるのに従って該当する検査項目の記入欄に検査データを手記し、後の段階で法定様式の車検証明書(図3)に印刷される。なお、本願明細書における「車検証明書」とは後述する様に「実質上の車検証明書」であり法令上の用語ではない。

なお、「検査員」は被検査車体に直接触れながら実態検査する者、「非検査員」とは、いわゆる事務員又は補助者あるいは管理者まで含み、「情報処理装置」とは車体番号を検索キーとして車体別の管理情報を検索自在に記憶し、新たな情報により更新する前後の情報を関連装置にオンライン接続するとともに記録、再生、表示及び印刷出力まで可能とするものであり、いわゆるネットワーク接続された管理コンピュータ・システム全体を意味するが、そのような業務用の専用機器に限定することなく、パソコンとプリンタの組みあわせ程度のものまで含めている。

本発明の前提条件として、前述した「検査員」は前記実態検査に専念し、実態検査以外の業務として考えられる接客応対の外、書類の出し入れ及び検査データの清書等は「非検査員」に分担させることで、効率化を図りたい状況にある。そして、このような分担により複数の工程を同時に処理できることがあれば、そのようにして車検の所要時間を短縮する。特に、顧客がその場で車検の完了を待っている場合は、顧客を待たせる時間を最小限にし、速やかに車検済み車両を持ちかえらせるのが理想的である。

図4に沿って整備記録簿作成方法の手順を検査員と非検査員及び情報処理装置(管理コンピュータ)に区別して詳細に説明する。非検査員が顧客からの車検依頼を受け付けると、先ず車両番号と前輪軸重、後輪軸重を管理コンピュータに入力しオンライン接続されている検査機器へ送信する段階(S10)がある(以下、「段階がある」との表記を省略することがある)。

管理コンピュータは顧客情報を検索出力する。又、管理コンピュータに登録されていない車両は、当該車両の検査証を参照し管理コンピュータに登録する。この場合、段階(S10)において車両番号と前輪軸重、後輪軸重を管理コンピュータに入力しオンライン接続されている検査機器へ送信しておけば、検査員は当該車両の実態検査を実施できるので、検査員が実態検査を行うのと平行して、登録済みの車両情報を検索出力あるいは新規に車両情報を管理コンピュータに入力(S11)しておく。例えば継続更新前の車検証の記載事項と同等内容を表示し、その書面(車検証のコピー)を印刷することもできるが、図4では、顧客が被検査車両に携行している車検証を非検査員がコピーする想定である。

周知のように、車検は検査員が被検査車両を、継続更新前の車検証と照合しながら実態検査を進めて新規の整備記録簿に検査データを記入する。従って、継続更新前の車検証のコピーと新規の整備記録簿を非検査員が用意して検査員に提供する(S13)。なお、整備記録簿としては、例えば「NS21/指定整備記録簿/分解整備記録簿」が汎用書式である。そのなかでも被検査車両の種類に応じて「自家用乗用車等・別表6」などと最適の様式があり、前述した車両番号等を管理コンピュータに入力する段階(S10)で、非検査員が整備記録簿の最適な用紙を用意する。あるいは、その都度に、管理コンピュータから印刷出力しても良い。

ここで、図4のS1〜S6に示す段階を飛び越えて最終段階(S14)の説明をしておく。検査員が整備記録簿1に設けられた各検査項目毎の記入欄を充填する要領で実態検査を完了すると、記入済みの整備記録簿1のうち第2頁から伝票部2を切り取った残りである使用者用交付紙面14を顧客に提示しながら検査結果を説明し、車検済み車両と共に引渡す。その整備記録簿1のうち第1頁に車検証明書3を貼着した事業場控12を車検工場に2年間保存する。なお、これらの説明、引渡し及び保存に係る行為は検査員と非検査員のいずれが実行しても構わないが、一般的に、実態検査及び検査結果の説明以外のことは、非検査員に任せた方が効率的である。

順番は前後するが、図4のS1〜S6に示す段階を説明する。
段階(S13)で、非検査員が用意した車検証のコピーと新規の整備記録簿を受け取った検査員は、2枚複写つづりで構成された整備記録簿1の第1〜2頁の下から6分の1程度の領域に記載される検査項目として、第1群に属する機器・目視検査及び第2群に属する目視検査の検査項目を実行する。ただし、目視検査は第1群と第2群とで重複しているので、同一工程で完了する。この時、図2に示すように、第2頁の下から6分の1程度の領域にあってミシン目の付いた切り取り線13により切り離し可能な伝票部2には必要事項が記入されている。

第1群の検査は、少なくとも法定の車検証明書3に記載する内容を必須要件として含んでいるので、当然に車検証明書3の要件を満足する。すなわち、第1群の検査項目を実行すれば車検証明書3が作成できるので、検査員は車検証明書3の記入要件として、第1群に属する機器・目視検査及び第2群に属する目視検査の検査項目を実行する。該当する検査データを伝票部2に覆い被さって伝票部2に複写作用のある区域20の記入欄に手書きする第1〜2群検査手記段階(S1)を実行する。具体的には、図2〜3における「目視による検査、走行距離計その他の計器OKと確認し(レ)チェック印を記入する行為」及び「走行距離44,992kmとカウントアップされた積算計の数値を書き写す行為」等を意味する。

そして、前記第1群の検査に係る記入欄を充填した伝票部2を、整備記録簿1の第2頁から切り離す伝票部切り離し段階(S2)を実行する。具体的には、図1におけるミシン目の付いた切り取り線13に沿って伝票を切る要領で切り離す。その後、伝票部2を非検査員に手渡して管理コンピュータに入力させる第1群入力段階(S3)を実行する。もし、管理コンピュータに手書き文字等を読み取る機能が具備されていれば、伝票部2を受け取った非検査員に手入力させるまでもない。なお、大半の数値データは図示せぬ車検装置からオンライン接続を介して管理コンピュータへ自動的に入力される。

第1群入力段階(S3)が実行された後には、第1群の検査項目に係る検査データを車検証明書3の様式(図3)に沿って印刷出力する車検証明印刷段階(S4)が自動は半自動で実行される。通常ならば、第1群入力段階(S3)が終わった後には必ず車検証明印刷段階(S4)を実行する必要があるので、管理コンピュータが自動的に印刷出力すれば良い。

このような段取りによれば、顧客への検査結果の説明が完了するころまでに、前記車検証明書3の印刷を同時進行により済ませ、なお余りある時間で適合証・標章までも作成でき、これら適合証・標章を検査済み当該車両に貼り付けることにより出庫可能となる。従って、車検所要時間の短縮に寄与する。

そして、第1群の検査項目には検査員の視覚、聴覚、嗅覚、味覚、触覚のうち少なくとも1つ以上の感覚による官能検査項目を含んでいる。具体的には、図2〜3に示した「目視による検査」における「視野を確保する装置」の検査項目を意味する。

逆に、車検における実態検査の全てが完全にロボット対応できれば、非検査員が接客対応し、被検査車両を車検装置にセットし、実態検査を済ませて解除するまでの間に整備記録簿1の作成までの大半を管理コンピュータの支援により自動化できるところであるが、実際には検査員の五感に依存した官能検査項目を含んでいるので、その官能検査項目に係る検査データを迅速に書面化するのが本発明の趣旨である。

さらに、事業場控12には車検証明書3を貼着するのに必要な最小の面積でなるのりしろ30が配されている。具体的には、事業場控12の縦方向の中央高さにおいて、約10mm幅で横一直線の帯状に左端から右端までの区域である。こののりしろ30の面積はA4サイズの車検証明書3を、一般事務用文房具に属する紙用の糊を用いた糊付け貼着により、安全な貼着保持を保証する必要最小限の面積である。

以上、本発明は、法定許容範囲内に限定すれば前記実施形態を様々な形態で実施できる。例えば、第1群入力段階(S3)で伝票部2に記入された第1群の検査項目に係る検査データは図2に示したように、数字と丸印と(レ)チェックで表示してあり、既存の郵便番号やマークシートに類似の読み取り装置で読み取れる内容なので、当該検査データは情報処理装置に読み取らせるようにすれば、非検査員が手入力する手間も省ける。

なお、別添の図面及び全文にわたって用いた「車検証明書」の表記は法令により規定された用語ではなく、慣用語句でもない。本願発明の整備記録簿は、例えば東京陸運支局や広島陸運支局のような行政組織による直接の車検に際して用いるものでなく、前述の行政による車検に代わって民間の指定整備工場における車検を正式に実施した旨を証明するために、実施事業所で保存する証拠書面の意味であり、他に適切な用語がないため実質的な「車検証明書」を表記したものである。従って、「車検証明書」に匹敵する他の呼称のものであっても、本願発明に含まれるものと見なし得る。
