【発明の属する技術分野】
本発明は、配電線に配置された開閉器や配電系統の状態を開閉器毎に設置された遠方監視制御子局と、さらに通信線ネットワークを介して繋がる親局計算機を用いて監視制御する配電自動化システム、遠方監視制御子局および配電系統監視方法に関する。

【従来の技術】
従来、配電自動化システムは、遠方監視制御子局(以下、子局)と親局計算機(以下、親局)のそれぞれに専用のプログラムを置き、子局と親局を繋ぐ通信ネットワークに常時接続して監視するのが一般的である。

図8は、従来の配電自動化システムの構成図である。図8において、配電自動化システムは、複数の開閉器1と開閉器ごとに設置された子局2と、子局2と通信ネットワーク4を介して繋がる親局3から構成されている。さらに子局2は、配電線に配置された開閉器1からの状態信号Vinを入力する入力手段20と、入力手段20の出力信号Dinから開閉器1及び自局2の状態データDnを出力する状態判断手段21と、通信手段23からの制御指令Doutにより開閉器1を制御する為の制御出力Voutを出力する出力手段22と、親局3と通信を行い状態判断手段21及び出力手段22と信号を授受する通信手段23から構成されている。親局3は、子局の状態データを記録するサーバ装置30と、遠方監視制御操作を行う為のクライアント装置31から構成されている。また、通信ネットワーク4は例えばLAN(ローカルエリアネットワーク)やWAN(ワイドエリアネットワーク)で構成され、複数の子局や親局が接続されている。

次に、配電自動化システムの動作を説明する。親局3を構成するサーバ装置30は定期的に通信ネットワークを介して開閉器ごとに配置された子局2から状態データDnを受信し、自局のデータベースを常に最新データに更新すると共に、特定のデータにおいて最新データがデータベースに記録されている前のデータと相違がある場合に、同じく親局3を構成するクライアント装置31に状態変化が有ったことを通知する。また、クライアント装置31からの指令により該当する子局2に対して制御指令の送信を行う。

クライアント装置31はサーバ装置30から子局2のデ−タを受信し監視制御画面上に表示すると共に、サーバ装置30から状態変化有りの通知を受け取った場合には操作者に状態変化があったことを通知する。また、操作者による操作指示により前記サーバ装置30に対して当該監視制御子局2に対する制御指示を出力する。

【発明が解決しようとする課題】
ところが、従来の配電自動化システムでは、開閉器や配電系統の状態変化を常時監視するために、子局と親局は通信ネットワークによって常にオンラインで接続しておく必要があり、親局故障時のバックアップ用に機器の二重化や24時間動作の可能な高い信頼性が必要になる。また、配電自動化システムでは、親局が多くの子局を管理するためにデータ量が多くなりサーバ装置の容量が大きくなる。さらに、親局はシステムごとに専用のプログラムを開発する必要があることから非常に高コストとなってしまうという問題点がある。

本発明は上記問題点を解決するためになされたもので、その目的は、安価な汎用のパーソナルコンピュータを遠方監視制御用の親局計算機として利用し、専用のプログラムが不用で、計算機の故障などにより親局がオフラインとなった場合でも既存のシステムを利用してバックアップを可能とする安価な配電自動化システム、遠方監視制御子局および配電系統監視方法を提供することにある。

【課題を解決するための手段】
請求項1の発明に係わる配電自動化システムは、配電線に配置された開閉器と、前記開閉器や系統の状態信号を取り込む遠方監視制御子局と、前記遠方監視制御子局と通信ネットワークを介して繋がる親局計算機と、前記通信ネットワークを介して前記遠方監視制御子局および前記親局計算機と繋がるメイルサーバとを有し、開閉器および系統状態を遠方監視制御する配電自動化システムであって、前記遠方監視制御子局は、前記開閉器から状態信号を入力する信号入力手段と、前記信号入力手段の出力から配電線の系統状態あるいは開閉器および自局の状態データを出力する状態判断手段と、前記状態判断手段から出力される状態データを記憶する状態データ記憶手段と、前記状態判断手段の状態データと前記状態データ記憶手段に記憶されている状態データとを比較して状態変化を検出したときに前記状態データ記憶手段に対して前記状態判断手段から出力される状態データを記憶させるための状態変化有り信号を出力する状態比較手段と、前記状態変化有り信号により予め登録された所定のメイルアドレスに対して状態変化があったことを通知するメイルを送信するメイル発行手段と、開閉器の制御信号を出力する出力手段と、監視操作用の画面プログラムを保持する画面プログラム保持手段と、前記通信ネットワークを介して前記親局計算機または前記メイルサーバと通信を行う通信手段とを備え、前記メイルサーバは、前記通信ネットワークを介して送られてくる前記遠方監視制御子局からのメイルを保存するメイル保存手段を備え、前記親局計算機は、前記通信ネットワークを介して前記遠方監視制御子局または前記メイルサーバと通信を行う通信手段と、前記遠方監視制御子局から前記画面プログラムをダウンロードし実行する画面プログラム起動手段と、前記メイルサーバから自局宛てのメイルを受信するメイル受信手段と、前記受信手段により受信したメイルから前記遠方監視制御子局の前記状態データを抽出し前記画面プログラム起動手段を実行することにより表示される監視操作画面上に表示する状態データ抽出手段と、前記監視操作画面を通して開閉器の制御指令を送出する制御指令送信手段とを備えたことを特徴とする。

請求項11の発明に係わる配電系統監視方法は、配電線に配置された開閉器や系統の状態信号を遠方監視制御子局を介して取り込み、取り込んだデータをメイルサーバを経由して親局計算機に送信することにより開閉器および系統状態を監視する配電系統監視方法であって、前記遠方監視制御子局では、監視操作用の画面プログラムを保存する段階と、前記親局計算機からの要求に基づき保存している画面プログラムを送信する段階と、前記開閉器から状態信号を入力する段階と、入力した状態信号から配電線の系統状態あるいは開閉器および自局の状態データを周期的に演算する段階と、前記演算結果と保存されている状態データとを比較して状態変化を検出したときに前記演算結果を新たな状態データとして保存すると共に予め登録された所定のメイルアドレスに対して状態変化があったことを通知するメイルを送信する段階とを備え、前記メイルサーバでは、前記遠方監視制御子局より受信した状変通知メイルを保存する段階と、この保存しているメイルと前記遠方監視制御子局より新たに受信した状変通知メイルとの内容を比較し、保存されている状変通知メイルの内容を最新の状態に更新する段階とを備え、前記親局計算機では、前記遠方監視制御子局から前記画面プログラムをダウンロードし実行する段階と、前記メイルサーバから自局宛てのメイルを受信する段階と、受信したメイルから前記遠方監視制御子局の前記状態データを抽出し前記画面プログラムを実行することにより表示される監視操作画面上に表示する段階とを備えたことを特徴とする。

【発明の実施の形態】
以下、本発明の実施の形態を説明する。図1は本発明の第1の実施の形態に係わる配電自動化システムの基本構成図である。図1において、配電自動化システムは、開閉器1と開閉器ごとに設置された子局5と、子局5と通信ネットワーク4を介して繋がる親局6から構成されている。ここで、子局5は、例えば配電線の開閉器ごとに配置され、開閉器1の状態信号Vinを入力する入力手段20、入力手段20の出力信号Dinから開閉器1及び自局5の状態データDnを出力する状態判断手段21、開閉器1を入り/切り制御するための制御出力Voutを出力する出力手段22、JAVA言語(JAVAはサン・マイクロシステムズ社の登録商標)などで記載された監視操作用画面プログラムPdataを保持する画面プログラム保持手段24、および、通信ネットワーク4を介して親局6と通信を行う為の通信手段23により構成されている。親局6はメイル機能とブラウザ機能を有する汎用のパーソナルコンピュータを用いて、通信ネットワーク4に接続されている。

次に、この配電自動化システムの動作を説明する。子局5は開閉器1の状態信号Vinを入力手段20に定期的に取り込んで、状態判断手段21により開閉器1及び自局5の状態を判断し状態データDnを出力する。

一方、親局6では、開閉器1を遠方監視制御するため、まず、ブラウザを起動し通信ネットワーク4を介して該当する子局5のURLを呼び出す。子局5は親局6からの呼び出しにより画面プログラム保持手段24に保持されている監視操作用画面プログラムPdataを親局6へ送信する。親局6は、子局5よりダウンロードした監視操作用画面プログラムPdataを起動して該当する開閉器1の監視操作画面を表示すると共に、子局5から状態データDnを定期的に受信して、この監視操作画面上に表示する。

親局6が開閉器1を遠方制御する場合は、親局6の監視操作画面上の操作ボタンのクリックにより、通信ネットワーク4を介して該当する子局5に対して制御指令を送信する。子局5はこの制御指令を通信手段23を介して受信し、出力手段22に制御指令Doutを出力する。これにより、出力手段22は制御指令Doutに対応した制御出力Voutを開閉器1に出力する。

このように、親局は専用プログラムを必要とせず、汎用のブラウザソフトを組み込むことだけでよいため安価なパーソナルコンピュータが使用できる。また、親局は子局ごとにURLを切り替えて行くことで複数の機器を監視できる。さらに、状態データは子局から直接受信することから、データを蓄積するサーバ装置が不要で安価に構築できる。また、監視操作画面プログラムは子局ごとに用意するので、一つの開閉器部分だけの監視操作画面プログラムでよく安価で構築できる。特に、本実施の形態では、ダウンロードする画面プログラムは、状態データを切り離した監視操作用画面情報としているので、状態変化のたびに監視操作画面情報をダウンロードする必要がなく通信ネットワークおよび各局の負荷を軽減することができる。

次に、図2は、本発明の第1の実施の形態に係わる配電自動化システムの構成図である。図1に示した基本構成図に対し、メイルサーバ12を設けたことと、図1の子局5に対して、状態変化有り信号Dchgにより状態データDnを記憶する状態データ記憶手段25と、状態判断手段21の状態データDnと状態データ記憶手段25に記憶された前の状態データDn−1とを比較して状態変化があった場合に状態変化有り信号Dchgを出力する状態比較手段26と、状態変化有り信号Dchgがあり、自局と親局6がオンライン状態でない場合には通信ネットワーク4の所定のメイルアドレスに対してメイルを発行するメイル発行手段27とを追加し、子局7に変更を加えたことである。ここで、所定のメイルアドレスとは、たとえば操作者の携帯端末のメイルアドレスなどである。その他については、図1と同一であるので、同一要素には同一符号を付し、説明は省略する。

本実施の形態によれば、第1の実施の形態の効果に加え、さらに、親局と子局がオンライン状態でなくとも、配電系統及び開閉器に状態変化があった場合に、所定のメイルアドレスに対してメイル発行し、状態変化が発生した事をメイル先の操作者等に通知できることから、親局は常時オンラインでの24時間接続する必要がないので、安価にシステムを構築することができる。

なお、上記の説明では、自局7が親局6とオンラインのときは親局にメイルを発行し、自局7が親局6とオンラインでないときは、例えば操作者の携帯端末など親局以外の所定のアドレスに対してメイルを発行することとしたが、親局6については常時メイルを発行し、必要に応じて親局以外の所定のアドレスに対してもメイルを発行することも可能である。以下、図3ないし5を用いて詳述する。

まず、親局6がオフライン状態のときの子局7とメイルサーバ12の動作を説明する。子局7のメイル発行手段27から送信されたメイルは、通信ネットワーク4を介してメイルサーバ12の通信手段13を通して、保存手段14に保存される。図4(a)は子局7から発行されたメイルの一例である。1時10分5秒にポジションAの機器(子局7が監視する開閉器等の機器)が動作し、状態0(オフ状態)になり、また、1時10分8秒には、ポジションBの機器が動作し、状態1(オン状態)になり、これが同じメイルで送られたときのデータ例である。なお、時刻情報には必要に応じて年月日やミリ秒以下の情報を加えることも可能であり、状変時のデータフォーマットはこの例に限られるものではない。このメイルは、親局6がオンラインになりメイルサーバ12にアクセスするまで、メイルサーバ12の保存手段14に保持される。いま、親局6のオフライン状態が継続している間に、さらにポジションAの状態が変化したとする。このとき図4(b)に示すように別の状変通知メイルが送信される。メイルが同じメイルになるか異なるメイルに成るかはメイルの送信周期と状変の発生タイミングによるが、最初の状変が発生してから一定時間に発生した状変をまとめて送信するという方法もある。
