本発明は、一般の道路上と鉄道線路上とを走行可能な軌陸車の作業区間誤り及び載線誤りを防止することのできる軌陸車の作業区間誤り防止装置及び制御方法に関するものである。

【従来の技術】
鉄道線路の工事や保守点検作業においては、一般の道路上と鉄道線路上とを走行可能な軌陸車を用い、軌陸車の車庫から目的とする作業区間の始まり地点までは一般道路を走行し、目的とする作業区間に近い踏切から鉄道線路上へ乗り移り(このことを載線という)、目的とする作業区間まで走行した後、所定の保守点検作業等を行うようにすることがある。

これは、工事及び保守点検等を行う作業車が鉄道線路のみを利用して行うようにすると、多くの線路や分岐点を通過しなければならず、その出し入れが面倒であったり、目的とする作業区間へ到達するまでの時間を含めて列車ダイヤとの調整が難しく、営業列車の運転を制限しなければならなくなる等の問題があるからである。
なお、軌陸車としては、バラストを運搬して供給する作業車や枕木を運搬して供給する作業車、架線の保守点検を行う高所作業車、クレーン機構を備えた作業車、パワーショベル機構を備えた作業車等がある。

従来にあって、このような軌陸車が作業を行う場合には、予め定められた工事指示書をもとに作業監督者や車両運転手が指示された鉄道線路であるかどうかを確認し、また指示通りの作業区間であるかどうかを踏切名や作業開始地点及び作業終了地点を示す標識等を基にして確認して行っていた。
なお、作業区間を示す標識は、作業開始前に軌陸車の作業員とは別の作業員が線路脇等に立設するものである。

ところが、上述のような作業監督者や車両運転手等の注意に頼る確認では、人為的ミスによる作業区間の誤りや載線誤り事故が発生する可能性があった。特に列車ダイヤの合間を縫って作業を行うため、夜間の作業が多く、指示の誤通達や作業区間終点を表示する標識の見落とし等の単純な人為的ミスを発生する危険性があった。
これらの人為的ミスは、重大な列車事故につながる可能性があり、確実に防止することが必要である。

本発明は従来の前記課題に鑑みてこれを改良除去したものであって、軌陸車の作業区間誤りや載線誤り等の人為的ミスを排除し、安全且つ確実に工事、保守点検等の作業を行うことのできる軌陸車の制御方法及び作業区間誤り防止装置を提供せんとするものである。

以下に、本発明の構成を図面に示す発明の実施の形態に基づいて説明すると次の通りである。図1〜図5は本発明の一実施の形態に係るものであり、図1の図(a)は鉄道線路1の踏切2に面し、当該踏切2を挟んで対向する位置の枕木3上へ認識プレートとしてのトランスポンダ4を設置した状態を示す平面図、同図(b)は軌陸車5へ搭載した読取装置6等の車載装置を示す概略図、図2はトランスポンダ4の動作要領を説明する回路図、図3は全体のシステムを示すブロック図、図4は工事指示書としての機能を有し、その内容を記憶させておくメモリーカード7のシステムを示す図面、図5の図(a)〜図(c)は具体的な軌陸車5の制御方法を示す鉄道線路1の概略平面図である。

この実施の形態にあっては、先ず、図1の図(a)に示すように、軌陸車5が一般道路を走行してきた後、鉄道線路1へ乗り移ることのできるスペースの確保された踏切2において、該踏切2に面する鉄道線路1の枕木3の上面側に、認識プレートとしてのトランスポンダ4を設置している。また作業区間の終了地点を示す鉄道線路1の枕木3の上面側にもトランスポンダ8を設置している。

前記トランスポンダ4及び8は、図2の原理図に示す如く、内部アンテナ4a及び8aと、特殊ICチップ4b及び8bとから成っており、読取装置6からの電波を受信することによって応答用エネルギーが与えられ、コンデンサーに蓄積される。そして、読取装置6からの送信が終了すると、前記コンデンサーに蓄積された電荷によって特殊ICチップ4b及び8bが予め書き込まれた情報を自動的に発信するようになっている。
これらの情報は、随時書き込みによる変更が可能であり、例えば、この実施の形態では、東海道線や紀勢線、阪和線、環状線等の線区名と、踏切名と、上り線又は下り線の線別と、各線区の起点からの距離を示すキロ程等の情報が入力されている。

先ず、図4に示すように、パーソナルコンピューター17等に接続された書き込み装置18によって、メモリーカード7に、従来の工事指令書と同じ内容のデータを書き込み、これを工事監督員に渡す。工事監督員又は工事監督員からメモリーカード7を手渡された軌陸車5の運転手は、作業予定区間へ最も近い載線可能な踏切2へ到達した軌陸車5の解析装置9及び読取装置6をON動作させ、解析装置9のメモリーカード入力装置12へ前記メモリーカード7を差し込む。これにより、制御装置11へ工事指令書の内容が入力される。

一方、載線誤りがなかった場合には、目的とする作業区間の開始地点まで軌陸車5を走行させ、予定する保守点検等の作業を行う。

予定する作業を終了し、軌陸車5が作業区間終了地点を行き過ぎた場合には、作業区間の終端地点の枕木3上に設置したトランスポンダ8を通過するときに、軌陸車5の読取装置6から間欠的に発信される電波によってトランスポンダ8へ応答用のエネルギーが与えられる。トランスポンダ8は、すぐに予め書き込まれた東海道線等の線区名と、踏切名と、上り線又は下り線の線別と、各線区の起点からの距離を示すキロ程等の情報を示す信号を発信する。
なお、トランスポンダ8は、作業区間の終了地点であることのみを示す符号等の何らかの情報を予め書き込んでおき、この信号のみを発信するようにすることも可能である。

このトランスポンダ8からの情報を読み取った軌陸車5の読取装置6は、制御装置11でメモリーカード7によって入力された工事指令内容と比較し、作業区間終了地点を行き過ぎたものと判断し、前述の載線誤りの場合と同様に、画像警報装置13やその他の各警報機器14〜16によって関係作業員に作業区間誤りを認識させる。然る後は、軌陸車5の運転手は速やかに作業区間内へ戻るように軌陸車5を走行させればよい。そして、載線した踏切位置へ戻り、離線した上、一般道路を走行して作業指令所等へ戻ればよい。

このように本実施の形態にあっては、軌陸車5が載線誤りや作業区間誤りをおかした場合には、鉄道線路内の所定の地点の枕木3上に設置したトランスポンダ4及び8の情報を読取装置6が読み取ってこれをメモリーカード7によって入力した工事指令内容と比較し、自動的に載線誤り又は作業区間誤りであることを関係作業員に認識させることができるので、人為的なうっかりミスが発生する虞れを確実に防止することができ、列車運行上の安全性に優れている。
また無線で情報のやりとりを行っているので、目視による確認が困難な夜間や雨や雪等の天候不良又はトランスポンダ4及び8の汚れ等があった場合でもこれに関係なく、交信可能な範囲で確実に情報のやりとりを行うことができ、極めて信頼性の高いものである。

なお、作業区間は、図5の図(a)に示す以外にも、同図の図(b)に示すように、載線可能な踏切に跨がって設定される場合もあり、また図(c)に示すように作業区間が載線可能な踏切に跨がって設定された上、載線踏切と離線踏切とが異なる場合等もある。

ところで、本発明は上述した実施の形態に限定されるものではなく、適宜の変更が可能である。例えば、所定線路における載線踏切地点や作業区間終了地点等を示す認識プレートは、無線で応答エネルギーの付与と所定情報信号の発信とを行うトランスポンダ4及び8を利用して行うようにしたが、所定の鉄道線路における所定の地点であることを表示するものであればよい。
その例としては、バーコード表示やその他の記号、数字の配列、これらと色との組み合わせによる識別標識を枕木3の上面等に設けておき、軌陸車5側から映像装置でこれを認識するような手段を用いることも可能である。また鉄道線路1側と軌陸車5側との間を光通信によって情報のやりとりを行い、前述した線区名、踏切名、線別等の情報を線路側の発光手段によって軌陸車5側が入手し、軌陸車5の制御に用いるようにすることも可能である。

以上説明したように本発明にあっては、踏切を通過する各鉄道線路内における踏切の近傍であって当該踏切を挟んで対向する地点、及び、鉄道線路内における作業区間の終了地点に該当する地点に認識プレートを設置し、軌陸車に前記認識プレートの情報を読み取る読取装置とその解析装置とを搭載したから、読取装置で読み取った認識プレートの情報を予め解析装置へ入力された工事指令内容と比較してその適否を自動的且つ瞬時に判断することができ、今まで人に頼っていた載線誤り及び作業区間誤りの判断を自動的且つ確実に行うことができるようになる。つまり、人為的なうっかりミスが発生する虞れを確実に防止することができ、列車運行上、優れた安全性を確立することが可能である。
