従来の下水処理においては、各家庭より排出される汚水を処理場の曝気槽へ導入し、この槽内で撹拌曝気を施し、好気性処理により汚水中の有機固形物を分解した後、沈澱池へ導き、ここで活性汚泥及び未分解有機物等の固形分と水とを分離し、上澄水を処理水として槽外へ排水し、固形分はその一部を返送汚泥管を介して曝気槽へ返送して活性汚泥として利用し、曝気槽での汚水の処理の促進を図るようにしている。しかし沈澱池から曝気槽内へ返送される活性汚泥中には多量の放線菌が混入している。このため処理を促進させるためには有効であっても、この多量の放線菌は曝気槽内で増殖され、一層のスカムを発生させる原因ともなっている。さらにこのスカムは汚水の処理能力を低下させると共に、悪臭を放し悪臭公害の問題を生じさせるものとなっている。それで、このスカムを除去する手段として処理槽水面位置にパイプスカムスキマーを配設し、水面に浮遊するスカムを汚水の一部と共に吸引して槽外へ排出している。
