【発明の属する技術分野】
本発明は、選挙、住民投票、アンケート等を電子的に行うことができる投票システム、該投票システムの候補リスト作成装置、投票カード作成装置、投票装置、開票集計装置、並びに投票方法、該投票方法の候補リスト作成方法、投票カード作成方法、投票方法、開票集計方法に関する。

【従来の技術】
一般に選挙における投票は、投票所において投票者が持参した投票通知葉書により本人確認による受付を行い、係員から配布された投票用紙を投票ブースに持参し、該ブースに掲示された候補者の中から任意の候補者を選択して自書し、投票箱に投函することにより行なっていた。

また前記従来の投票方法においては、投票行為のＯＡ化が進んでおらず、開票作業および集計作業を全て人員作業で行なうため、集計完了までに多くの時間を費やし効率が悪いという不具合があるため、この投票を電子化する技術が特開平８−１６８６２号公報によって提案されている。

この公報には、投票所番号／投票人番号／氏名／住所等を磁気カードに記録しておき、投票者が該磁気カードを投票装置に挿入することによって候補者を画面上に表示し、投票者が前記画面のタッチパネルによって候補者を選択することが記載されている。

【発明が解決しようとする課題】
前述の従来技術による電子化した投票方法は、候補者の情報を投票装置内に予め記憶させておく必要があるため、多数の投票装置毎に候補者の情報を安全且つ確実に記憶させるための作業が膨大になると言う不具合があった。また、タッチパネル式の表示器を必要とするために費用も膨大になると言う不具合もあった。

本発明の目的は、前述の従来技術による不具合を除去することであり、候補情報を投票装置に記憶することなく、且つ投票乃至開票の正当性を確保して不正を防止することができる投票システム、該投票システムに好適な候補リスト作成装置、投票カード作成装置、投票装置、開票集計装置、並びに投票方法、該投票方法に好適な候補リスト作成方法、投票カード作成方法、投票方法、開票集計方法を提供することである。

【課題を解決するための手段】
上記目的を達成するため本発明は、候補者名に対応した画像情報を付した候補リストを用い、該候補リストから選択した候補者名に対応した画像情報を指定することにより投票を行う投票システムにおいて、特定のセキュリティ情報と投票種別と候補情報とから構成される投票情報を基に候補リストを作成すると共に前記セキュリティ情報と投票種別を格納するセキュリティキーを発行する候補リスト作成装置と、前記セキュリティキーから前記セキュリティ情報及び投票種別を入力し、投票カードに格納する投票カード作成装置と、前記セキュリティキーから入力したセキュリティ情報及び投票種別と前記候補リストから入力したセキュリティ情報及び投票種別とを比較し、前記セキュリティ情報及び投票種別が一致したとき、前記セキュリティ情報及び投票種別及び投票情報を１レコードとして記録媒体に格納する投票装置と、前記セキュリティキーから入力したセキュリティ情報及び投票種別と記録媒体から入力したセキュリティ情報及び投票種別とを比較し、前記セキュリティ情報及び投票種別が一致したとき、複数のレコードからなる投票情報を集計する開票集計装置とから構成されることを第１の特徴とする。

【発明の実施の形態】
以下、本発明の一実施形態を説明するものであるが、本願の前提とする電子投票システムについて説明する。
この電子投票システムの投票装置は、図１９に示す如く、投票者に貸し出されたＩＣカード等の投票カード３１の情報を読み取る読取器４５と、複数の候補者名２２ａに対応して設けられた二次元バーコード２２ｂを記録した候補リスト２２と、前記二次元バーコード２２ｂを読み取るバーコードリーダ１５２と、投票者が該バーコードリーダ１５２により読み取ったバーコードに対応した候補者名を表示する表示器１５１とから構成され、投票者が挿入する投票カード３１の情報を読取器４５によって読み取り、投票者がバーコードリーダ１５２を用いて候補者をバーコード２２ｂを選択することにより投票を行い、この投票データを投票装置に装着済みの記録媒体に格納し、開票集計装置によって複数の投票装置の投票データを集計する様に構成されている。

この投票装置は、候補者の多数のデータを投票装置自体に記憶することなく電子的に投票を行うことができるものの、仮に候補リスト２２自体がすり替えられた場合、投票者には認識できないバーコードによって候補者が不正に選択される可能性があり、更に投票装置からの記録媒体が不正にすり替えられる可能性もあった。

本発明は、前述の従来技術による多数の投票装置が候補者データを記憶しなければならない課題と前記不正を防止することを目的とし、前記候補リスト作成装置／投票カード作成装置／開票装置に投票の正当性を確保するセキュリィキーを装着し、且つ候補リスト及び記録媒体にセキュリティ情報を付与することにより、投票及び集計の正当性を確保するものであって、以下、図面を参照して詳細に説明する。

＜概要構成の説明＞
本実施形態による投票システムは、図１に示す如く、選挙管理者が入力する投票情報１０（後述）に含まれる情報を基に、前述の候補リスト２２を作成すると共に後述する複数のセキュリティキー２１（ＵＳＢメモリ等の記録媒体）を作成する候補リスト作成装置２と、投票者に貸し出されるＩＣカード等の記録媒体である投票カード３１を作成する投票カード作成装置３と、前記候補リスト２２を参照して投票者が投票を行う投票装置４と、投票結果情報を格納する記録媒体４１から投票結果を読み込み、複数の投票結果を集計する開票集計装置５とから構成される。

また前記セキュリティキー２１は、前記投票装置４／投票カード作成装置３／開票集計装置５に装着され、該セキュリティキー２１に格納された情報が、前記装着された装置によって読み取り可能に構成されている。

前記投票情報１０は、図７に示す如く、コード化されたユニークな特定のセキュリティ情報１１と、当該選挙の種別を表す投票種別１２と、複数の候補者の情報１３とから構成され、セキュリティキー２１に含まれる情報は、図８に示す如く、セキュリティ情報１１ａと、投票種別１２ａとから構成される。

また候補リスト２２は、図９に示す如く、複数の候補者名１３ｂと、該候補者名１３ｂ毎に対応した二次元バーコード１４と、その選挙の選挙種別１２ｂとを印字したものであって、特に前記二次元バーコード１４は、候補者名情報（氏名他）とセキュリティ情報１１と投票種別１２とが二次元のコード化した画像情報である。

この様に構成された投票システムは、投票管理者が、▲１▼候補リスト作成装置２を使用して複数のセキュリティキー２１及び候補リスト２２を作成し、該セキュリティキー２１を投票装置４／投票カード作成装置３／開票集計装置５に装着し、▲２▼前記候補リスト２２を投票装置４に搭置することにより投票の準備を行う。

次いで本システムは、投票に際し、▲３▼受付において投票者が持参する投票ハガキと交換に、投票管理者が投票カード作成装置３を用いて作成する投票種別１１ｄ及びセキュリティ情報１２ｄを含む投票カード３１（図１２）を受け取り、▲４▼該投票カード３１を投票装置４の読取器４５にセットすることにより、▲５▼投票装置４が、該投票カード３１に含まれる投票種別１１ａ及びセキュリティ情報１２ｂを読み込むことにより投票の正当性を認識し、▲６▼次いで投票時、候補リスト２２から読み込んだ二次元バーコードに含まれるセキュリティ情報１１と装置に装着されたセキュリティキー２１内のセキュリティ情報１１ａとを比較することによって投票の正当性の認識を行い、▲７▼更に、投票装置４は装着済の記録媒体４１に投票結果情報／投票種別／セキュリティ情報を格納する。

更に本システムは、前記記録媒体４１を開票集計装置５に装着し、この開票集計装置５が、記録媒体４１とセキュリティキー２１各々に格納されたセキュリティ情報及び投票種別とを比較することによって記録媒体４１の正当性を確認した後に、前記投票結果情報を集計して開票集計結果５１を出力する様に構成されている。

＜詳細構造の説明＞
前記候補リスト作成装置２は、図２に示す如く、投票管理者がセキュリティキー２１に格納するためのセキュリティ情報１１及び投票種別１２を含む投票情報１０他の入力等を行うキーボード２６と、前記入力された投票情報１０を基に候補者名等を含む候補リスト２２に印字する候補リスト出力機２３と、前記入力情報に基づいて複数のセキュリティキー２１に図８に示した各情報を登録するセキュリティキー発行機２５と、表示部２４と、これらを制御する制御部２７とから構成される。

次いで投票カード作成装置３は、図３に示す如く、投票管理者が操作するキーボード２６と、装着したセキュリティキー２１からセキュリティ情報１１ａと投票種別１２ｂとを読み取り、投票カード３１に格納するカード発行機３２と、表示部２４と、これらを制御する制御部３３とから構成される。

前記投票装置４は、図４に示す如く、前記候補リスト２２の二次元バーコードを読み取るバーコードリーダー１５２と、該バーコードリーダー１５２により読み取った二次元バーコードの画像情報をコード化情報として認識する認識部４２と、前記投票カード３１に格納されたセキュリティ情報１１ａ及び投票種別１２ａを読み取るカード読取器４５と、投票結果情報を記録媒体４１に格納するメモリ書込器４４と、表示部２４と、これらを制御する制御部４３とから構成される。

前記開票集計装置５は、図５に示す如く、前記記録媒体４１に書き込まれた投票情報／セキュリティ情報／投票情報を読み取るメモリ読込器５４と、前記投票情報等を格納又は印字する記憶部５２又は印字部５３と、表示部２４と、これらを制御する制御部５５とから構成される。

＜準備動作説明＞
この様に構成された投票システムは、図６に示す如く、投票管理者が候補リスト作成機２のキーボート２６を用いて投票情報１０を入力することにより複数のセキリティキー２１と候補リスト２２の作成を行う（ステップ２０１）。

この候補リスト作成機２の詳細動作は、図１０に示す如く、該装置２が、投票情報入力待ち（ステップ６０１）の状態から管理者が投票情報１０の入力を行うと、該投票情報１０内のセキュリティ情報１１／投票情報１２をセキュリティキー２１に記録し（ステップ６０３）、更に前記セキュリティ情報１１及び投票種別１２及び候補情報１３とを結合且つコード化（ステップ６０４）し、このコード化情報（二次元バーコード）と候補情報（候補者名）とを候補リスト２２に印字する（ステップ６０５）ことによって行われ、この候補リスト２２は投票装置４の卓上に置かれる。

次いで本システムは、図６に示す如く、管理者が前記セキリティキー２１を投票カード作成装置３に装着して起動することによって前述の投票カード３１を作成する（ステップ２０２−２１１−２２２）。この動作は、投票カード作成装置３が、図１３に示す如く、投票可能な投票種別待ちの状態から管理者が投票種別１２を入力（ステップ９０１〜９０２）すると、該入力された投票投票種別１２と該装置３に装着されたセキリティキー２１に含まれる投票種別１２ａとを比較し（ステップ９０３）、異なる場合は投票カードの作成を中止するために当該カードを排出し（ステップ９０５）、前記両投票種別が一致する場合は前記セキリティキー２１に含まれるセキリティ情報１１ａと投票種別１２ａを投票カード３１に格納することによって行われる。この前記投票管理者の投票種別１２ｃ（図１１）の入力は、例えば投票者（有権者）に郵送される投票ハガキに前記投票種別１２ｃをバーコード等により記載しておき、これを読み取ることに代えることもできる。この方式によれば、前記バーコードに投票者の氏名／住所等の情報も含ませておくことにより、受付事務を容易にすることができる。

以上の処理によって本システムは、複数のセキュリティキー２１及び候補リスト２２を作成し、前記セキュリティキー２１を装着した投票カード作成装置３が投票カード３１を作成し、セキュリティキー２１を投票カード作成装置３／投票装置４／開票集計装置５への装着、前記候補リスト２２を投票装置４へ搭置することによって、選挙所の準備を行う。

＜投票動作説明＞
次いで本システムは、図６に示す如く、前記投票装置４へのセキュリティキー２１の装着と候補リスト２２の設置（ステップ２０３）を行った状態で起動することにより、投票カード３１の挿入待ち（ステップ２２１）の状態、即ち投票待ちの状態となる。

ここで投票者が受付から投票カード３１を受け取り、投票装置４のカード読取器４５に挿入（ステップ２２３）すると、投票装置４は、挿入された投票カード３１の妥当性を確認（ステップ２２４）し、妥当性なしと判定された場合は異常処理（ステップ２２６）を行い、妥当と判定された場合は投票情報選択待ちとなる（ステップ２３０）。これらステップを具体的に説明すると、図１４に示す如く、投票カード挿入待ち（ステップ１００１）の状態において、このカードが挿入（ステップ１００２）された場合、該投票カード３１に格納したセキュリティ情報１１ｄと、該装置４に装着されたセキュリティキー２１内のセキュリティ情報１１ａとを比較することによって行われる。

次いで本システムは、図６に示す如く、投票情報選択待ち（ステップ２３０）から投票行為に基づく投票情報の選択（ステップ２３１）を行い、次いで前記候補リスト２２の妥当性の確認（ステップ２３２）を行い、妥当と判定されない場合は異常処理（ステップ２３５）として終了し、妥当な場合は投票結果の記録（ステップ２３４）を行う。

前記ステップ２３２による妥当性の確認を具体的に説明すると、本実施形態による投票装置４は、図１７に示す如く、投票者の投票情報選択待ち（ステップ１２０１）の状態から、投票者の投票行為によって候補リスト２２の候補者がバーコードの選択（ステップ１２０２）されると、このバーコードによる画像情報である投票情報をセキュリティ情報１１及び投票種別１２とに復元（ステップ１２０３）し、該復元したセキュリティ情報１１と装着したセキュリティー２１のセキュリティ情報１１ａとを比較（ステップ１２０４）し、一致しない場合は候補リストが不正としてカードを排出することによりセキュリティ情報による正当性の確認を行い、次いで前記ステップ１２０４により正当と判定した場合、復元した投票種別１２とセキュリティー２１の投票種別１２ａとを比較（ステップ１２０５）して投票種別の正当性を判定するものである。前記ステップ１２０５において投票種別が一致した場合、本システムは、正当な投票として前記候補リストから読み取ったセキュリティ情報１１ｅ／投票種別１２ｅ／候補情報１３ｅ（図１５）とを記録媒体４１に記録し、前記ステップ１２０５で不一致の場合はエラー（例えば複数の選挙が同一の場所で行われ、投票者が他の投票を試みた場合）として前記ステップ１２０１に戻る様に動作する。

本システムの投票装置４は、複数の投票者が前記ステップ２２３〜２３４の動作を行うことによって複数の投票者の投票情報を記録媒体４１に記録する。この記録フォーマットは、後に各投票の正当性を確認する必要があるため、投票者の１投票毎に、図１５に示す如く、少なくともセキュリティ情報１１ｅと投票種別１２ｅと候補者名１３ｅからなるデータを１レコードとして記録し、投票数に相当するレコード数の投票情報が記録される。尚、前記１レコードは投票日付及び時間を含むものであっても良い。

さて、本システムの投票装置４は、投票の終了を図６のステップ２４０によって監視し、時刻等によって投票が終了した場合、管理者が投票装置４に装着していた記録媒体４１を抜き取り、開票集計装置５に装着（ステップ２５１）して起動（ステップ２５２）することによって、前記記録媒体４１から投票結果情報を取得し、この集計（ステップ２５３）を行い、図１６に示す如くこの開票集計結果のリスト５１を作成する。

前記ステップ２５３による妥当性の確認を具体的に説明すると、本実施形態による開票集計装置５は、図１８に示す如く、全投票種別の全候補者の集計結果をクリア（ステップ１４０１）した状態から、未集計の投票結果があるかを判定する（ステップ１４０２〜１４０３）、未集計の投票結果がないと判定した場合は、開票集計結果を作成（ステップ１４１２）し、次いで前記ステップ１４０３により、未集計の投票結果があると判定した場合は、装着した記録媒体４１の投票結果を１レコード読み込み、前記記録媒体４１のセキュリティ情報１１ｅと装着したセキュリティー２１のセキュリティ情報１１ａとを比較（ステップ１４０４）し、一致しない場合は前記記録媒体４１が不正として集計しないことにより集計の正当性を確保し、次の投票結果読み込むための処理（ステップ１４１５）を行い、次いで前記ステップ１４０４により正当と判定した場合、前記記録媒体４１の投票種別１２ｅと装着したセキュリティー２１内の全ての投票種別１２ａとを比較（ステップ１４０５〜１４０７および１４１３）し、一致しない場合は前記記録媒体４１が不正として集計しないことにより集計の正当性を確保し、次の投票結果読み込むための処理（ステップ１４１５）を行い、次いで前記ステップ１４０７により正当と判定した場合、該当する候補者の集計結果をカウントアップ（ステップ１４０８〜１４１１および１４１４）する。
