ネギ、ラッキョウ等の農作物の根元や地下茎、あるいは葉先といった、端部を切断・分離して揃った形にする装置としては、従来からV字形断面の細長い受部材を所定ピッチで複数取付けたコンベアの搬送経路途中の側部に回転刃を設けた構造で、受部材にネギを一本ずつ載せ、搬送しながら根元または葉先、あるいは両方を回転刃で連続的に切断するネギ用の装置が知られていた。
この従来の装置では、受部材のネギを載せる位置によって、切断する端部の長さが変わってしまうため、一定の箇所で切り揃えるには、一本ずつ端部が同じ位置に揃うよう目視で合わせながら受部材に載せる必要があり、作業性があまりよくなかった。また、ネギの根元部が葉や茎に対して曲がっている場合でも、まっすぐの場合と同様に受部材に載せてそのまま切断する他なく、根元部に対して直角に正しく切ることができずに切断面が斜めになっていた。切断面が斜めになると、一部に根が残ったり(図7参照)、逆に深く切り過ぎたり(図8参照)など、問題が多かった。特にネギの場合は、根元を深く切り過ぎると、切断面から芽が出るという性質があるため、正確に切る必要があったが、従来の装置では曲がったネギについては正しい切断箇所で切ることがほとんど不可能であった。
