従来より、モップ等の清掃具として、柄の先端に設けられたプレート状の取付部に、紙や不織布等からなる平面シート状の払拭材を装着して使用するタイプのものは良く知られている。この清掃具は、清掃により払拭材に多量の塵埃が付着すると、この払拭材を廃棄して新しい払拭材と交換して使用する。

ところが、従来のこの種の清掃具は、プレート状の取付部に平面シート状の払拭材を取り付ける場合に、該払拭材を取付部の底面から両側面及び上面の一部にかけて巻き付け、該上面において払拭材の両端部を適宜手段で取付部に止着するようにしていたため、該払拭材の全表面のうち実際に清掃に使用される部分は、取付部の底面を覆った一部分だけであって、その他の部分は殆ど清掃に使用されず、この清掃に使用されない空白部分の割合は払拭材の全面積の約1/3にも達していた。このため、払拭材の使用効率が非常に悪く、不経済であるばかりでなく、ごみ減量や省資源の観点からも問題があり、しかも、消費者に払拭材の割高感を与える恐れがあった。
