【発明が解決しようとする課題】
軌条間及び軌条外側に角材を敷設した前者の踏切では、車両通過時に角材一本一本に作用する力により角材を固定する止め釘が弛み、角材が浮き上がったり、縞鋼板が捲くれることにより踏切補修頻度が増加し、その結果、補修費が増加したり、列車、車両等の通行を阻害し、またこれらの通行により補修作業員の安全上の問題を有していた。
