技術分野
本発明、例えばコンビニエンスストア、スーパーマーケット、デパート、レストラン、小売店等から排出される種々の資源・廃棄物を資源として再利用するための資源・廃棄物回収システムに関する。
背景技術
従来、コンビニエンスストア、スーパーマーケット、デパート、レストラン等から排出される資源・廃棄物は生ゴミ、缶、ビン、ペットボトルのように種類に応じて分別収集されつつある。これらの者から時には大量に排出される賞味期限切れの包装食品は、様々な素材の複合体であるため、こうした包装食品資源・廃棄物を有効にリサイクルするためには、包装容器と内容物である生ゴミとをどのように分別するかが重要である。
このような包装容器と生ゴミとを分別すべく、特開平11−333315号公報に記載の如く、包装を破砕すると共に包装と内容物とを遠心分離する破砕分離装置が提唱された。また、特開2000−289805号公報に記載の如く、排出物の回収車に破砕分離装置を搭載し、車内で包装食品資源・廃棄物を、生ゴミと容器包装とに分別することが可能となった。
ところで、こうした資源・廃棄物の回収サービスを回収業者が実施するにあたっては、まず、月毎に回収料金を決めていた。そして、回収車が一定のペースで回収に向かい、回収した資源・廃棄物を単にストックヤードまたは再資源化プラントに運搬するという固定的なサービスが通常であった。
したがって、資源・廃棄物の種類と量に関する情報が有効活用されず、分別回収後の合理的な再資源化処理を実施することが未だ困難であった。
上記実情に鑑みて、本発明の主たる目的は、資源・廃棄物の種類と量に関する情報を有効活用することにより、再資源化処理を効率化すると共に、資源・廃棄物の種類と量に応じた妥当な回収料金を実現し、リサイクルをより一層推進することの可能なシステムを提供することにある。
発明の開示
上記目的を達成するために、本発明に係る資源・廃棄物回収システムの特徴は、顧客から排出される資源物及び/又は廃棄物である資源・廃棄物を回収してストックヤード又は再資源化プラントへ運搬する回収車と、主管理センタと、これら回収車及び主管理センタの間でデータを伝送する伝送手段とを備え、前記回収車は、回収した前記資源・廃棄物の種類毎の量を表す資源・廃棄物信号を出力する計量機と、前記回収した資源・廃棄物の種類及び量及び/又は回収料金を表示した伝票を前記顧客に対し発行する伝票発行手段とを備えると共に前記資源・廃棄物信号及び前記顧客を特定する顧客識別信号を含むサービス内容信号を前記主管理センタとの間で前記伝送手段により伝送し、前記主管理センタは、予定回収ルートを前記回収車に指示するルート指示手段と、前記サービス内容信号を受け取って、前記回収された資源・廃棄物の種類及び量並びに顧客から受け取り又は顧客に支払う回収料金をそれぞれ記憶する記憶手段と、この記憶手段に記憶されたデータに基づいて、所定の時期に前記顧客に対する請求書を発行する請求書発行手段とを備えることにある。
前記主管理センタは、他の顧客から発注された再資源化物の種類、量及び納入先の情報を含む販売受注データベースファイルと、前記顧客から排出される資源・廃棄物の種類、量及び顧客位置情報を含む回収受注データベースファイルとを備えてもよい。この場合、前記主管理センタが、前記販売受注データベースファイルに基づく受注した再資源化物の量を生産予定の再資源化物の量が越える場合、回収した前記資源・廃棄物を前記ストックヤード、中間処理場又は最終処分場のいずれかに搬送する指示を発する生産調整手段を備えていることが望ましい。
また、前記主管理センタは、前記資源・廃棄物の回収を求める顧客の位置である回収顧客位置のうち互いに近いものをまたは回収ルートに沿ったものを選定して前記回収車の前記予定回収ルートを定めるルート決定手段をさらに備えることが望ましい。
前記回収車は前記ルート指示手段から指示されたルートを表示するルート表示手段を備え、このルート表示手段がGPS、携帯電話又はPHSを用いたカーナビゲーションシステムであり、前記主管理センタは前記カーナビゲーションシステムにおける前記回収車の位置を特定する位置信号に基づいて前記予定回収ルートの通過を確認するルート通過確認手段をさらに備えていてもよい。
前記回収受注データベースファイルは前記顧客ごとの回収希望時間をさらに含み、前記ルート決定手段は、さらに前記回収希望時間を含む時間帯ごとに前記予定回収ルートを定めることが望ましい。
前記主管理センタの前記記憶手段は、さらに回収日時、回収事業者及び回収担当者を記憶するものであってもよい。
前記主管理センタが、前記顧客から得られる前記資源・廃棄物の生成成分情報を取得し記憶する生成成分情報記憶手段と、一度に回収された前記資源・廃棄物である単位資源・廃棄物、又は、これら複数の単位資源・廃棄物を集合させた群資源・廃棄物の各成分を前記生成成分情報記憶手段に基づいて求めると共に再資源化物が所望の成分に近づくように混合すべき単位資源・廃棄物又は群資源・廃棄物を選択する混合選択手段とを備えるものであることが望ましい。
一方、前記資源・廃棄物の少なくとも種類及び量ごとに回収料金を定めた料金データベースファイルと、回収した前記資源・廃棄物の種類及び量並びに前記料金データベースファイルに基づいて前記回収料金を算出し、これにより求められた回収料金を顧客ごとに積算する料金積算手段とを備えるとよい。
また、前記管理センタの前記記憶手段は前記再資源化処理の工程を定めるための回収した資源・廃棄物の再資源化用途をさらに記憶し、前記回収車、前記管理センタ、前記ストックヤード又は前記再資源化プラントのいずれかが前記再資源化用途の変更入力手段を有していてもよい。そして、前記料金データベースファイルの回収料金が前記再資源化用途によりランク付けされた料金体系を有し、前記再資源化用途の変更入力に伴い回収料金を変更する料金変更手段を備えることが望ましい。
前記回収車、前記ストックヤード又は再資源化プラントは、前記資源・廃棄物を破砕、分別及び減容又は圧縮するための装置を有している。特に、前記資源・廃棄物が包装食品を含み、前記回収車が包装食料品を破砕すると共に包装及び食料品に分別する破砕分別装置を搭載していれば、分別回収を合理的に行うことができる。
上述の各特徴構成において、前記主管理センタが、前記サービス内容信号に基づいて、前記回収車から運搬される資源・廃棄物の重量を前記ストックヤードに対して予め通知することが望ましい。
また、上述の各特徴構成において、前記主管理センタが、前記顧客の近くで開催されるイベントの種類及び規模、前記顧客の集荷情報、前記顧客が位置する地方の天気、前記顧客の業種及び前記サービス内容信号に基づいて、資源・廃棄物の排出量の変化の予測を表す信号と、再資源化物の販売価格及び前記ストックヤード又は前記再資源化プラントにおける資源・廃棄物の処理又は廃棄費用に基づいて前記回収料金を表す信号とを発生する料金予測手段を備えることが望ましい。
一方、上記特徴のいずれかに記載のシステムに用いる資源・廃棄物回収方法の特徴は、顧客から排出される資源物及び/又は廃棄物である資源・廃棄物を回収してストックヤード又は再資源化プラントへ運搬する回収車と主管理センタとの間でデータを伝送手段により伝送し、前記回収車は、回収した前記資源・廃棄物の種類毎の量を表す資源・廃棄物信号を計量機により出力し、前記回収した資源・廃棄物の種類及び量及び/又は回収料金を表示した伝票を前記顧客に対し伝票発行手段で発行し、前記資源・廃棄物信号及び前記顧客を特定する顧客識別信号を含むサービス内容信号を前記主管理センタとの間で前記伝送手段により伝送し、前記主管理センタは、予定回収ルートをルート指示手段により前記回収車に指示し、前記サービス内容信号を受け取って、前記回収された資源・廃棄物の種類及び量並びに顧客から受け取り又は顧客に支払う回収料金をそれぞれ記憶手段に記憶し、前記記憶手段に記憶されたデータに基づいて、所定の時期に前記顧客に対する請求書を請求書発行手段により発行することにある。
本発明に係る資源・廃棄物回収システムの上記特徴によれば、主管理センタは、回収された資源・廃棄物の種類及び量についての回収車からの通知に基づいて、各回収車にそのとき蓄積されている資源・廃棄物の種類及び量や所定の数の回収車によってその時までに回収された資源・廃棄物の種類及び量を把握することができる。よって、再資源化プラントへの出荷がスムーズに行えるうえ、回収車を適切に配車することができ、再資源化処理を効率化することが可能となった。
また、同特徴によれば、主管理センタがそれぞれの回収顧客から排出された資源・廃棄物の回収料金を一括管理し、請求書を発行する。したがって、資源・廃棄物の種類と量に応じた妥当な回収料金の徴収を実現することが可能となった。その結果、本発明のシステム及び回収方法によれば、再資源化処理と回収料金の徴収を合理化することにより、リサイクルをより一層推進することが可能となった。
本発明のその他の目的、構成、効果については、以下に示す「発明を実施するための最良の形態」の欄で明らかになるであろう。

発明を実施するための最良の形態
次に、図1〜7を参照しながら、本発明に係る資源・廃棄物回収システムの実施形態について説明する。本システムは、大略、資源・廃棄物を排出する回収顧客1と、資源・廃棄物を分別回収する回収車2と、資源・廃棄物をストックするストックヤード4と、資源・廃棄物を資源化する再資源化プラント5と、再資源化物を発注し購入する販売顧客6と、成分管理センタ7と、全体を包括的に制御する主管理センタ3とを備えている。
本実施形態における回収顧客1は、例えば、コンビニエンスストア、スーパーマーケット、デパート、飲食店、小売店、家庭等であり、賞味期限切れの包装食品、ペットボトル、ビン、缶、段ボール、調理くず、食品加工残渣等を資源・廃棄物として排出する。ここに、資源・廃棄物とは、顧客1から排出される資源物と廃棄物との双方又は一方を含むものの趣旨である。資源・廃棄物は、品質やマーケットの需要により資源物にも廃棄物にもなり得るものであり、従って、「資源・廃棄物」との表現を選択している。
分離機21a,破砕機21bは例えば機知の遠心分離型の破砕分離機として一体化されており、プラスチック製の容器、袋やトレーとラップとにより包装された包装食品を破砕し、包装と内容物とに分離する。減容機21cは、ビン、缶、ペットボトル等を減容する。
資源・廃棄物は処理機21により処理された状態で貯蔵部22に分別回収される。すなわち、処理機21によって分別された生ゴミ及び容器包装材は貯蔵部22にそれぞれ別個に収納され、また、回収顧客1から回収した缶、ビン、ペットボトル及び段ボールも貯蔵部22に別個に保管される。
ここで、本システムの理解を容易にするために、資源・廃棄物の処理系統の一例について説明する。まず、上述の包装食品は衛生状態がよく、一級飼料として再生される。飲食店の調理くず、食品加工残渣は二級飼料として再生される。その他の残渣、生ごみ等で自然分解可能な材料は、肥料、バイオガス、液肥等として利用される。自然分解困難な骨、生ごみ等は炭化処理等され、土壌化良材や助燃材として再生される。上述の包装、ペットボトル等は、破砕、分別の後に造粒され、再生プラスチック、燃料等として再生される。缶、ビン、ダンボール等はそれぞれ金属、再生ガラス、再生紙として再生される。
回収車2に回収された資源・廃棄物は、一旦ストックヤード4にストックされ、または、直接再資源化プラント5により再資源化処理された後、各販売顧客6に納入される。また、ストックヤード4,再資源化プラント5の能力を上回る場合、または、処分すべき資源・廃棄物は、中間処理場8により燃焼・破砕等の中間処理がなされ、または、直接最終処分場9により最終処分される。
本システムを構成する各要素は、それぞれが端末またはサーバーを備えている。本明細書で端末とは、パーソナルコンピュータやPOS(ポイント オブ セールス)管理を行うレジスターの他、PDAと称される装置をも含む概念である。また、図2に示すように、各構成要素は例えばWWW(ワールドワイドウエブ)ネットワーク10により相互接続され、回収車2は電波または赤外線装置により他の装置と接続される。また、本明細書における各処理は、明らかに人手によるもの以外は、基本的に端末又はサーバーにおいてプログラムによる自動ステップとして処理される。
図1,2に示すように、回収車2は、さらに処理機21の各要素の重量、個数を計量する計量機23を備え、計量結果は資源・廃棄物の種類ごとに車両端末24に記録される。ルート表示手段を車両端末24,ディスプレイ28と共に構成するカーナビゲーションシステム25は、人工衛星11から発信されるGPS電波を受けてGPSにより回収車2自身の現在位置を表す位置信号を生成し、自己の位置を表示すると共に、この位置信号を車両端末24へ出力する。また、カーナビゲーションシステム25は携帯電話、PHS等を用いて電波により回収車2自身の現在位置を確認する構成としてもよく、電話基地アンテナ12を介して回収車2の位置を主管理センタ3の主管理サーバー3aに伝送する。また、回収車2を特定するための車両識別信号と該回収車2の位置を表す位置信号とを、所定の時点に又は必要な時点に、他の所要の信号(後述する)と共に、主管理センタ3へ送出する。
電送機26は主管理センタ3の主管理サーバー3aと共にサービス内容信号等の信号を相互に電波により伝送する伝送手段として機能する。なお、主管理サーバー3aから車両端末24へのデータ転送は、メディア記録装置3cからフレキシブルディスク、CD−R、MO等の記録媒体を介して行なっても構わない。プリンタ27は回収顧客1に対してレシートを発行し、デイスプレイ28は、回収ルート、回収予定、回収済み入力画面等を表示する。
回収顧客1は、POS管理を行なうレジスター等の個別回収顧客端末1aと、回収車2の車両端末24に接続されたインターフェース29を介してデータ通信を行うための他のインターフェース1cとを備えている。これらインターフェース29,1cは、赤外線、記録媒体またはケーブルによる通信を行う通信手段のほか、バーコードリーダー等で構成しても構わない。
図3に示すように、主管理サーバー3aは、それぞれが記憶手段として作用する複数のデータベースファイルと、生産管理部118やルート決定部120に代表されるようなプログラムファイルを備えている。なお、本明細書で、データベースファイルはDBと簡略表示するものとする。各DBはDBエンジン101に読み込まれて処理され、htmlまたはXML(Extensible Markup Language)により記述されるホームページ102に関連付けられて、表示及び入力が可能となる。ホームページ102はWebエンジン103によりWWWネットワーク10に公開され、WWWネットワーク10に接続された各端末からのアクセスが行なわれる。主管理サーバー3aの各ファイルを結ぶ線は各ファイルの関連の概略を示したもので、図面では線で結ばれていないファイルどうしも相互に関連付けることが可能である。
図2に示すように、回収顧客1は複数の店舗に個別回収顧客端末1aをそれぞれ備えている。また、各回収顧客1は自社の個別回収顧客端末1aをそれぞれ管理する統合回収顧客端末1bを備えており、例えば符号1’で示されるコンビニエンスストアのA社、符号1”で示されるレストランのB社それぞれの統合回収顧客端末1bに後述する請求書を送付してもよい。ストックヤード4,再資源化プラント5,販売顧客6も同様に複数箇所のそれぞれについてストックヤード端末4a,再資源化プラント端末5a,販売顧客端末6aを有している。包装食品の場合、成分管理センタ7の成分管理サーバー7aは各回収顧客1の統合回収顧客端末1bから各商品の成分情報をPOS情報に関連付けて供給され、これを管理している。すなわち、各回収顧客1の商品に関する成分情報は、統合回収顧客端末1bまたは成分管理サーバー7aにアクセスすることで取得可能である。包装食品以外の場合にも、生成成分を個別回収顧客端末1a,統合回収顧客端末1b,成分管理サーバー7aに記憶させ、これを主管理サーバー3aで処理してもよい。中間処理場8,最終処分場9も同様に中間処理端末8a,最終処分端末9aを備えている。主管理センタ3はストックヤード4または再資源化プラント5内に設置してもよく、主管理サーバー3aはストックヤード端末4aまたは再資源化プラント端末5aと兼用することも可能である。
主管理サーバー3aは図示省略するが回収顧客1,販売顧客6に対する受注用のホームページ(以下「HP」とする)を公開している。HPには回収または販売する品目ごとに回収料金DB 107、販売料金DB 111に記載された料金等が表示される。個別回収顧客端末1aまたは統合回収顧客端末1bは、各回収顧客1の社名(氏名)、営業所名、所在地、回収希望品目、概算量、回収希望日時をHPのオーダーフォームに記載する。これらの情報のうち、回収顧客1の社名、所在地等個別情報は回収顧客DB 106に、回収注文に関する情報は回収受注DB 105にそれぞれ記憶される。なお、回収受注DB 105と回収顧客DB 106とは、双方に含まれる顧客IDにより実質的に関連づけられる。
一方、販売顧客端末6aは、各販売顧客6の社名(氏名)、営業所名、所在地、購入品目、概算量、納入希望日時をHPのオーダーフォームに記載する。これらの情報のうち、販売顧客6の社名、所在地等個別情報は販売顧客DB110に、販売注文に関する情報は販売受注DB109にそれぞれ記憶される。これら販売受注DB109及び販売顧客DB110はともに販売顧客IDにより関連づけられる。なお、断りの無い限り、各データベースファイルは何らかのIDを介して他のデータベースファイルと関連づけられる。回収希望日時は、回収顧客1の仕入れ情報や回収顧客1が仕入れた製品の賞味期限等の情報を成分管理サーバー7aから得ることによっても決定可能である。
回収料金DB107は基本料金と種類別従量料金とを含んでいる。基本料金は回収作業のための料金で、例えば月極として定められる。一方、種類別従量料金は、資源・廃棄物の種類及び量ごとに定めたものであり、資源・廃棄物の種類別にランク付けされており、高位ランクの場合は買取料金として基本料金から減額され、低位ランクの場合は処理料金として基本料金に加算される場合がある。種類別従量料金は変動相場制であり、後述するように回収受注DB105と販売受注DB 109との需給バランス、ストック予定DB113,生産予定DB115による生産予定などで変動する。
回収料金DB107または販売料金DB111には、回収される資源・廃棄物の品目と、これにより再生される再資源化物との重量比である再資源化変換量レートとが記録されている。回収受注DB105は、少なくとも回収希望日時、種類別従量料金、回収希望品目、資源・廃棄物が再生される再資源化物種類、再資源化変換量レートのデータを有し、販売受注DB109は少なくとも納入希望期限、再資源化物種類、必要量のデータを有している。生産管理部118はこれらの需給バランスに基づいて再資源化物種類の生産計画を割振り、ストック予定DB113,生産予定DB115の決定も同時に行なう。より具体的には、回収受注DB 105と販売受注DB109に関し、回収希望日時が納入希望期限の一定期間内に収まるように照合を行い、次いで再資源化物種類の照合を行い、さらに再資源化変換量レートに基づき資源・廃棄物の概算量から再資源化物の生産量を推定する。そして、4,5の期日ごとの処理能力に基づき、生産予定を割り振ると共に、再資源化処理コスト、中間処理・最終処分コストをも勘案して回収料金DB 107,販売料金DB 111の各情報が決定される。
ルート決定部120は、回収受注DB 105,ストック予定DB 113,生産予定DB 115の予測情報に基づいて、回収車2による回収ルートを定める。図4は回収顧客P1〜P6の位置を示す地図であり、ポイント間距離DB 119は各顧客間の距離情報を有する。すなわち、このポイント間距離DB 119は縦横双方に回収顧客P1〜nを割り付け、各顧客間の距離を総当り的に表示したテーブルである。
ルート決定部120はまず回収受注DB 105の回収希望日時で一定時間幅にあるものを選択する。本例では、顧客P2は回収希望時間が符合しないために回収予定から外れている。また、P6は臨時の発注で、当初の回収受注DB 105には組み込まれていない。次に例えば符号P3等、1つの回収顧客を定める。そして、ポイント間距離DB 119に基づきP3に近い顧客P1,P4,P5等を選択し、R1からR3を経てR2に至るルートを決定する。顧客P6から臨時の発注があった場合は、主管理サーバー3aからの指示により臨時発注顧客P6を通過するルートR4が選択・表示される。
ルート決定部120は上記ルートの決定後、回収受注DB 105のデータをも利用して、回収ルートと作業内容を定めたルート・作業指示DB 121を作成し、配車DB 122により適切な回収車2を配車する。すなわち、ルート・作業指示DB 121が、配車DB 122と連携してルート指示手段を構成する。配車DB 122により配車された回収車2の車両端末24はこのDBのデータを伝送機3b、メディア記録装置3c、WWWネットワーク10等を介して受け取り、このDBに従って車両端末24,カーナビゲーションシステム25を用いディスプレイ28に回収ルートと訪問店舗を表示させる。回収車2のドライバーはこれに従い運行、回収作業を行う。
