【発明の属する技術分野】
本発明は、貴重品を保管している管理区域内への入退室および不正残留者の有無を管理するための入退室管理システムに関するものである。

【従来技術】
従来、貴重品を保管している管理区域である部屋への入退室を管理する入退室管理システムでは、管理区域の出入り口付近にカードリーダやテンキー等の操作器を設置し、操作器に入力されたカードのデータや暗証番号等の操作者データをもとに入室者または退出者が正当な者であることを確認した後、出入り口扉に設けた電気錠を解錠させ、入退室できるようにしている。

【発明が解決しようとする課題】
しかしながら、上記従来の入退室管理システムでは、管理区域からの貴重品の不正な持出しを監視するため、管理者を常時管理区域の出入り口に配置しているため、人件費がかさむという問題があった。
また、管理区域内での不正な作業(機密情報の漏洩を目的としたデータのコピーやデータの改ざん等)を防止することができないという問題があった。

【課題を解決するための手段】
そこで、上記課題を解決するために本願発明の入退室管理システムでは、管理区域内に入室者がいない場合は2人以上でなければ入室できず、しかも管理区域内に入室者が1人だけしかいない状態が一定時間継続すると当該入室者をを不正残留者と判断するようにしている。

これにより、管理区域内に入室者が1人だけになることを防ぎ、入室者は他の入室者により常に行動を監視されることになるため、管理区域からの貴重品の不正な持出しおよび管理区域内での不正な作業を防止することができるとともに、貴重品の不正な持出しを監視するために管理区域の出入り口に管理者を配置する必要がないため、コストがかからないシステムを提供することができる。

また、管理区域内にすでに入室者がいる場合は、入室者は自分一人の照合を行えば管理区域に入室できるため、2人目以降の入室者については操作を簡略化することができる。
さらに、管理区域内に入室者が1人だけしかいない状態が一定時間継続した場合は不正残留者がいることを知らせるための警報を出力したり、管理区域内に当該入室者を閉じ込めることにより、管理区域内への不正残留を防ぐことができる。

【発明の実施の形態】
本願の入退室管理システムの実施の形態を図1のブロック図および図2、図3、図4のフローチャートを用いて説明する。
〔構 成〕
本発明の入退室管理システムのブロック図を図1に示す。

図1において、第1の操作器1は、管理区域外に設置され、操作者の操作に応じて操作者を識別するための操作者データを制御装置5へ出力する。
第2の操作器2は、管理区域内に設置され、操作者の操作に応じて操作者を識別するための操作者データを制御装置5へ出力する。
なお、本実施例では、当該第1の操作器1および第2の操作器2としてカードを使用し、カードに書き込まれた操作者データを読込み、当該操作者データを出力する場合を例に説明する。しかし、操作者データは操作者を識別できるものであればよいためこれに限定されるものではなく暗証番号や指紋などにしてもよい。また、使用する操作者データに応じて第1の操作器1および第2の操作器2をテンキーや指紋読取装置などにしてもよい。さらに、本実施例では、入退室者により挿入されたカードに書き込まれた操作者データを読み込むようにしているが、カードから送信される操作者データを非接触で受信するものを用いてもよい。この場合、例えば、1台の操作器内部に管理区域外のカードから送信される操作器データを受信するアンテナと、管理区域内のカードから送信される操作者データを受信するアンテナとをそれぞれ設ければ、カードから送信される操作者データが管理区域の内側と外側のどちらから受信したのかを1台の操作器で識別することができるため、管理区域の内外にそれぞれ操作器を設ける必要はなく、1台ん操作器を管理区域の出入り扉付近に設置すればよい。

電気錠3は、管理区域への出入り口扉に設置され、制御装置5からの解錠信号が入力すると解錠状態となり、また、制御装置5からの施錠信号が入力すると施錠状態となる。

扉開閉検出手段4は、管理区域への出入り口扉が開放しているときは開信号を、出入り口扉が閉鎖しているときは閉信号をそれぞれ制御装置5へ出力する。
制御装置5は、制御部51、第1のタイマ52、第2のタイマ53、照合用データ記憶部54、入室者数記憶部55から構成されている。
第1のタイマ52は、制御部51からの起動信号が入力すると起動し、予め設定されている時間(ここでは10秒間とする。)をカウントするとタイムアップ信号を制御部51へ出力する。また、制御部51からのリセット信号が入力すると、カウントを中止しリセットする。

照合用データ記憶部54は、予め管理区域への入退室が許可されている者の操作者データを照合用データとして記憶するとともに、制御部51からの入室信号または退出信号の入力に応じて照合用データごとの入退室種別を記憶している。

入室者数記憶部55は、制御部51からの入室者数を記憶する。
制御部51は、第1の操作器1からの操作者データが入力すると、当該操作者データが照合用データ記憶部54に照合用データとして記憶されているか否かを判断する。操作者データが照合用データとして記憶されていた場合は、照合用データ記憶部54に記憶している当該操作者データに対応する照合用データの入退室種別が退室であるか否かを判断する。照合用データの入退室種別が退室であった場合は、入室者数記憶部55に記憶している入室者数が0であるか否かを判断する。入室者数が0であった場合は、第1のタイマ52に起動信号を出力し、第1の操作器1 からの操作者データの入力待機状態になる。第1のタイマ52からのタイムアップ信号が入力する前に第1の操作器1からの操作者データが入力すると、当該操作者データが先に入力した操作者データと一致せずかつ照合データ記憶部54に照合用データとして記憶されているかいなかを判断する。操作者データが先に入力した操作者データと一致せずかつ照合用データとして記憶されていた場合は、当該照合用データの入退室種別が退室であるか否かを判断する。照合用データの入退室種別が退室であった場合は、電気錠3へ解錠信号を出力するとともに第1のタイマ1ヘリセット信号を出力する。その後、扉開閉検出手段4から開信号が入力した後閉信号が入力すると、電気錠3へ施錠信号を出力する。また、第1の操作器1から入力した2つの操作者データそれぞれに対応する照合用データの入退室種別を入室とするための入室信号を照合用データ記憶部54へ出力するとともに、入室者数として2を出力し、さらに、第2のタイマ53ヘリセット信号を出力する。

第2の操作器2からの操作者データが入力すると、当該操作者データが照合用データ記憶部54に照合用データとして記憶されているかいなかを判断する。操作者データが照合用データとして記憶されていた場合は、照合用データ記憶部54に記憶している当該操作者データに対応する照合用データの入退室種別が入室であるか否かを判断する。照合用データの入退室種別が入室であった場合は、電気錠3へ解錠信号を出力する。その後、扉開閉検出手段4から開信号が入力した後閉信号が入力すると、電気錠3へ施錠信号を出力する。また、第2の操作器2から入力した操作者データに対応する照合用データの入退室種別を退室とするための退室信号を照合用データ記憶部54へ出力するとともに、入室者数記憶部55に記憶している入室者敷から1を減算したものを入室者数として入室者数記憶部55に出力する。そして、入室者数記憶部55に記憶している入室者数を確認する。入室者数記憶部55に記憶している入室者数が2人以上であった場合は、そのまま処理を終了するが、入室者数が1人であった場合は、第2のタイマ53に起動信号を出力する。また、入室者数が0人であった場合は、第2のタイマ53にリセット信号を出力するとともに、第2の操作器2からの操作者データの入力を禁止する。

第2のタイマ53からタイムアップ信号が入力したときは、管理区域内に不正残留者がいると判断して送信装置6へ警報を出力する。
なお、本実施例では、管理区域内に不正残留者がいると判断した場合は、送信装置6および通信回線8を介して遠隔地にある監視センタに設置した監視装置へ送信するようにしているが、これに限定されるものではなく、同じ建物内にある管理室に設置した監視装置や操作器の付近に設けたランプやスピーカ等により不正残留者がいることを報知するようにしてもよい。

また、本実施例では、制御部51は、電気錠3へ解錠信号を出力し電気錠3を解錠すると、扉開閉検出手段4から開信号が入力しさらに扉開閉検出手段4からの閉信号が入力するまで、電気錠3への施錠信号の出力を行わないようにしているが、これに限定されるものではない。例えば、制御装置5に、制御部51からの起動信号が入力すると所定時間(例えば10秒間)カウントを行い制御部5にタイムアップ信号を出力する第3のタイマ(図示しない。)を設ける。そして、制御部51は、電気錠3へ解錠信号を出力する時に前記第3のタイマに起動信号を出力し、その後、第3のタイマがカウントを行っている間に扉開閉検出手段4からの開信号が入力しなければ、入室者または退室者が入室または退室しないものと判断し、第3のタイマからのタイムアップ信号が入力したときに電気錠3に施錠信号を出力し、電気錠3を施錠状態とした後、処理を終了するようにしてもよい。このようにすれば、入室者または退室者が、管理区域への入室または管理区域からの退室のために第1の操作器1または第2の操作器2により照合操作を行ったが、何らかの理由により入退室しなかった場合であっても、電気錠3を解錠してから所定時間経過すると電気錠3を施錠状態とするため、電気錠3が解錠状態のまま放置されることがなくなり、管理区域への不正な入退室を防止することができる。

〔動作〕
次に、図2、3、4のフローチャートを用いて本願発明の入退室管理システムの動作を説明する。
1 .入室時の動作
(1)管理区域内に入室者がいない場合
管理区域への入室が認められている入室者は、予め配布されているカードを第1の操作器1に挿入する。

第1の操作器1は、挿入されたカードに書き込まれた操作者データを読取り、当該操作者データを制御装置5へ出力するとともに当該カードを排出する。
制御装置5の制御部51は、第1の操作器1からの操作者データが入力すると(S1)、まず、当該操作者データが照合用データ記憶部54に照合用データとして記憶されているか否かを判断する(S201)。操作者データが照合用データとして記憶されていなかった場合は、当該カードの所有者は入室を許可されていないと判断し、処理を終了する。

制御部51は、ステップ408で入室者数記憶部55に記憶している入室者数から退出者数を減算した結果、入室者数が1人になったか否かを判断し(S409)、入室者数が1人であった場合は、第2のタイマ53へ起動信号を出力する。 第2のタイマ53は、制御部51からの起動信号が入力すると、カウントを開始する(S410)。

3.不正残留者がいる場合の動作
制御装置5の制御部51は、入室者数が1人になると第2のタイマ53へ起動信号を出力する(S41)。
