らにパイプ22にも土砂が詰まって、使用不能になり、
その復旧に莫大な費用と労力を要するという欠点があっ
た。このような災害は、高齢化が進み、若年労働者が激
減している農村地方に起こるので、復旧のための労働力
の確保は一段と深刻であり、水害に強い潅漑用揚水装置
の早急な開発が切望されていた。
