予め定められた複数のパケット配置用スロットを有するフレームにおける前記TSパケット及び前記第3のパケットのデータ構造配列を規定する多重フレームヘッダ情報を生成する多重フレームヘッダ生成手段と、
前記多重フレームヘッダ情報に基づいて、前記TSパケット及び前記第3のパケットを当該パケット配置用スロットごとに配列して多重化し、複数TS多重フレームとして構成する多重化手段と、
前記複数TS多重フレームの多重化信号を外部に送信する送信手段と、
