現在から所定時間前における前記商用系統から供給される電力のピーク値を導出する供給電力ピーク導出手段と、
前記候補値が前記ピーク値を超える場合、前記候補値を前記制御目標値に決定し、前記候補値が前記ピーク値以下の場合、前記ピーク値を前記制御目標値として決定する決定手段と、
