このような梱包方法は、旅客が航空機を利用する場合の手荷物の扱いや地方からの産物・土産品の配送に使われることも多い。しかし、簡易梱包された荷物といっても私物であるから、中身を他人が見たり、利用または窃取されることは防止しなければならない。
かかる荷物用に空港等では、従来からバッゲジやビニル袋等に封緘用シールが使用されている。しかし、これらの従来品は、再貼付防止のみを目的としているので、開封の試みがあったか否かは容易には判定し難い問題があった。
そこで本願は、封緘用シールが貼り替えられているか否か、あるいは封緘用シールが新品であるか否かを目視で容易に判定可能にすることを課題とするものである。

このような疑似接着構造は、酢酸ビニル系、エチレン−酢酸ビニル共重合体、塩化ビニル−酢酸ビニル共重合体、ウレタン系、アクリル系、セルロース樹脂などの熱可塑性樹脂及びこれらの混合物からなる接着剤を使用することが好ましい。

その後、1枚目基材の左端側最端部から15mmの位置に、ハーフカット線3を1枚目基材11から粘着剤層23までを切断するようにし、ハーフカット部6を1枚目基材と疑似接着剤層22を切断するように入れながら、1枚目基材の両端10mmを切断し、かつ長さ300mmのシート状に裁断しながら排出した。
最後にこのシートを30mm間隔で切断して、左端側に接着部2を有する、長さ200mm、幅30mmの封緘用シール10が多数枚得られた。
