前記弁箱の第1連結部に、少なくとも前記第2連結部を含む弁蓋の一部を囲繞する環状取付け枠を水密状態で取付ける工程と、
この環状取付け枠に設けた押え手段により、前記弁蓋の第2連結部を前記弁箱の第1連結部に対して水密状態に押付け固定する工程と、
前記第1・第2連結部を固定連結している前記ボルト・ナットを撤去する工程と、
前記弁箱に設けられた反力受け部に装備の押圧止水手段により、第1連結部のボルト挿通孔を下面側から押圧状態で止水する工程と、
前記環状取付け枠に、作業用開閉弁及び前記弁蓋に連結される昇降搬送手段を備えた作業ハウジングを取付ける工程と、
前記押え手段の押付け固定を解除し、前記昇降搬送手段にて弁蓋を作業ハウジング内の格納空間内に取り出したのち、前記作業用開閉弁を閉弁操作する工程と、
作業ハウジング内の格納空間内に取り出された弁蓋を撤去する工程と、
