1円筒内周面に水位調節ダクトを備えた縦長円筒、2フランジ形状の鍔を上部に備えた鍔円筒、3多数の貫通孔を表面に有する円盤状の網蓋、4内部に底面を貫通する湧水管と外周面下端部に複数のU字切り欠けを備えた上げ底容器、5縦長円筒の上部外周面に沿って巻き付けるように密着して装着するリング状の弾性体、の1から5の部材で構成されており、主体となるの縦長円筒は内周面の上・下端部に雌ネジ構造、外周面の上部に廻り縁、廻り縁直下に外周面を貫通する連絡孔、内周面にあって連絡孔に連通する水位調節ダクトを備えている。
また、縦長円筒の外周面の上部には、扁平な逆円錐台の中央に縦長円筒の外径に適合した口径の貫通穴を備えてリング状にした弾性体を上端から差し込むようにして密着取り付けするとともに、当該弾性体の上面を押さえるようにして、縦長円筒の上端部にフランジ状の鍔を備えた鍔円筒の下端部外周面に備えた雄ネジ構造を縦長円筒の内周面上端部の雌ネジ構造に螺合させて取り付け、弾性体を鍔と廻り縁で挟むようにして縦長円筒の外周面に固定する。
