水害時などに河川、湖沼などの氾濫を防ぐために麻袋等の丈夫な袋に土砂等の充填物を入れた土嚢を積み上げ堤防を嵩上げして決壊を防止することが古来より行われている。特開2002-69964、特開2001-81752には吸水性の高分子を充填した袋を用意し、吸水することでその体積重量を増大し土嚢として利用する提案がなされている。また特開2006-283505、特開2002-30669には上下に開口する枠体を多数前後左右に配列し内部に土嚢もしくは土壌を充填して堤防の嵩上げに使用する方法が提案されている。
いずれの方法も土壌の存在を必要とし、都市化の進んだ地域では決壊のおそれのある緊急時に必要な量の土壌を入手することは不可能となった。
そのため、土壌の入手困難な場所においても堤防の嵩上げが可能な方法として嵩上げ用堤防が求められている。
