いずれの方法も土壌の存在を必要とし、都市化の進んだ地域では決壊のおそれのある緊急時に必要な量の土壌を入手することは不可能となった。
そのため、土壌の入手困難な場所においても堤防の嵩上げが可能な方法として本発明者らは特願2008-281272にてブロックを堤防上に積み上げる方法を提案した。本発明においてブロックと堤防の設置面での水道の発生防止が要求されている。
