支柱となるパイプの先端に、側面を除く各面に所定の孔が穿けられた四角柱状のカードリーダ装着部が取り付けられ、該四角柱状のカードリーダ装着部は、正面を一部傾斜させ該傾斜させた面に非接触ICカードリーダを装着する第1の孔と、上面に警告灯を装着する第2の孔と、底板に配線を通す第3の孔と、背面に各種作業のための第4の孔を備え、
前記支柱の下方にあって該支柱の外周面に固着させて該支柱の底面部を構成する底板と、
該底板の下側で前記支柱から延設され、基礎埋め込みパイプに挿通される埋め込み用パイプと、
フランジを地上側に有するとともに前記埋め込み用パイプの外径より僅かに大きい内径を有するパイプからなる基礎埋め込みパイプと、
地上側にあって前記支柱の前記底板と嵌合する嵌合凹部を有し、地中で前記基礎埋め込みパイプを囲凝する基礎埋め込みパイプ固定部と、
