第二に、数多くの雑務の記者に対する拘束性である。新聞業は製造業とは違い、一日の仕事の成果が数量によって算定されにくい。このため記者や編集者は、本来求められるべき仕事以外の雑務に多くの時間を浪費する傾向がある。生産物が数量によって把握可能な有形物ではない以上、編集作業の効率性を向上する具体的手法が開発および適用されてこなかった。
第三に記者の非専門性である。ある一定の期間とともに、様々な部署に異動する記者はその専門性を深め独立性を実現するのが困難である。記事作成という行為にはその分野における深い知識と経験が不可欠である。質の高い紙面を実現しようとすれば、高度な専門性と経験を有したフリージャーナリストで記者組織を構成するのが理想である。しかし、これを実現しようとすれば二点の問題が浮上する。一つは人件コストの増大を招くことである。もう一つは独立事業主であるフリージャーナリストからの契約記事だけでは、日刊新聞の構成に必要なだけの記事量を確保することは不可能なことである。このような理由で外部関係者からの寄稿だけで新聞を編集するのは、コストの面あるいは一定量の記事の確保という面から鑑みて現実的ではない。First is the rigidity of the coverage instructions.
