取引先の部品又は材料を識別する情報と、前記部品又は材料に含有される化学物質量とを関連付けて記憶する第1の記憶手段と、
第1の記憶手段に記憶されている前記取引先の部品又は材料の化学物質量に関して納入先にて検査した化学物質量を、前記取引先の部品又は材料を識別する情報と前記関連付けて記憶する第2の記憶手段と、
前記取引先の部品又は材料毎に、前記第1の記憶手段に記憶されている化学物質量と前記第2の記憶手段に記憶されている化学物質量との差分を計算し、該差分値と予め定義された判定基準とに基づき、前記取引先の部品又は材料の使用を許可できるか否かを判定する判定手段と、
