Description

The present invention relates to a crime prevention system, and more particularly to a crime prevention system using position detection means such as GPS and information transmission means such as mobile phone mail.

In recent years, due to an increase in familiar crimes, there is a background of crime prevention in the community (residents, local governments, police, volunteers, companies, etc.) on the theme of "safe and secure town development", and residents' awareness of crime prevention is increasing. As a means for relieving a child from crime damage on the road such as a child removal case, a relief service using a security buzzer and a GPS portable device has been put into practical use.

The crime prevention buzzer is to bail off a criminal by ringing a key holder-shaped buzzer when a danger is felt, and inform the neighbors of the danger and have them rescued. On the other hand, a rescue service using a GPS portable device is mainly provided by a security company or the like, and is a service in which a security guard is dispatched for rescue in response to a notification signal from the GPS portable device.

In addition, as a prior art related to the present invention, there is known a system in which notification is made by e-mail or the like from the center to an emergency response organization or facility closest to the terminal based on emergency notification from a GPS mobile phone (for example, Patent Document 1).
In addition, when the center detects an abnormality of the user of the mobile terminal 1, it is known to make an emergency call to a mobile terminal in the vicinity of the mobile terminal 1 based on the position information of the mobile terminal 1 (see, for example, Patent Document 2).
Moreover, what converts coordinate data into address data with reference to map information is known (see, for example, Patent Document 3).

特開2003−298774号公報JP 2003-298774 A 特開2003−109160号公報JP 2003-109160 A 特開2002−209245号公報JP 2002-209245 A

Conventional crime prevention buzzers are less effective in places where there are no places, and even in residential areas, buzzer sounds are regarded as sounds of toys etc. There is a problem that there is.
Moreover, in the GPS portable device of the security company, there is a problem that it takes time until the rescue and the cost is too high as a local government service.
Further, the technique of Patent Document 2 calls a third party who hangs in the vicinity of a user who needs to be rescued. If the third party's e-mail address cannot be obtained, the existing mobile phone is used. There is a problem that calls cannot be made by e-mail from the telephone service.

The present invention has been made in view of the above circumstances, and an object of the present invention is to provide a crime prevention system with low operation cost that assists quick relief to a reporter.

The present invention is a crime prevention system including a center device that transmits an emergency mail requesting rescue when receiving a report from a portable device having a positioning function and an emergency report function possessed by a rescuer. A resident registration table, a rescueee registration table that stores the information identifying the portable device and the personal information of the rescuer in association with each other, a neighborhood setting table that stores neighborhood districts that transmit emergency mail all at once, And receiving an emergency report from the rescued person identified by the information identifying the portable device, addressed to the neighboring residents corresponding to the address corresponding to the location information reported from the portable device Includes text information indicating the address (not including image information), characterized in that to create the emergency mail.

According to the present invention, it is possible to realize a mechanism in which a nearby rescuer rushes immediately by a notification from a portable device. This will contribute to the creation of a safe and secure local environment with reduced street crime.

A portable communication device equipped with a GPS position detection function (hereinafter abbreviated as a portable device) is carried as a means to call for help when a child or the like is likely to be involved in a crime (taken away, snatched, molested, etc.) on the street.
Call for help by pressing the alert button on the handset when the danger is near. The notification signal is transmitted to the center device via a wireless base station or the like by a wireless communication function (such as a mobile phone) of the portable device.
The information content transmitted from the portable device to the center device at the time of reporting includes the position information of the portable device (positioning data measured by the portable device at the time of reporting). The positioning method is processed by high-precision positioning such as single positioning or snap track method.
The center device that has received the notification signal selects a neighboring registrant from the location information of the portable device from the resident registration table (FIG. 2) and the like, and the portable device that issued the notification to the selected neighboring registrant. Information (including the current position) is sent by mobile phone mail or the like.
A registrant (rescuer) who has received an emergency mail from the center apparatus rushes to the incident site to rescue a child or the like from an incident (crime or the like) occurring in the vicinity.
As a result, a large number of rescuers in the vicinity rush to the scene of the incident by the notification from the portable device, and the safety of the area is ensured. (Respond faster than police officers rush to)

FIG. 1 is a configuration diagram of a crime prevention system according to the present embodiment. 1 is a center device, 2a is a portable device such as a mobile phone carried by a child, 2b is a portable device carried by neighboring residents, 31a and 31b are mobile phone base stations, 32 is a mobile phone network, 33 is a mobile phone network , A gateway for connecting the Internet, 34 a positioning assistance device for performing GPS positioning at high speed, 4 is the Internet, and 5 is a PC (personal computer) in a home such as a neighboring resident.

センタ装置1は自治体の庁舎等に設置され、インターネット4と光ファイバ、ADSL(Asymmetric Digital Subscriber Line)等で接続される。 The center device 1 is installed in a local government office or the like, and is connected to the Internet 4 through an optical fiber, an ADSL (Asymmetric Digital Subscriber Line), or the like. The center device 1 includes a latitude / longitude address conversion means 11 for converting position information composed of longitude / latitude values notified from the portable device 2a (or the positioning assistance device 34) into character information indicating an address, and mail addresses of neighboring residents. Resident registration table 12 that stores and stores the address of neighbors and other personal items in association with each other, information (terminal identifier, telephone number, e-mail address, etc.) for identifying the child portable device 2a and the child's personal information A child registration table 13 for storing information, a neighborhood setting table 14 for storing neighboring districts for simultaneous transmission of emergency mail, an emergency mail creating means 15, a mail transmission / reception means 16, and a resident registering in the resident registration table 12 or the like And a WWW server 17 for access such as editing.

The longitude / latitude address conversion means 11 regards each district as a simple polygon (polygons whose sides do not intersect) and stores a district shape table 111 for storing the longitude and latitude of the vertex, and a district block for roughly assigning each district by longitude and latitude And a table 112.
As shown in FIG. 5, the district block table 112 defines blocks formed by dividing longitude and latitude at equal intervals (for example, 1 minute), and lists the district numbers of the districts that are partly included in each block. It is not always necessary to list all the areas included in the block, and areas with a very small area may be excluded if sufficient determination accuracy can be obtained. For example, if the block size is reduced to about twice the required determination error distance, the maximum value of the enumeration number can be fixed to 2.
As shown in FIG. 4, the district shape table 111 is associated with a district number, a pointer of a character string indicating the name (address) of the district, and longitudes and latitudes of a plurality of vertices of the polygon (for example, 35 degrees 42 minutes 22.773 north latitude). Second, 135 degrees 30 minutes east longitude 10.005 seconds). It is desirable to follow the administrative division for dividing the district. The name of the district is not limited to the address, but may be a landmark such as a typical building or road, or both. Moreover, although the number of vertices is arbitrary, it is set as the number which can obtain sufficient determination accuracy, and an upper limit may be provided. However, it is important not to generate a region that is not included in any of the districts, and it is desirable to arrange the polygons in adjacent districts so that they overlap closely or slightly by using the same vertex.

The portable device 2a includes the notification button 21 and the GPS positioning unit 22, but the portable device 2b does not necessarily include them. The alert button may be a dedicated button only for alerting, it is a button that is shared with other functions, and it functions as an alert button when long-pressed or simultaneously pressed with other keys (for example, function keys). May be. The positioning assistance device 34 calculates the GPS satellite spreading code to be captured by the target portable device, the range of reception timing, and the like based on the GPS satellite operation data and the base station information that accommodates the target portable device. , Notify the target mobile device.

Next, the operation will be described in order. First, when the notification button 21 is pressed, the portable device 2a communicates with the positioning assistance device 34 and acquires information such as spreading codes (step 01). Based on the information, signals from a plurality of GPS satellites are received, and each reception timing (spread code phase difference) is notified to the positioning auxiliary device 34 together with the transfer destination information of the calculation result (step 02). The positioning assistance device 34 calculates the most probable position information based on the acquired reception timing, and notifies the center device 1 of the result together with information for specifying the portable device 2a (step 03). Alternatively, the portable device 2a may calculate the most probable location information in Step 02 and notify the calculation result from the portable device 2a to the center device 1 in Step 03. As a notification method to the center apparatus in step 03, mail, http (Hyper Text Transfer Protocol), or other protocols can be used.

When the center device 1 acquires the location information notified in step 03, the center device 1 authenticates whether the notification is actually from a portable device registered in the child registration table 13 (step 11). As an authentication method, in the case of mail, the sender mail address can be used, and in the case of http, the sender IP address and the terminal identifier specific to the portable device can be used. It is desirable to do. That is, the password is stored in advance in the portable device 2a, and is automatically transmitted as part of the portable device identification information in steps 02 and 03.

When the authentication is successful, the center device 1 determines to which district block the position information acquired by referring to the district block table 112 belongs to the longitude / latitude address conversion means 11 (step 12). Then, for all the districts listed in the determined block, it is determined whether the position of the acquired position information is included in the polygon (inside / outside determination), and one district is extracted (step 13). As an inside / outside determination algorithm, an odd-even test or a winding test that determines an inside when an arbitrary number of intersections between an arbitrary half line having the target position as a vertex and each side of the polygon is odd can be used. It is desirable that the vertices of the polygons are set so that they are included in one or more polygons at all the positions to be judged, but if they do not correspond to any polygons, the acquired position information will show an error level. Re-determination by adding an arbitrary minute value. When a plurality of polygons are applicable, the area of the polygon that corresponds first is adopted.

When the center device 1 extracts one area by the longitude / latitude address conversion means 11, the center apparatus 1 refers to the neighborhood setting table 14 and acquires the adjacent area (step 14). In the neighborhood setting table 14 of FIG. 6, the name of the district is described in the table, but all the actual tables are stored with the district number. Then, the residents registered in the extracted district and the acquired adjacent district are extracted with reference to the resident registration table (step 15). In the resident registration table 12 of FIG. 2, the location information of the resident is displayed as a district name, but is actually stored as a district number.

Then, the emergency mail creating means 15 stores the name of the district (reporting location) extracted at step 13 and the reporting time, and possibly the child registration table, with the resident's email address extracted at step 15 as the destination. A mail in which the name, age, gender, message, etc. of the corresponding child is written in the mail body is created (step 16). Then, the mail sent and received by the mail sending / receiving means 16 is sent (step 17). The name of the district is acquired with reference to the district shape table 111, and the name of the child is acquired with reference to the child registration table 13. An example of the text of an emergency mail transmitted from the center device to the registered resident's mobile phone 2b is shown below.
Reporter: Jiro Kokusai / 8 years old / Male Reported date: 2004.02.04 15:30

After the registered resident who has received the emergency mail rushes to the incident site and performs relief, the mobile phone 2b or the like of the registered resident can return a mail describing the rescue result to the sender of the emergency mail. When the center device 1 receives this reply mail by the mail transmitting / receiving means 16, it transfers it to all the destinations of the previous emergency mail. It should be noted that the child's name may be described in the forwarded mail, and the child's name may not be described in the previous emergency mail. The mail transmission / reception means 16 sets an upper limit based on the reply from the destination of the emergency mail and the elapsed time from the emergency mail transmission or the cumulative number of reply mails as a condition for receiving the reply mail.

According to the present embodiment, a guardian who wants to receive an emergency mail from his / her child is inevitably registered in the resident registration table 12 and also receives an emergency mail from another child. Is established in the region. In particular, if you do not include your child's name in the emergency mail, you can expect a quicker relief from the concern that your child may be in danger. Relief may be as simple as going out on the road and looking around to see if there is a dangerous situation. Criminals dislike people's eyes the most, so they can escape simply by the residents coming out on the street, and it can be fully expected that the crime will be attempted or that the witness testimony will lead to the criminal arrest.

In this embodiment, in addition to the function of the first embodiment, there is a function of notifying only the parent of the child's position information in response to the inquiry from the parent. If this example is outlined,
The child who is the search target is caused to carry a portable device (cell phone) equipped with a GPS position detection function.
In order to confirm the current position of the child who is out of school, cram school, play, etc., the parent connects to the center device from a mobile phone or the like, and inquires about the position of the child.
Upon receiving the position inquiry, the center apparatus inquires of the portable device for position information, and acquires information on the current position from the portable device.
At that time, the portable device measures the current position in response to an inquiry from the center apparatus, and transmits the acquired position information (longitude / latitude information) to the center apparatus.
The center device that has acquired the position information from the portable device converts the position information into position information (such as a place name) expressed by a character string using the longitude and latitude address conversion means 11.
The center device provides the converted position information as text information (e-mail without an image, etc.) to the parent mobile phone or the like who is the searcher.

The details of the present embodiment will be described below, but the components omitted in the description and the components having the same reference numerals are assumed to be the same as those in the first embodiment. In the present embodiment, the resident registration table 12 'includes a child number as an item so that the registered resident's children can be referred to. In addition, a spot area table 18 is newly provided that defines spots (schools, parks, cram schools, stations, etc.) that often have children in each area as rectangular areas and stores them in association with the spot names.

Next, the operation will be described in order. First, the parent makes a location inquiry using e-mail or http from the portable device 2b, the PC 5, etc. (step 31). When mail is used, an empty mail with no title and text is sent to the mail address of the center apparatus 1. When there are a plurality of children, numbers and names for identifying the children may be described in the text. In this case, the response to the position inquiry is also made by e-mail. However, even if the sender address of the position inquiry e-mail is disguised, the response e-mail reaches the authorized parent, so security can be ensured.

When the mail transmission / reception means 16 of the center apparatus 1 receives the position inquiry mail, it authenticates in the same manner as in step 11 whether the inquiry is actually from the parent portable machine registered in the resident registration table 12 '(step 32). However, if the location query is via email, it is not always necessary to use a password for the same reason.

When the authentication is successful, the center device 1 makes a location inquiry to the mobile device corresponding to the corresponding resident in the resident registration table 12 '(step 33). As an inquiry method, mail, http, or other protocols can be used. If it is mail, the mail transmission / reception means 15 receives the position inquiry, and if it is http, the WWW server 17 receives the position inquiry.

Thereafter, the same processes as in Steps 02, 03, 11, 12, and 13 of the first embodiment are performed in Steps 34 to 38. However, when step 36 receives position information from the portable device by http, authentication similar to step 11 is not necessary.

Next, the center device 1 extracts spot areas included in the extracted districts with reference to the spot area table 18 and determines whether or not the positions of the position information acquired for each of the extracted spot areas are included (step 39). ). Since the spot area is a rectangular area defined by two sets of longitude and latitude corresponding to the diagonal of the rectangle, the inside / outside determination can be easily performed.

Then, the emergency e-mail creation means 15 uses the e-mail address of the resident authenticated in step 36 as the destination, and the spot determined to include the district name (reporting location) extracted in step 13 and the position acquired in step 39 If the area exists, an e-mail in which the spot name (for example, near Ochiai 2nd Elementary School), or the position information acquisition time, the name of the child, etc. is written in the e-mail text is prepared (step 40). Then, the mail transmitted / received means 16 is transmitted (step 41). Alternatively, if the location inquiry is made with the http get method, html data describing the same contents as the mail is created as a response in step 40 and transmitted in step 41. FIG. 7 shows a display example of the position inquiry response on the portable device 2b.

According to the present embodiment, in the method of receiving the position search response as map image data, a communication fee of 4500 yen was charged as 45 yen / time, 100 times / month, whereas it was used 100 times a month. Even if it costs about 400 yen, you can use it when you need it without worrying about communication charges.
In addition, through the embodiment of the present invention, an example using a positioning system using a satellite such as GPS as a position determination means has been described, but it may be any one that measures the propagation delay time of electromagnetic waves and calculates the position, For example, the present invention can be realized using a positioning system such as that disclosed in Japanese Patent Application Laid-Open No. 2001-141801.
