パケットを送信する送信機と、
データ受信を行う受信機と、
自局が一定時間に前記送信機から送信するパケット数に基づいて、通信区間の負荷を計測する負荷計測手段と、
前記負荷計測手段の計測結果に基づいて、通信区間の負荷に応じて、前記受信側無線機の受信機のキャリアセンス間隔は同一で、該受信機のキャリアセンス時間および送信側無線機が送信する制御情報部の送信休止間隔がそれぞれ異なる二つ以上の動作モードのうちいずれかの動作モードで送信側無線機および受信側無線機を動作させるかを決定する動作モード決定手段と、
前記決定された動作モードに変更するように要求を相手局に前記送信機を介して送信し、前記受信機により相手局から応答を受信すると、自局の動作モードを変更する動作モード制御手段と、
