本発明は、無線通信システムにおける無線リソース管理に関するものであり、特に、異なる無線アクセスシステム間におけるハンドオーバー制御に関する無線通信システム、無線リソース管理装置および無線通信端末に関するものである。

【従来の技術】
現在の移動体通信システムは、たとえば、W−CDMA(Wideband Code Division Multiple Access)、cdmaOne、GSM(Global System for Mobile communications)/GPRS(General Packet Radio Service)など異なる通信方式を用いている。これらの異なる通信方式の移動体通信システム間のハンドオーバーを制御する第1の従来技術では、無線通信端末が、伝播環境データとそれに対応する移動体通信システムの固有のシステム特性データとに基づいて、各移動体通信システムの通信品質QoS(Quality of Service)を計算し、計算した通信品質QoSを現在通信に利用している移動体通システムの基地局に通知する。

通知を受けた基地局は、自局が属する移動体通信システムに関する通信品質QoSについては、自局が保持するシステム特性データを考慮して、これらの通信品質QoSを修正する。そして、通知されたすべての通信品質QoSの値を互いに比較して、各移動体通信システムの通信品質QoSの大小関係を識別する。識別の結果、無線通信端末が現在利用している移動体通信システムよりも通信品質QoSが大きな移動体通信システムがある場合には、基地局は、各移動体通信システムの通信品質QoSの大小関係の順序を移動関門交換機に通知する。

【発明が解決しようとする課題】
しかしながら、上記第1の従来技術では、無線通信端末から通信品質QoSの通知を受けた基地局は、自局が属する移動体通信システムの通信品質QoSについてはシステム特性データ考慮した修正を施し、他の移動体通信システムの通信品質についてはシステム特性データを考慮した修正を行わずに通信品質QoSの大小関係の順序を比較しているため、通信品質QoSを統一された基準で公平に比較することができないという問題があった。

上記目的を達成するために、この発明にかかる無線通信システムは、複数の異なる無線アクセスシステムで通信可能な無線リソース管理装置および無線通信端末を備える無線通信システムにおいて、前記無線通信端末は、前記無線リソース管理装置から前記複数の異なる無線アクセスシステムの無線アクセスシステム情報を含む測定制御コマンドを受信すると、前記測定制御コマンドに基づいて各セルの受信レベルの測定を測定実施部に指示するとともに、前記測定実施部から通知された受信レベルを含む測定結果レスポンスを前記無線リソース管理装置に送信する無線制御部と、前記複数の異なる無線アクセスシステムのインタフェースを有し、前記無線制御部からの指示に基づいて各セルの受信レベルを測定して、測定した受信レベルが前記測定制御コマンド内に含まれる報告閾値以上の場合、前記測定した受信レベルを前記無線制御部に通知する複数の測定実施部とを備え、前記無線リソース管理装置は、前記複数の異なる無線アクセスシステムがそれぞれ使用する周波数、各セルを識別する識別子および報告閾値を含む無線アクセスシステム情報と、前記無線通信端末が使用する無線アクセスシステムを選択する基準となる通信適正度を算出するための無線リソース情報とを前記複数の異なる無線アクセスシステムのセル毎に管理するデータベースと、前記データベース内の無線システムアクセス情報に基づいて前記無線通信端末に受信レベルの測定を指示する測定制御コマンドを送信するとともに、前記無線通信端末の無線制御部から受信した測定結果レスポンスおよび前記データベース内の無線リソース情報に基づいて、前記異なる複数の無線通信システムのセル毎の通信適正度を算出するリソース管理部と、前記セル毎の通信適正度を比較して、前記通信端末が現在使用しているセルから他のセルへのハンドオーバーを行うかを決定し、同一無線アクセスシステム内または異なる無線アクセスシステムへのハンドオーバーを制御するハンドオーバー制御部とを備えることを特徴とする。

【発明の実施の形態】
以下に添付図面を参照して、この発明にかかる無線通信システム、無線リソース管理装置および無線通信端末の好適な実施の形態を詳細に説明する。

図1〜図17を用いて本発明の実施の形態を説明する。図1は、この発明における本実施の形態の無線通信システムの構成を示すブロック図である。この発明における本実施の形態の無線通信システムは、複数の異なる無線アクセスシステム(この場合は、第1の無線アクセスシステムと第2の無線アクセスシステムと第3の無線アクセスシステム)が混在している。たとえば、第1の無線アクセスシステムは、セル30−1を通信ゾーンとする基地局31−1と、セル30−2を通信ゾーンする基地局31−2とを有するW−CDMAの無線アクセスシステムであり、第2の無線アクセスシステムは、セル32−1を通信ゾーンとする基地局33−1と、セル32−2を通信ゾーンとする基地局33−2とを有するGSM/GPRSの無線アクセスシステムであり、第3の無線アクセスシステムは、セル34−1を通信ゾーンとする基地局35−1と、セル34−2を通信ゾーンとする基地局35−2とを有する無線LANである。各無線アクセスシステムの各基地局31−1,31−2,33−1,33−2,35−1,35−2は、たとえば、IP(Internet Protocol)などの共通のトランスポートネットワーク50に接続されている。また、トランスポートネットワーク50には、第1の無線アクセスシステムのセル30−1,30−2、第2の無線アクセスシステムのセル32−1,32−2および第3の無線アクセスシステムのセル34−1,34−2を統一的に管理する無線リソース管理装置10が接続されている。
