【発明の属する技術分野】
本発明は、公共施設等の施設の利用予約者を所定の日毎に抽選で決める施設予約管理方法、それを使用する施設予約管理システム及び施設予約管理プログラムに関する。

【従来の技術】
公共施設(例えば、体育館や屋外のテニスコートなどの公共の運動施設)を一般の市民等が利用可能にするために、市役所等の一部門である施設予約管理部門は、あらかじめ施設運用スケジュールを定め、公表する。この施設運用スケジュールでは、利用可能な施設、利用可能な日時、時間帯毎に利用可能な運動種目、例えば、バレーボール、卓球等を指定している。施設の利用を希望する者は、施設利用申込を施設予約管理部門に対して行う。施設予約管理部門は、通常、定期的に抽選を行う。例えば、各施設について、1〜2カ月先の一月のうちの各利用可能日の各利用可能時間帯について、利用申込みを受け付け、前月又は前々月の月初めに予約者を決定する。同じ施設、同じ曜日、同じ時間帯に対して利用申込者が複数いる場合、施設予約管理者は、コンピュータによる抽選を行い、利用申込者から利用予約者を決定している。施設予約管理部門は、抽選結果を利用申込者に通知する。当選した利用申込者は、代金を事前に納付する等の手続を行う場合もある。

施設予約の管理に関しては、いろいろな工夫あるいは改善が提案されている。例えば、利用者の申込み情報に基づいて抽選を行い結果を出力するための施設予約専用装置も提案されている(例えば、特許文献1参照)。更に、施設の利用時間の空きを減らすように予約を管理する工夫も提案されている(例えば、特許文献2参照)。

利用可能な公共施設の数が限られている状況下で、当選率が低いという問題が生じている。冬季では屋外の施設が利用できず、室内施設への利用申込者が増え、当選率が更に低くなるというように、季節によっては当選率が更に低下するという問題もある。

当選率に関する工夫の例として、過去の当選実績に基づいて申込者を順位付けをし(例えば、当選回数が少ない申込者の順位を高くし)、当選回数の少ない利用申込者が当選しやすくするということも提案されている(例えば、特許文献3参照)。

【発明が解決しようとする課題】
従来の施設予約管理方法では、定期的に、例えば、毎月の所定の抽選日毎に、例えば2カ月後の月に対する複数の利用申込みに対する抽選をあらかじめ決められた手順で行われている。利用者の希望は抽選には反映されていない。しかし、利用者によっては、同じ施設でも、利用したい又は抽選に当選したいという施設利用の希望の強さあるいは当選の希望の強さは、申込み毎に異なることがある。例えば、自己の仕事のスケジュールからみて比較的時間的に余裕がある時期に施設利用を申込むときには、施設利用に対する希望あるいは当選希望が強くなることがある。あるいは季節によっても、当選希望が強くなることがある。あるいは、特別に親しいメンバー等の特別のメンバーと一緒に施設を利用する予定の場合も同様である。

当選の希望が強い時の申込みが当選したときには、利用申込者の喜びはそうでないときより大きく、逆に、当選の希望が強い時の申込みが落選となったときには、利用申込者の落胆はそうでないときより強くなる。

したがって、利用申込者の満足を増大させるには、利用申込者の申込み毎の当選希望の強さ(すなわち施設利用の優先度)を受け付け、その強さ(優先度の高さ)に応じてその申込みの当選の確率を変えられるようにすることが望ましいと考えられる。

なお、年間を通して施設を利用する申込者が、毎回の申込時に強い当選希望を示すことを許すと、その申込者の当選確率がいずれの抽選日でも高くなり、他の申込者に対して不公平である。したがって、同じ申込者が、強い当選確率を希望できる回数を、年間の全抽選回数のうちの一部の所定数以下の抽選回数に制限すべきであると考えられる。

更に、年間を通して施設を継続的に使用したいと希望する利用希望者もいると考えられ、そのような利用希望者は、特別の抽選日に対して強い当選希望を示さないで、年間を通して同じ当選希望を示すことを望む可能性がある。このような利用希望者が強い当選希望を示さなかった場合には、このような利用希望者は、強い当選希望を示す利用希望者より抽選において不利になる恐れがある。そこで、強い当選希望を示さない利用希望者が年間を通して不利とならないように、強い当選希望を示さない利用希望者に対する当選確率を調整するかあるいは、強い当選希望を示した利用希望者が強い当選希望を示した抽選日以外の抽選日における当該利用希望者の当選確率を調整することが望ましいと考えられる。

一方、別の問題に対する対策として、利用希望者別に一時的に当選確率を変えることが望ましいと考えられる場合がある。例えば、施設の運用上の問題が発生した場合である。その一つの例は、施設予約管理者のミスに起因して利用申込者に不利益を与えたという場合である。例えば、受け付けた申込みを施設予約管理用のコンピュータに施設予約管理者が入力する施設予約管理システムでは、施設予約管理者が間違った申込み情報を入力したために、本来の申込みが間違って処理されるという管理上の問題が生じることが起こりうる。例えば、施設予約管理者が、申込者の希望と異なる日時あるいは種目を間違えてコンピュータに入力した場合である。このような申込みに対して得られた抽選結果が当選であっても、申込者の望むところではない。あるいは、別の場合として、抽選の結果、当選した申込みに対する当選通知の宛先が間違ってコンピュータに入力されたために、申込者に当選通知が通知されないということも生じ得る。

このような施設予約管理者側のミスにより申込者に対して不利益を与えた場合、施設予約管理者の立場では、上記不利益に対する補償として、当該申込者に対して、次の申込み時に当選の確率を高くするように施設予約運用規則を定めておき、実際に同じ申込者から次回に申込みがあったときには、当選の確率を一時的に高くするように抽選を行えることが望ましいと考えられる。

施設管理上の問題としては、利用者の不適切な行動に起因して生じる問題もある。例えば、当選した申込者が利用日になって申し込んだ施設を使用しないで放置する場合も時々発生する。利用日当日に使用しなかった申込者は、利用日前に使用料を支払っていても、このような施設の未使用状態が発生することは、施設の有効利用の点で望ましくない。申込者が事前に施設予約管理者に申込のキャンセルを連絡すれば、同じ施設を他の希望者に使用させることも可能である。したがって、当日使用しなかった申込者から、後日罰金を徴収することも考えられるが、罰金を徴収しても、施設が有効に利用されなかったという不利益が発生したことには変わりはない。

更に、利用者の中には、使用中に器物を破損させるものもいる。このような利用者には、破損した器物の修理あるいは代替品の購入代金を支払って貰うようにすることもできるし、更には、罰金も徴収することも考えられるが、破損した機器は、修理されるまであるいは代替品が納入されるまでの間、使用できないという不利益が発生していることには変わりはない。

このように施設に不利益を与えた利用者に対して、施設予約管理者の立場では、施設の有効利用の促進という観点で、罰金とは別の懲罰として、当該申込者が後日に施設の利用を申込んだとき、当該申込に対する抽選の当選確率を一時的に低くすることも望ましいと考えられる場合がある。

以上から、特定の申込者に関して施設運用に関連する問題が発生したときに、当該申込者のその後の申し込みに対する抽選の当選確率を一時的に変更することが望ましいと考えられる。

したがって、本発明の第1の目的は、利用申込者からの予約申し込み毎に当選希望の強さ(すなわち施設利用の優先度)を受け付け、その当選希望の強さ(すなわち優先度)に応じてそれぞれの申込みの当選確率を変更可能にする施設予約管理方法、施設予約管理システム及び施設予約管理プログラムを提供することである。

本発明の第2の目的は、あらかじめ施設予約運用規則で定めた、施設管理に関連する問題が発生した特定の利用申込者について、その利用申込者からの後日の施設の利用申込に対する抽選の当選確率を一時的に変更可能にする施設予約管理方法、施設予約管理システム及び施設予約管理プログラムを提供することである。

【課題を解決するための手段】
上記第1の目的を達成するために、請求項1に記載の本願発明は、あらかじめ定められた複数の抽選日の各々毎に、施設の利用を希望する複数の利用申込者から抽選により利用予約者を決定するためのコンピュータにより実行される施設予約管理方法であって、利用申込者毎に、前記複数の抽選日のうちの当該利用申込者が選んだ一部の抽選日に対して当選確率を通常よりも高くするための高い優先度を指定することが許されるものである。
更に、本施設予約管理方法は、いずれかの抽選日に対して、いずれかの利用申込者が前記高い優先度を指定した場合、当該利用申込者と当該抽選日に対応して当該高い優先度を示す第1の優先度情報を優先度情報記憶手段に記憶し、各抽選日において、同じ施設に対する複数の利用申込者のそれぞれについて、当該抽選日に対して前記第1の優先度情報が前記優先度情報記憶手段に記憶されているか否かに依存して当該利用申込者の当選の確率を高くするか又は当該高い当選確率より低くする態様で、当該施設に対する利用予約者を決定する抽選を行う、ステップを含むことを特徴とするものである。

本発明のより望ましい態様は、請求項1に記載の発明において、いずれかの利用申込者がいずれかの抽選日に対して前記高い優先度を指定した場合、その代償として、当該高い優先度を指定した抽選日以外の他の複数の抽選日のうちの所定数の抽選日に対して当選確率を通常よりも低くするための低い優先度を指定することが要求されるものである。前記施設予約管理方法は、いずれかの抽選日に対して、いずれかの利用申込者が前記低い優先度を指定した場合、当該抽選日と当該利用申込者に対応して当該低い優先度を示す第2の優先度情報を前記優先度情報記憶手段に記憶する、ステップを更に含み、前記抽選ステップは、各抽選日に抽選を行うに当たり、同じ施設に対する複数の利用申込者のそれぞれについて、当該抽選日に対して前記第1、第2の優先度情報のいずれかが記憶されているか及び第1、第2の優先度情報のいずれもが記憶されていないかに依存して当該利用申込者の当選の確率を高くするか、低くするか又は中間にする態様で前記抽選を行う、ものである。

これにより、いずれかの抽選日に対して高い優先度を指定した申込者は、その代償として、他の抽選日に対して低い優先度を指定することを求められ、高い優先度を指定しない利用申込者は中間の優先度で抽選を受けることができる。その結果、いずれかの抽選日に対して高い優先度を指定した申込者がいる場合には、高い優先度を指定しない利用申込者の当選確率は、その者より低くなるが、他の抽選日に対しては、前記先の抽選日で高い優先度を指定し当該他の抽選日で低い優先度を指定した利用申込者より高くなる。

上記第2の目的を達成するために、請求項3に記載の本願発明は、あらかじめ定められた複数の抽選日の各々毎に、施設の利用を希望する複数の利用申込者から利用予約者を抽選で決定するためのコンピュータにより実行される施設予約管理方法であって、いずれかの抽選日で当選しなかった又は当選した利用申込者に関連してあらかじめ定められた施設運用上の問題が発生した場合に、その後の抽選日に当該利用申込者が利用申込みをしたときの当選確率を通常よりも高くするための高い優先度と当選確率を通常よりも低くするための低い優先度の少なくとも一方を指定することがあらかじめ施設予約運用規則で定められているものである。
更に、本施設予約管理方法は、いずれかの抽選日で当選しなかった又は当選した利用申込者に関連してその後に上記問題が発生したために、施設予約管理者により当該利用申込者に対応して当選確率を高くするための高い優先度を示す第1の優先度情報度又は当選確率を低くするための低い優先度を示す第2の優先度情報のいずれか一方が入力された場合、前記入力された第1又は第2の優先度情報を当該利用申込者に対応して優先度情報記憶手段に記憶し、その後のいずれかの抽選日に抽選を行うに当たり、同じ施設に対する複数の利用申込者のそれぞれについて前記第1又は第2の優先度情報が記憶されているか否かを判別し、それらの利用申込者のいずれかについて前記第1又は第2の優先度情報が記憶されている場合、当該利用申込者の当選確率を一時的に通常より高くするか又は低くする態様で、当該施設に対する利用予約者を決定する抽選を行うステップを含むものである。

例えば、施設予約管理者のミスにより利用申込者に不利益を与えた場合には、施設予約管理者は、施設予約運用規則にしたがって、当該利用申込者に対応して、その後の抽選に対して一時的に高い優先度を指定し、当該利用申込者が次回申し込んだ時に高い当選確率で抽選を受けることを可能にし、それでもって、当該不利益に対する代償にすることができる。あるいは、利用者が施設管理に関連する不利益を与えた場合には、施設予約管理者は、施設予約運用規則にしたがって、当該利用申込者に対応して、その後の抽選に対して一時的に低い優先度を指定し、当該利用申込者が次回申し込んだ時に低い当選確率で抽選を受けさせ、それでもって、金銭的な懲罰と異なる不利益を当該利用申込者に与えることができ、施設管理上の不利益を与えることの防止に役立たせることができる。

【発明の実施の形態】
以下、本発明に係る施設予約管理方法及びそれを用いた施設予約管理システムを、図面に示したいくつかの実施の形態を参照して更に詳細に説明する。なお、以下においては、同じ参照番号は同じもの若しくは類似のものを表わすものとする。また、発明の第2の実施の形態以降においては、発明の第1の実施の形態との相違点を主に説明するに止める。

<発明の実施の形態1>
図1は、本発明に係る施設予約管理システムの一つの実施形態の概略ブロック図であり、このシステムにおいて本発明に係る施設予約管理方法の一つの実施形態が使用される。図において、1は、施設予約管理システムであり、10は施設予約情報の管理を行う施設予約サーバ装置であり、20は施設予約データベース記憶装置であり、30は、施設予約サーバ装置10に接続され、施設予約管理者が操作する端末装置である。施設予約サーバ装置10は、例えばワークステーションあるいはパソコンにより実現される。端末装置30は、施設予約サーバ装置10に接続された情報処理端末であればよく、例えば、表示装置31と処理装置32と入力装置33とを有するいわゆるパソコンでもよい。端末装置30は、施設予約サーバ装置10に直接接続されていてもよく、あるいはLAN等の局所的なネットワーク又はインターネットのような広域のネットワークを介して接続されていてもよい。

図2は、施設予約データベース記憶装置に記憶される施設情報21の一例を示す図である。施設情報21は、管理対象の施設、例えば市町村等の公共団体が市町村民の利用に供する体育館、運動場等のスポーツ施設に関する情報であって、施設の利用の予約に使用される情報を含むものである。図2に示す例では、施設情報21には、利用可能な複数の施設の各々に対して、当該施設に割り当てられた施設識別用の施設コード211、施設名212、当該施設で実施可能な運動の種目名213、当該種目のために同時に使用可能な運動区域(面)の数214が含まれている。面数が1より大きい場合には、単一の申込者に予約される運動区域は全体の一部であり、例えば面数が2、4のときには、全体の運動領域の1/2あるいは1/4の領域が同一の申込者に予約される。図2の例では、例えば、体育館Aにおいては、バドミントンには2面が同時に使用可能であり、それらの2面がそれぞれ異なる申込者に対して予約される。卓球には4面が同時に使用可能であり、それらの4面がそれぞれ異なる申込者に対して予約される。

施設情報21は、図2に限定されるのものではなく、他の情報、例えば、同時に使用可能な人数(定員)を各区画に対して定めていてもよい。あるいは、同じ区画が、異なる種目のスポーツに切り替えて使用できる場合でも、同じ区画に関してそのような切り替え可能な複数の種目に関する情報が登録されればよい。

なお、休館日あるいは特別行事日等により使用禁止する日あるいは時間帯に関する予約禁止時間帯情報も施設運用スケジュール情報22に含まれるべきであるが、図3では簡単化のためにそのような使用禁止時間帯情報は示されていない。施設運用スケジュール情報22には、あらかじめ決定された抽選日が含まれていてもよいが、図3の例では、その抽選日は例示していない。以下では、抽選日は、毎月の決まった日(例えば、月初めの日あるいは毎月の最初の月曜日とかあるいは毎月の15日とか)に、翌月一月分に対する利用申込に対する抽選を行い、予約者を決定するとする。したがって、毎月1回抽選が行われ、年間で12回抽選が行われることになる。抽選は、先の抽選日より後に今回の抽選日までに提出された利用申込に対して行われる。

施設予約管理者は、施設情報21を登録するとき、施設情報・施設運用スケジュール情報管理部11に対して、施設に関する情報を入力するための第1の画面の表示を要求する。施設情報・施設運用スケジュール情報管理部11は、この要求に応答して、施設に関する、施設情報21として利用可能な情報を入力させるための第1の画面を端末装置30内の表示装置31に表示させ、その第1の画面を用いて施設予約管理者が施設に関する情報を入力する。施設情報・施設運用スケジュール情報管理部11は、入力された施設に関する情報を施設情報21として施設予約データベース記憶装置20内に記憶させる。入力済みの施設情報21を更新するときには、施設予約管理者は、同じ第1の画面の表示を要求する。施設情報・施設運用スケジュール情報管理部11は、既に施設情報21が記憶されているときには、その情報を上記第1の画面内に表示させる。施設予約管理者は、表示された第1の画面内の情報を変更すれば、施設情報・施設運用スケジュール情報管理部11は、第1の画面に入力された変更後の情報から新たに施設情報21を施設予約データベース記憶装置20に記憶する。これにより、記憶済みの施設情報21を更新することができる。

本実施の形態では、あらかじめ施設予約運用規則で定めた、施設管理に関連する問題が発生した特定の利用申込者について、その利用申込者からの後日の施設の利用申込に対する抽選の当選確率を一時的に変更可能にする施設予約管理方法、それを用いる施設予約管理システム及び施設予約管理プログラムの一つの実施の形態を示す。

本実施の形態では、利用者毎の優先度を利用者が指定するのではなく、施設予約管理者が指定する点で第1の実施の形態と異なる。施設予約管理者が特定の利用者に関して優先度を指定するのは、例えば、施設の運用上の問題が発生した場合である。その一つの例は、施設予約管理者のミスに起因して利用申込者に不利益を与えた場合である。例えば、受け付けた申込みを施設予約管理者が施設予約サーバ装置10に入力するときに、施設予約管理者が間違った申込み情報を入力したために、本来の申込みが間違って処理されるという管理上の問題が生じることが起こった場合である。より具体的には、施設予約管理者が、申込者の希望と異なる日時あるいは種目を間違えて入力した場合である。このような申込みに対して得られた抽選結果が当選であっても、申込者の望むところではない。あるいは、別の場合として、抽選の結果、当選した申込みに対する当選通知の宛先が間違ってコンピュータに入力されたために、申込者に当選通知が通知されないということも生じ得る。

このような施設予約管理者側のミスにより申込者に対して不利益を与えた場合、施設予約管理者の立場では、上記不利益に対する補償として、当該申込者に対して、次の申込み時に当選の確率を高くするように施設予約運用規則を定めておき、実際に同じ申込者から次回に申込みがあったときには、当選の確率を一時的に高くするように抽選を行えることが望ましいと考えられる。
