Abstract

<P>PROBLEM TO BE SOLVED: To provide a document formation system capable of reducing the labor for document formation, particularly, the labor for formation of an official document to be presented to an organization under jurisdiction for a pachinko game machine and formation of a document according thereto. <P>SOLUTION: This system comprises an input means 1 for inputting data related to necessary documents (the official document for the pachinko game machine to be presented to the organization under jurisdiction such as anticrime association or police station, and the document according thereto), a processing means 2 for forming the electronic data of the necessary documents, an output means 3 for inputting the electronic data of the documents formed in the processing means 2 and outputting the necessary documents, and a document moving means 6 for moving the outputted documents to the organizations 4 and 5 that are the presentation destinations. 【発明の属する技術分野】
本発明は、各種事業（例えば、パチンコ店舗の経営）に際して必要となる書類の作成に関する。より詳細には、必要な書類作成に必要な労力を軽減することが出来る書類作成システムの改良に関する。

【従来の技術】
事業を営むにあたって、所轄官庁、関係団体等に、各種書類を提出して、必要な許認可を得なければならないケースが多い。許認可のみならず、日常における各種業務の遂行に際しては、関連部所間で書類の授受が必要となる。

例えば、パチンコ店舗を経営しようとする場合、図９で示す様な書類の授受が必要となる。
【０００４】
パチンコ店舗６０を新規開店或いは拡張するに際して、パチンコ台を遊技機メーカ５１に対して発注する。
遊技機メーカ５１は公安委員会５２に対して、各パチンコ台の機種毎に検定申請（新しい機種の遊技機、例えばパチンコ台は、公安委員会の検定を受ける必要があり、検定申請には検定データを所定の用紙に記入して提出）を行っており、これに対して公安委員会５２は、遊技機メーカ５１に検定にパスしたことを示した検定通知書を送付する。
遊技機メーカ５１は、発注のあったパチンコ店舗６０に、パチンコ台の保証書及び遊技機販売経路確認書を添えて、当該検定通知書を送付する。

パチンコ店舗６０は、遊技機メーカ５１から送付された検定書、保証書、遊技機販売経路確認書に店内のレイアウトを示す島図（２、３枚）を添えて、所轄の公安委員会５２に提出する。
或いは、パチンコ台がスロットに変わると、枠の大きさが変わり、店内に入る台数が変化してしまうのでレイアウト変更が行われる。そうした場合は、変更承認申請書、変更届出書（正・副）、店内移動の概要説明、遊技機入替明細書（正・副）、封印シール番号対照一覧表（正・副）を公安委員会に提出する。その際に遊技機のみのレイアウトを示す概略島図が必要となる。
ここで、封印シールとは、パチンコ台の制御部に違法ＲＯＭが挿入されない様に封印するシールである。

また、パチンコ店舗６０は、遊技機入替明細書、ＡＭマーク除却届出書（２、３枚）、ＡＭマーク貼付申請書、ＡＭマーク貼付申請遊技機の型式名簿、ＡＭマーク貼付遊技機明細表を、地域の防犯協会および県遊技業組合４に提出する。
ここで、ＡＭマークとは、防犯協会で正式に認められた機械であるという証明マークであり、ＡＭマークを外す時には、除去届（除却届）が必要となる。
それらに対して、防犯協会４はＡＭマーク管理番号を当該パチンコ店６０に与える。

更に、パチンコ店舗６０は、所轄の警察署５に対して、封印シール番号対照一覧表を提出する。

また、パチンコ店舗６０は、廃棄・買取業者５３とも、契約を結んでおり、パチンコ台の廃棄及び売却の際には廃棄・売却台の運搬を依頼し、特に廃棄の場合には廃棄・買取業者５３に代金を支払う。或いは中古機械としての代金を貰う。

複数のパチンコ店舗を傘下に収めている企業であれば、当該店舗間で書類をやり取りする必要があり、図１０で示す様に、書類のやり取りが、図９で説明した場合よりも、さらに複雑化してくる。

図１０では、図９における単一のパチンコ店舗６０がグループ本社管理部門６０Ｇとなり、そのグループ本社管理部門６０Ｇは複数のパチンコ店舗６Ａを統括し、保管ユニット６ａ、総務ユニット６ｂ、ポスター印刷ユニット６ｃを有している。

保管ユニット６ａは、具体的にはパチンコ台を管理、貯蔵する部門であり、倉庫その他の管理、貯蔵用スペースを有している。例えば、パチンコ店舗６Ａからの撤去台等を保管ユニット６ａに運び込み。

総務ユニット６２はグループ本社６０Ｇの総務機能を有する部署であり、前述の各種書類の保管や、書類更新時の書類の差し替え、及び、現金の出し入れ等を担当している。
【００１３】
ポスター印刷ユニット６ｃは当該グループ６０Ｇで、パチンコ店６Ａ内のポスターを作成する部門であり、ポスター作成のための印刷用機器（プリンタその他）を所有している。そして、傘下のパチンコ店６Ａで表示する各種のポスターを一括して印刷している。

従来、上述したような各種書類において、書式は法定されていない場合がある。
その様な場合、例えば、パチンコ店舗が所属する地域における防犯協会４や所轄警察署５の担当部署等に備え付けられている書式見本を購入して、当該書式見本に従って書類を作成していた。

しかし、例えばパチンコ店舗６０、６Ａの移転により、所轄の警察署５その他の機関が変更となり、或いは、傘下のパチンコ店舗の数が増加し、複数の警察署その他の機関の所轄に跨るような事態となった場合には、提出するべき書類の書式が、それ以前における書式とは相違してしまう事態が発生する。
さらに、同一の機関であっても、組織変更等で担当部署が変更となり、或いは、人事異動等で担当者が変わった場合にも、必要な書類におけるチェック内容が変わる場合も存在する。

これ等の事情により、書類作成の労力は増加していく。
それに対して、書類作成の労力、特に、パチンコ用遊技機の設置、廃棄等に関連する書類であって、防犯協会や所轄機関（例えば、所轄警察署）へ提出するべき公文書及びそれに順ずる書類作成の労力については、減少するための有効な手段は、現時点では提案されていない。

【発明が解決しようとする課題】
本発明は上述した従来技術の問題点に鑑みて提案されたものであり、書類作成の労力、特にパチンコ遊技用機械に関して所轄機関へ提出するべき公文書及びそれに順ずる書類作成の労力を減少することが出来る書類作成システムの提供を目的としている。

【課題を解決するための手段】
本発明の書類作成システムは、コンピュータを利用する書類作成ユニットであって、必要な書類（パチンコ用遊技機に関する書類であって、防犯協会や所轄警察署等の所轄機関へ提出するべき公文書及びそれに順ずる書類）に関するデータを入力するための入力手段（例えば、ＰＣ端末１）と、必要な書類の電子データを作成する処理手段（処理ユニット２）と、該処理手段（処理ユニット２）で作成された書類の電子データが入力されて必要な書類を出力（プリントアウト及び／又は表示）する出力手段（例えば、プリンタ、ディスプレイ３）と、出力された書類を提出するべき機関（例えば、防犯協会４、所轄警察署等５）へ移動（例えば、持参、提出、郵送等）する書類移動手段（部署等：管理ユニット６）とを備え、前記処理手段（処理ユニット２）は、書類作成に必要なデータ（書式に関するデータ、マスタ等）を記憶する記憶手段（記憶ブロック２１、データベース）と、書類作成に関する処理を行う領域を処理手段内で選択（或いは指定）する中央処理手段（ＣＰＵ２２）と、中央処理手段（２２）により選択（或いは指定）されて且つ前記入力手段（１）から入力されたデータと記憶手段（２１）から送出されたデータとを合成する作成手段（作成ブロック２３）とを包含している（請求項１）。
ここで、本明細書では、「コンピュータ」なる文言は、パーソナルコンピュータ、ワークステーションのような電子計算機や、それ専用の各種ツールのみならず、いわゆる「電卓」、チップ、携帯電話、その他の情報処理能力を有する手段一般を意味している。

上述した本発明の書類作成システムにおいて、前記必要な書類は、変更承認申請書、変更届出書、遊技機入替明細書、封印シール番号対照一覧表、島図、ＡＭマーク除却届出書、ＡＭマーク貼付申請書、ＡＭマーク貼付申請遊技機の型式名簿、ＡＭマーク貼付遊技機明細表の何れかから選択（或いは指定）され、前記中央処理手段（ＣＰＵ２２）は、選択（或いは指定）された書類に対応して、変更承認申請書及び変更届出書作成ブロック、遊技機入替明細書作成ブロック、封印シール番号対照一覧表作成ブロック、島図作成ブロック、ＡＭマーク除却届出書作成ブロック、ＡＭマーク貼付申請書作成ブロック、ＡＭマーク貼付申請遊技機の型式名簿作成ブロック、ＡＭマーク貼付遊技機明細表作成ブロックの何れかを作成手段（作成ブロック２３）として選択するように構成されているのが好ましい（請求項２）。

さらに上述した本発明の書類作成システムにおいて、前記作成手段（作成ブロック２３）から出力された提出するべき書類のデータを所定の機関（例えば、防犯協会４、所轄警察署５等）へ電子情報として配信する配信手段（データ配信ユニット６２）を有し、前記作成手段（作成ブロック２３）は、作成したデータに対応する書類の種類に応答して合成して作成したデータを前記出力手段（３）或いは配信手段（６２）の何れかへ送出する様に構成されているのが好ましい（請求項３）。

また、本発明の書類作成方法は、コンピュータを利用する書類作成方法であって、必要な書類（パチンコ用遊技機に関する書類であって、防犯協会（４）や所轄警察署（５）等の所轄機関へ提出するべき公文書及びそれに順ずる書類）に関するデータを入力手段（例えば、ＰＣ端末１）により入力する入力工程（Ｓ３）と、中央処理手段（ＣＰＵ２２）により書類作成に関する処理を行う領域を（処理手段或いは処理ユニット２から）選択（或いは指定）する選択工程（Ｓ６）と、書類作成に必要なデータ（書式に関するデータ、マスタ等）を記憶する記憶手段（記憶ブロック、データベース２１）から送出されたデータ（例えば書式データ）と前記入力手段１から入力されたデータとを作成手段（作成ブロック２３）にて合成する書類データ作成工程（Ｓ７）と、出力手段（例えば、プリンタ、ディスプレイ１）により該データ合成工程（Ｓ７）で作成された書類の電子データから必要な書類を出力（プリントアウト及び／又は表示）する出力工程（Ｓ１１）とを備えている（請求項４）。
ここで、出力された書類を書類移動手段（部署等：管理ユニット６）により提出するべき機関（例えば、防犯協会４、所轄警察署５等）へ移動（例えば、持参、提出、郵送等）する提出工程（Ｓ１２）とを備えているのが好ましい。

本発明の書類作成方法において、前記必要な書類は、前記入力工程（Ｓ３）で、変更承認申請書、変更届出書、遊技機入替明細書、封印シール番号対照一覧表、島図、ＡＭマーク除却届出書、ＡＭマーク貼付申請書、ＡＭマーク貼付申請遊技機の型式名簿、ＡＭマーク貼付遊技機明細表の何れかから選択（或いは指定）され、前記選択工程（Ｓ６）では、前記中央処理手段（ＣＰＵ２２）が、選択（或いは指定）された書類に対応して、変更承認申請書及び変更届出書作成ブロック、遊技機入替明細書作成ブロック、封印シール番号対照一覧表作成ブロック、島図作成ブロック、ＡＭマーク除却届出書作成ブロック、ＡＭマーク貼付申請書作成ブロック、ＡＭマーク貼付申請遊技機の型式名簿作成ブロック、ＡＭマーク貼付遊技機明細表作成ブロックの何れかを作成手段（作成ブロック２３）として選択するように構成されているのが好ましい（請求項５）。

さらに上述した本発明の書類作成方法において、前記作成手段（作成ブロック２３）から出力された提出するべき書類のデータを配信手段（データ配信ユニット６２）により所定の機関（例えば、防犯協会４、所轄警察署５等）へ電子情報として配信する配信工程（Ｓ２２）を有し、前記書類データ作成工程（Ｓ７）では、作成したデータに対応する書類の種類に応答して、合成して作成したデータを前記出力手段（３）或いは配信手段（６２）の何れかへ送出する様に構成されているのが好ましい（請求項６）。

これに加えて、本発明の書類作成プログラムを記憶したコンピュータ読み取り可能な媒体は、コンピュータを利用する書類作成プログラムであって、必要な書類（パチンコ用遊技機に関する書類であって、防犯協会や所轄警察署等の所轄機関へ提出するべき公文書及びそれに順ずる書類）に関するデータを入力手段（例えば、ＰＣ端末１）により入力し、中央処理手段（ＣＰＵ２２）により書類作成に関する処理を行う領域を（処理手段或いは処理ユニット２から）選択（或いは指定）し、書類作成に必要なデータ（書式に関するデータ、マスタ等）を記憶する記憶手段（記憶ブロック２１、データベース）から送出されたデータ（例えば書式データ）と前記入力手段（１）から入力されたデータとを作成手段（作成ブロック２３）にて合成し、出力手段（例えば、プリンタ、ディスプレイ３）により該データ合成工程で作成された書類の電子データから必要な書類を出力（プリントアウト及び／又は表示）するプログラム（Ｐ）を記憶している（請求項７）。

本発明のコンピュータ読み取り可能な媒体が記憶している記憶プログラム（Ｐ）では、前記必要な書類は、変更承認申請書、変更届出書、遊技機入替明細書、封印シール番号対照一覧表、島図、ＡＭマーク除却届出書、ＡＭマーク貼付申請書、ＡＭマーク貼付申請遊技機の型式名簿、ＡＭマーク貼付遊技機明細表の何れかから選択（或いは指定）され、前記中央処理手段（ＣＰＵ２２）が、選択（或いは指定）された書類に対応して、変更承認申請書及び変更届出書作成ブロック、遊技機入替明細書作成ブロック、封印シール番号対照一覧表作成ブロック、島図作成ブロック、ＡＭマーク除却届出書作成ブロック、ＡＭマーク貼付申請書作成ブロック、ＡＭマーク貼付申請遊技機の型式名簿作成ブロック、ＡＭマーク貼付遊技機明細表作成ブロックの何れかを作成手段（作成ブロック２３）として選択するように構成されているのが好ましい（請求項８）。

さらに上述した本発明のコンピュータ読み取り可能な媒体が記憶している書類作成プログラム（Ｐ）では、前記作成手段（作成ブロック２３）から出力された提出するべき書類のデータを配信手段（データ配信ユニット６２）により所定の機関（例えば、防犯協会４、所轄警察署５等）へ電子情報として配信し、作成したデータに対応する書類の種類に応答して、合成して作成したデータを前記出力手段（３）或いは配信手段（６２）の何れかへ送出する様に構成されているのが好ましい（請求項９）。

係る構成を具備した本発明によれば、書類作成に必要なデータであって、例えば書式のように複数回に亘って使用するデータについては、記憶手段（記憶ブロック２１、データベース）における書式に関するデータ、マスタ、その他として記憶し、必要な書類の作成にのみ使用するデータは、入力手段（１）を介して入力し、両者のデータを合成することにより、必要な書類のデータを簡単に合成することが出来る。
そして、書式データが異なるような事態（所轄期間の変更や追加、担当部署の変更）等が生じた場合には、記憶手段（記憶ブロック２１、データベース）における書式に関するデータ、マスタ、その他を変更することにより、容易に対処することが出来る。
その結果、特にパチンコ店舗経営に際して必要とされる各種書類の作成の労力が著しく低減されるのである。

ここで、書式データの入力や変更に際しては、システム化する前のフォーマットを参照して、電算化すればよい。そして、入力、変更に際しては、市販のアプリケーションソフトを使うのみならず、所謂「ツール（例えば「パワービルダー」の商品名で知られる市販のツール等）を使って、既存の書式を電子化すれば良い。

【発明の実施の形態】
以下、添付図面を参照して、本発明の実施形態について説明する。

先ず、図１〜図６を参照して本発明の第１実施形態を説明する。
図１において、複数のパチンコ店舗６Ａを有する図示しない遊技業グループ（当該遊技業グループに符号Ｇを付す）の管理全般を統括する管理ユニット６は、ＰＣ（パソコン）端末のキーボード等の入力手段１と、処理ユニット２と、プリンタ及びディスプレイ等の出力手段３と、回線Ｌによって直接接続されている。

前記処理ユニット２は、中央演算書誌手段であるＣＰＵ２２と各種書類を作成する作成ブロック２３と書式データ、店舗データ、各店舗のレイアウトデータ等を記憶した記憶ブロック２１とで構成されている。

前記各種書類とは、変更承認申請書Ｓｅ、変更届出書Ｓｆ、遊技機入替明細書Ｓｈ、封印シール番号対照一覧表Ｓｉ、島図Ｓｇ、ＡＭマーク除却届出書Ｓｊ、ＡＭマーク貼付申請書Ｓｋ、ＡＭマーク貼付申請遊技機の型式名簿Ｓｍ、ＡＭマーク貼付遊技機明細表Ｓｎである。

当該遊技業グループＧは、関係各書類の授受及び作成を管理・制御する管理ユニット６と、傘下の複数のパチンコ店舗６Ａと、例えば保管倉庫である保管ユニット６ａと、グループ内の総務機能を担当する総務ユニット６ｂと、グループ内の店舗６Ａ内に貼るポスター等の掲示物を一括して印刷するポスター印刷ユニット６ｃを所有している。

当該遊技業グループＧが所有するパチンコ店舗６Ａを新規開店、或いは拡張するに際して、パチンコ台を遊技機メーカ５２に対して例えば入力手段１及び処理ユニット２を介して発注Ｓｘする。

一方、遊技機メーカ５１は公安委員会５２に対して、各パチンコ台の機種毎に検定申請（新しい機種の遊技機、例えばパチンコ台は、公安委員会の検定を受ける必要があり、検定申請には検定データを所定の用紙に記入して提出）Ｓａを行っており、これに対して公安委員会５２は、遊技機メーカ５１に検定にパスしたことを示した検定通知書Ｓｂを送付する。

遊技機メーカ５１は、発注のあった当該グループＧの管理ユニット６に、パチンコ台の保証書Ｓｃ及び遊技機販売経路確認書Ｓｄを添えて、当該検定通知書Ｓｂを送付する。

前記管理ユニット６は、遊技機メーカ５１から送付された検定通知書Ｓｂ、保証書Ｓｃ、遊技機販売経路確認書Ｓｄに店内のレイアウトを示す島図Ｓｇを添え、公安委員会５２に提出する。
或いは、パチンコ台がスロットに変わると、枠の大きさが変わり、店内に入る台数が変化してしまうのでレイアウト変更が行われる。そうした場合は、変更承認申請書Ｓｅ、変更届出書Ｓｆ、店内移動の概要説明Ｓｑ、遊技機入替明細書Ｓｈ、封印シール番号対照一覧表Ｓｉを所轄の公安委員会５２に提出する。その際に遊技機のみのレイアウトを示す概略島図（図１１を参照：図１１の島図では店内のパチンコ台の配置が、各パチンコの台版によって示されている）が必要となる。
ここで、封印シールとは、パチンコ台の制御部に違法ＲＯＭが挿入されない様に封印するシールである。

また、管理ユニット６は、遊技機入替明細書Ｓｈ、ＡＭマーク除却届出書Ｓｊ、ＡＭマーク貼付申請書Ｓｋ、ＡＭマーク貼付申請遊技機の型式名簿Ｓｍ、ＡＭマーク貼付遊技機明細表Ｓｎを、地域の防犯協会４および県遊技業協会に提出する。
ここで、ＡＭマークとは、防犯協会４で正式に認められた機械であるという証明マークであり、ＡＭマークを外す時には、除去届（除却届）が必要となる。
それらに対して、防犯協会４はＡＭマーク管理番号Ｓｏを当該パチンコ店５０に与える。

更に、管理ユニット６は、所轄の警察署５に対して、封印シール番号対照一覧表Ｓｉを提出する。

グループ内のパチンコ店舗６Ａがパチンコ台の入れ替えの際には、パチンコ店舗６Ａは管理ユニット６に対して入替指示を行う。
入替指示を受けた管理ユニット６は、当該パチンコ店舗６Ａに対して遊技機入替明細書Ｓｈを送付すると共に、グループ内の保管ユニット（保管倉庫）６ａに枠リストＳｐ、遊技機入替明細書Ｓｈ、封印シール番号対照一覧表Ｓｉを送付する。

また、管理ユニット６は、廃棄・買取業者５３とも、廃棄・売却契約Ｓｒを結んでいる。

廃棄・売却の際には、管理ユニット６は当該店舗６Ａに必要書類を送付し、これを受けた当該店舗６Ａは、保管ユニット６ａに撤去台を搬出し、保管ユニット６ａは廃棄・買取業者５３に廃棄・売却台を持ち込み、処分を依頼する。

ここで、保管ユニット６ａ、総務ユニット６ｂ、ポスター印刷ユニット６ｃは、図１０の従来技術で説明したものと機能に関しては同様である。

図２は図１で示すシステムの要部である処理ユニット２を更に詳細に説明するブロック図である。
図２において、処理ユニット内が実機においても独立した複数の機器ブロックから構成されていても良いが、コンピュータ内でアドレスを適宜指定して、ハードディスク等を機能的に分割することが好ましい。その場合において、図２は、単一のコンピュータ（或いは複数のコンピュータからネットワーク）内における機能ブロックを示している。

図２において、明確には図示しない入力手段１は、入力ラインＬｉによって、変更承認申請書及び変更届出書を作成する「変更承認申請書及び変更届出書作成ブロック２３ｅ」、

遊技機入替明細書を作成する「遊技機入替明細書作成ブロック」２３ｈ、

に接続されている。また、ラインＬｘによって「遊技機設置状況登録（変更）ブロック」２３ｘに接続されている。
