トイレ内の天井あるいは側面にパルスレーダー方式の超音波式距離センサーを設置する。人がトイレに入ったことをドア開閉センサー等で検知し、前記距離センサーを起動させて後先ずトイレが使用されていないときの反射波状態およびレベルを検知する。その後反射波の状態およびレベルの変化から入室者の状態、即ち立っているか、便座に座っているか、床に倒れこんでいるか、あるいはそれらの各状態への過渡的状態にあるか、を知る。そして便座近くに異常に長く立っている、便座に異常に長時間座っている、あるいは床に倒れこんでいる、のいずれかの状態を検知した場合は緊急状態である恐れが大としてその旨を通報する。
