Abstract

<P>PROBLEM TO BE SOLVED: To provide an agriculture and livestock product production/distribution certification management system for certifying/guaranteeing the contents of information concerned with the producing method/processes of products, the inspection results of the products and the shipment history/distribution processes of the products. <P>SOLUTION: An agriculture and livestock product production processing/distribution check certification information management/disclosure center computer 10 is provided at least with a Web server 11 connected to the Internet 7, a communication control device 12, an application server 20 for performing certification management operation, and a database server 30 for managing a database. A distribution identification number/code assigned/set by a distribution information registering means 25 is assigned/set in each producer in a producing district or in each shipment unit (lot) of a group, total lots (weight or capacity), the number of labels attached to product packs, the number of labels of each unit, and label issue time stamp are recorded and products can be verified in each distribution process unit by an inspection analytical information registering means 24. <P>COPYRIGHT: (C)2004,JPO

【発明の属する技術分野】
本発明は、農畜産物生産・加工・流通検査認証情報管理・公開システムに関し、詳しくは、生産物の生産過程から流通過程の情報を認証記録し、生産から消費までの情報を相互に追跡可能とする管理コンピュータシステムに関する。

【従来の技術】
従来、農畜産物の流通の大半は、産地の農業協同組合に集荷され、消費地の卸市場を介して小売事業者の店頭に届けられている。消費者は店頭の生産物の品目表示板に産地表示がされていればその産地を確認し、価格が予算に見合うか判断して購入していた。この際、国産農産物は輸入農産物に比べ価格が高いために価格競争に巻き込まれるとの問題があった。反面、消費者は、多少の価格差であれば、安心のできる食材を入手して摂取したいとの強い希望があった。

しかし、これまで店頭では、消費者が満足できる産地・生産者・加工・流通過程に関する情報の提供が充分に行なわれていなかった。また、一部には産地ブランドが有名となった生産物に対しても、加工・流通過程での信頼性、表示の信頼性を疑わせる事件が発生し、安心して購入できない問題となっていた。

生産地においては、各地の環境・気候などに合わせた最適な生産方法で、安全で品質、コストの優れた農畜産物の生産が望まれている。品質・コストのバランスのとれた安心できる農産物の提供のためには、その生産情報と流通情報を消費者に公開できる仕組みが求められていた。

このため、一部の生産者や生産地の生産物に関しては、インターネットを介してホームページに産地情報、生産情報を掲載し、生産物にはそのホームページアドレスを表示したり、小売店舗の店頭に端末機を設置して、買い物の現場で生産物のホームページを確認させる試みが為されている。

しかしながら、農畜産物の大半の流通をになう農業協同組合を介した生産管理・流通をカバーする情報認証の仕組みが存在しない問題があった。

【発明が解決しようとする課題】
本発明は前記の問題に鑑みて、農畜産物の生産者及び生産地、生産物の生産方法・過程と検査結果及びその出荷履歴・流通過程に関する情報内容の認証・保証を行なうための農畜産物の生産・加工・流通認証管理・公開システムの提供を課題とする。

また、従来の生産地を特定できる農業協同組合や生産グループの包装箱や包装の印刷表示と出荷月日に加え、出荷単位（ロット）毎に採番・設定される流通識別番号・記号をラベル印刷表示し、流通識別番号により、生産地、生産方法、流通過程が消費者、小売事業者、流通事業者から追跡可能にすることを課題とする。

さらに、生産者・グループ毎の生産情報の記録により営農計画の向上に必要な情報を提供することを課題とする。

【課題を解決するための手段】
前記課題を解決するため、本発明の農畜産物生産・加工・流通検査認証情報管理・公開システムは、農畜産物の生産者が組織する組合の全国規模の組織又はその委託を受けた農畜産物生産・加工・流通検査認証情報管理・公開支援事業者に設けられ、農畜産物の生産者及び生産地、生産物の生産方法・過程と検査結果及びその出荷履歴・流通過程に関する情報内容の認証・保証を行なうための農畜産物の生産・加工・流通認証管理・公開システムであって、
インターネットまたは通信回線に接続可能な消費者端末機、小売事業者端末機、流通・加工業者端末機、農畜産業資材提供事業者の端末機、生産者端末機及び農畜産物生産流通認証支援事業者の産地・地区コンピュータまたは端末機と、それぞれのコンピュータまたは端末機からの要求に応答して情報の認証・保証を行なう農畜産物生産・加工・流通検査認証情報管理・公開センターコンピュータとから構成し、
前記農畜産物生産・加工・流通検査認証情報管理・公開センターコンピュータは、インターネットに接続するファイアーウオールを含むＷｅｂサーバと、産地・地区事業部門との通信回線と接続する通信制御装置と、認証管理業務を行なうアプリケーションサーバと、認証記録したデータベースを管理するデータベースサーバとを備え、
前記データベースは、少なくとも生産者・生産地情報データベースと、流通・加工・小売業者データベースと、営農情報データベースと、生産基準情報データベースと、資材情報データベースと、栽培・飼育記録情報データベースと、流通・販売記録情報データベースとを備え、
前記アプリケーションサーバは、生産者・関係者情報を記録管理する生産者・関係者管理手段と、生産物毎の営農情報及び生産管理基準を記録管理する生産管理基準登録手段と、生産者・生産グループ毎の営農計画とその栽培・飼育記録を管理する生産計画・管理情報登録手段と、残留薬剤、土壌、生産施設、流通情報の検査記録を行なう検査分析情報登録手段と、生産者・グループからの集荷・出荷の流通識別番号・記号を採番・設定し、その流通識別番号・記号の生産物が流通過程で分割した包装単位となる毎に再包装ラベルの分割包装番号または小売パック番号とを採番・設定し、流通過程の経路情報及び生産物添付ラベルの記録管理を行なう流通情報登録手段と、前記関係事業者及び消費者端末機からの生産・流通情報照会に応答する認証情報公開手段と、生産物の生産情報照会及び営農研究機関等の情報提供要求に応答する営農情報公開手段とを備え、
流通情報登録手段で採番・設定される前記流通識別番号・記号は、生産地の生産者またはグループの出荷単位（ロット）毎に採番・設定され、ロット総量（重量または容量）と生産物梱包の添付ラベルの枚数及び単位量と、ラベル発行タイムスタンプが記録され、分割包装番号または小売パック番号は、添付ラベルの発行総数とそのラベルが添付（貼付）される生産物の荷受け総量及び出荷または小売総量が、流通過程の単位毎に検査分析情報登録手段により検証可能にされていることを特徴とする。

この発明によれば、農畜産物の生産者及び生産地、生産物の生産方法・過程と検査結果及びその出荷履歴・流通過程に関する情報内容の認証・保証を行なうことができる。また、従来の生産地を特定できる農業協同組合や生産グループの包装箱や包装の印刷表示と出荷月日に加え、出荷単位（ロット）毎に採番・設定される流通識別番号・記号をラベル印刷表示し、流通識別記番号により、生産地、生産方法、流通過程が消費者、小売事業者、流通事業者から追跡可能にすることができる。
さらに、生産者・グループ毎の生産情報の記録により営農計画の向上に必要な情報を提供することができる。

また、前記流通情報登録手段は、生産者または生産者グループの要求に応答し生産物の出荷時に生産物の属性情報と出荷日、出荷量、梱包数を記録して流通識別番号・記号を採番・設定する流通識別番号・記号登録手段と、中間流通事業者から生産物の流通識別番号・記号と荷受量の記録要求を受付けて登録する荷受情報登録手段と、中間流通事業者から生産物の流通識別番号・記号と出荷量の記録要求を受付けて登録する出荷情報登録手段と、生産者または生産者グループ、中間流通事業者、小売事業者から流通識別番号・記号表示付きのラベル発行要求を受付けてラベルの発行枚数、発行内容を記録するラベル発行登録手段と、出荷ロットの梱包を分割した中間流通事業者からの要求で分割包装番号を採番・設定する分割番号登録手段と、小売事業者からの要求で小売パックに貼付する小売パック番号を採番・設定する小売包装番号登録手段とを備え、流通過程毎に生産物ラベルの発行履歴を記録することを特徴とする。

この発明によれば、生産地の出荷単位での流通識別番号・記号が付与され、発行記録が記録されるため、従来のラベル再発行による偽造が防止され、仮に流通過程でラベルが再発行されても分割番号の記録がなされ、出荷総量と発行されたラベルの総重量（容量）の矛盾を検証して不正表示を発見可能とすることができる。

前記生産者・関係者管理手段は、生産者の住所、氏名、電話番号、ｅメールアドレスを少なくとも含む生産者個人属性情報を生産者・生産地情報データベースに登録する生産者登録手段と、生産者の所有または運営するほ場及び生産施設を生産者・生産地情報データベースに登録するほ場登録手段と、前記生産者が同一生産基準で生産する生産物毎にグループの構成メンバーを生産者・生産地情報データベースに登録する生産者グループ登録手段と、生産者または生産者グループが所在する地域を生産者・生産地情報データベースに登録する産地登録手段と、市場、卸商社などの流通事業者と加工事業者及び小売事業者について流通・加工・小売事業者データベース３２に登録する流通事業者登録手段２１ｅとを備えることを特徴とする。

この発明によれば、生産者、生産グループ、ほ場、産地情報を備えて、消費者、流通・小売事業者に情報提供することができる。また、管理単位を生産者グループ毎とし、生産管理情報の管理を行なうことが可能となるため、生産者個々の情報入力負担を軽減することができる。

また、前記生産基準登録手段は、生産者・生産者グループまたは営農研究機関からの営農情報を営農情報データベースに登録する営農情報登録手段と、産地・生産物毎の生産方法、生産工程の基準を生産基準情報データベースに登録する生産基準情報登録手段と、農薬、肥料、飼料などの農畜産物生産資材提供事業者及び農業経営指導団体等からそれらの資材の使用方法、制約などの情報を資材情報データベースに登録する資材使用基準登録手段とを備えることを特徴とする。

この発明によれば、生産者・生産者グループは、産地の環境・気候条件に合った基準となる営農情報を入手または相互に情報交換することができる。また、農薬などの使用制限情報を共有して安全性管理を行なうことができる。

また、前記生産計画・管理情報登録手段は、生産者またはグループが生産計画を策定して営農情報データベースに登録する生産計画策定登録手段と、生産者またはグループの作業内容・作業結果の栽培状況及び収穫実績を栽培・飼育記録情報データベースに記録する生産・飼育工程登録手段と、農薬または病気予防薬などの薬剤の散布・投与記録を栽培・飼育記録情報データベースに記録する薬剤使用登録手段とを備え、
生産・飼育工程登録手段と、薬剤使用登録手段は、生産者のインターネットに接続可能な端末機および無線携帯端末機からの登録要求に応答して登録する簡易入力画面と、生産計画バーコード、作業バーコード、使用資材バーコード受付け機能を備えることを特徴とする。

本発明によれば、生産計画とその実行過程の情報を記録することができる。また、従来のパーソナルコンピュータなどの端末機からの情報入力以外に、携帯電話機などの端末機から作業実績を現場で入力させることができる。その際、使用する肥料や農薬の商品バーコードを読込み、その投与量のみ入力する形態で容易に現場入力を行なうことができる。このため、従来コンピュータ操作に慣れていない生産者からの入力を容易にすることができる。

また、前記検査分析情報登録手段は、農畜産物の検査機関が行なう生産物の残留農薬検査結果を栽培・飼育記録情報データベースに記録する残留薬剤登録手段と、前記農畜産物の検査機関が行なう土壌検査結果を生産者・産地情報データベースに記録する土壌検査登録手段と、前記農畜産物の検査機関が行なう生産施設の検査結果を生産者・産地情報データベースに記録する生産施設検査登録手段と、前記流通記録情報データベースの流通識別番号・記号毎のラベル発行履歴とその内容から流通段階のラベル貼付の信頼性を分析して評価記録を流通記録情報データベースに記録する流通情報分析登録手段とを備えることを特徴とする。

この発明によれば、第三者機関による情報の信頼性検査、認証がされた情報を提供することができる。また、出荷時点で付与される流通識別番号・記号と、流通識別番号・記号単位の生産物重量（容量）、流通時点で分割再包装されたラベルに付与された分割番号、小売パック番号から各段階のラベル枚数と総重量（容量）の履歴が記録され、流通過程の透明性（公開性）を確保するとともに、矛盾、いわゆる偽ラベルの発行貼付がなされていないことを保証する。

また、前記認証情報公開手段は、流通過程に携わる事業者からの流通識別番号・記号照会または分割包装番号照会に応答して流通記録情報データベースを検索して生産者・生産地情報及び流通中間業者情報を返信する流通情報応答手段と、消費者から小売パック番号照会に応答して流通記録情報データベースを検索して生産者・生産地情報及び流通中間業者情報を返信する消費者情報応答手段とを備えることを特徴とする。

この発明によれば、流通事業者は、生産物の出荷元と、その生産情報を確認することができる。また、消費者は、小売パック番号で、生産地の出荷日付と、流通で小売パックされた日付を確認することができる。

また、前記営農情報公開手段は、生産者からの照会に応答して前記データベースを検索して返信する生産者対象情報公開手段と、流通事業者からの照会に応答して前記データベースを検索して応答する流通事業者対象情報公開手段と、消費者からの照会に応答して前記データベースを検索して返信する消費者対象情報公開手段と、営農研究機関の要求に応答して前記データベースを検索して情報を提供する研究機関対象情報公開手段とを備え、それぞれの公開手段は、照会内容に応じて生産者・生産地情報データベース、流通・加工・小売業者データベース、営農情報データベース、生産基準情報データベース、資材情報データベース、栽培・飼育記録情報データベース、流通・販売記録情報データベースの何れかを検索して公開することを特徴とする。

この発明によれば、生産者、流通事業者、消費者のそれぞれの照会に応じた営農情報の公開をすることができる。生産者、または流通事業者は、それぞれ本発明のデータベースに登録した会員に対して公開する情報を閲覧することができる。それぞれの公開手段は、データベースから一般公開情報を閲覧することができるが、会員のみに公開される情報については会員パスワードの認証を必要とする。

また、前記生産物に貼付される前記添付ラベルは、前記流通識別番号・記号または分割包装番号または小売パック番号をバーコードを含む自動読取り可能な表示印刷または／およびＩＣチップを含む自動読取り可能な記録媒体により記録されていることを特徴とする。

この発明によれば、生産物の出荷梱包のラベルに表示されたバーコードを読み取ることにより、荷受け、発送などの流通情報を容易に収集することができる。このバーコードは、２次元バーコードを使用してもよい。２次元バーコードを用いる場合、前記流通識別番号・記号に加え、生産者コード、生産地コード、品目コードなどの関連情報を記録することができる。また、バーコードに加えてＩＣチップを内装又は貼付して流通識別記番号以外の情報を記録してもよい。

また、前記消費者端末機、小売業者端末機、流通加工業者端末機、生産者端末機は、１次元バーコードまたは２次元バーコードの読取機能を備えた無線携帯電話機であることを特徴とする。

農畜産物生産・加工・流通検査認証情報管理・公開システム１００は、インターネット７または通信回線に接続可能な消費者端末機１、小売事業者端末機２、流通・加工業者端末機３、農畜産物生産資材提供事業者の端末機６、生産者端末機４及び農畜産物生産流通認証支援事業者の産地・地区コンピュータ５または端末機と、それぞれのコンピュータまたは端末機からの要求に応答して情報の認証・保証を行なう農畜産物生産・加工・流通検査認証情報管理・公開センターコンピュータ１０とから構成する。

前記生産者・関係者管理手段２１は、生産者の住所、氏名、電話番号、ｅメールアドレスを少なくとも含む生産者個人属性情報を生産者・生産地情報データベース３１に登録する生産者登録手段２１ａと、生産者の所有または運営するほ場及び生産施設を生産者・生産地情報データベース３１に登録するほ場登録手段２１ｂと、前記生産者が同一生産基準で生産する生産物毎のグループの構成メンバーを生産者・生産地情報データベース３１に登録する生産者グループ登録手段２１ｃと、生産者または生産者グループが所在する地域を生産者・生産地情報データベース３１に登録する産地登録手段２１ｄと、市場、卸商社などの流通事業者と加工事業者及び小売事業者について流通・加工・小売事業者データベース３２に登録する流通事業者登録手段２１ｅとを備える。それぞれはＩＤ番号とパスワードを登録して、本システムへのアクセス権のある情報以外は閲覧または更新入力ができない認証機能を備えることは云うまでもない。認証機能は公知の手段で行なう。

この発明によれば、生産者、生産グループ、ほ場、産地情報を備えて、消費者、流通・小売事業者に情報提供することができる。また、管理単位を生産者グループ毎とし、生産管理情報の管理を行なうことが可能となるため、生産者個々の情報入力負担を軽減することができる。また、流通・加工・小売事業者が登録されていれば、消費者の手元の生産物の流通ルートの事業者名を追跡可能とすることができる。

本発明では、生産物に関わる生産者、関係事業者のすべてが登録されることが望ましいが、登録されていなければ、流通過程の不透明性を示すことができ、追跡可能性の悪い流通ルートを淘汰させることができる。

前記生産基準登録手段２２は、生産者・生産者グループまたは営農研究機関からの営農情報を営農情報データベース３３に登録する農営情報登録手段２２ａと、産地・生産物毎の生産方法、生産工程の基準を生産基準情報データベース３４に登録する生産基準情報登録手段２２ｂと、農薬、肥料、飼料などの農畜産物生産資材提供事業者及び農業経営指導団体等からそれらの資材の使用方法、制約などの情報を資材情報データベース３５に登録する資材使用基準登録手段２２ｃとを備える。

営農情報データベース３３には、農業協同組合の指導部門や、農林試験場、農業研究センタなどに蓄積された営農情報と共に、生産者・グループの営農記録情報が蓄積記録される。生産基準情報データベース３４には、作物品種毎の産地にあった生産計画、生産資源と費用を含む経営計画の基準が蓄積記録される。資材情報データベース３５には、使用が認められた推奨農薬や、肥料、施設資材、包装資材などの情報が蓄積記録され、仕入、使用する資材に関する情報を商品バーコードから検索可能にされている。

前記生産計画・管理情報登録手段２３は、生産者またはグループが生産計画を策定して営農情報データベース３３に登録する生産計画策定登録手段２３ａと、生産者またはグループの作業内容・作業結果の栽培状況及び収穫実績を栽培・飼育記録情報データベース３６に記録する生産・飼育工程登録手段２３ｂと、農薬または病気予防薬などの薬剤の散布・投与記録を栽培・飼育記録情報データベース３６に記録する薬剤使用登録手段２３ｃとを備える。

生産・飼育工程登録手段２３ｂと、薬剤使用登録手段２３ｃは、生産者のインターネットに接続可能な無線携帯端末機１からの登録要求に応答して登録する簡易入力画面と、生産計画バーコード、作業バーコード、使用資材バーコード受付け機能を備える。具体例で説明すると、インターネットに接続可能な携帯電話機に、携帯用バーコードリーダを接続し、センターコンピュータから飼育工程登録手段を呼出し、自分の生産計画番号バーコードを読込み、本日の作業が防除消毒であれば、その薬剤バーコードを読込み、使用量を入力して送信する作業スタイルとすることができる。
