【発明の目的】
この発明は、道路や駐車場、その他の防雪対象地上部の風上側に設置され、吹雪による防雪対象地上部への雪の吹き溜まりや積雪、ホワイトアウト現象等の発生を防止可能とする防雪施設に関するものであって、特に、歩道を行き交う歩行者への強風や吹雪の吹き付け等を防止することも可能にするようにした新規な構造からなる防雪柵を提供しようとするものである。

【従来の技術】
気温が氷点下で雪が降った直後に強風に見回れると、粉状の新雪が強い風の吹き付けによって吹き飛ばされ、地表から1〜2mの範囲に粉雪が舞い上がって極めて濃い霧状となって視界を完全に遮ってしまう地吹雪が発生し、これに降雪を伴ってしまうと降ってきた雪粒も加わって状況は最悪で、路上の吹き溜まりや視界不良によって交通障害を引き起こし、脱輪や衝突事故を多発するだけではなく、通行止めとなって産業活動に多大の損害をもたらしたり、閉じ込められた車の中でガス中毒死や凍死に至らしむることさえも稀ではない。

吹雪による道路上への雪の吹き溜まりや視程の減少を防止し、良好な交通を確保すると共に、除雪作業を軽減する手段として多種、多様な防雪柵が開発、実用化されており、特に最近主流をなす防雪柵としては、風を集めて路面に吹き付け、路面に溜まる雪を吹き払ってしまう、所謂吹き払い式防雪柵があり、風を集める風受け板(別称、整流板、防雪板等)に工夫を加えたものとして、例えば、特開平10−292319号公報に開示された整流板を湾曲形状とすることによって整流効果を高め、風速を向上して路面上の積雪を効率的に拭き払うことができる「拭払式防雪柵」発明をはじめ多数があり、また、不要時(降雪時期以外の期間)の景観維持のために分解、収納に特徴のあるものとしては、例えば、特開平7−62614号公報記載の発明のように、冬期以外の不要期間には、道路脇の法面に沿って略路面に面一状とするように収納可能とし、車両通行の邪魔にならないよう構成した「防雪柵装置」外多数があり、更には、登録実用新案第3061355号「下部閉塞吹き払い防雪柵」考案に提案のあるように、従来からの全面吹き払い構造の防雪柵を改良し、上部だけは従前からの吹き払い式防雪柵とするものの、下部は地上から略垂直に立ち上げた壁状の閉塞板とし、防雪柵際の地上部近くを強風から守るようにしたもの等も散見される。

しかし、従前からのこれら吹き払い式防雪柵は、いずれも通行車両の視界以下となる地上1〜1.2m前後の範囲に整流板または防雪板を設けず、下部間隙を形成して同下部間隙の上側に上下複数枚の防雪板を夫々横架する略門型構造をなすよう形成されたものとなっていて、歩道を有する通学路や生活道路に設置された場合には、地上1〜1.2m前後のところを強風が拭き抜け、凍結や積雪した歩道路面を歩く比較的体の小さな小学生や高齢者等が強風に煽られてしまい、自動車や大型トラック等が頻繁に走行する車道の傍らであるにも拘らず、安全な通行を確保することができなくなることが危惧されるものであった。

このような懸念を払拭するものとして、前記したとおり、従前からの吹き払い式防雪柵を改良した実用新案登録第3061355号公報掲載の「下部閉塞吹き払い防雪柵」考案では、確かに下部間隙を平板状の下部閉塞板によって閉塞してあって、歩行者を強風や吹雪から保護できるように配慮したものとはなっているものの、このように下部間隙を完全に閉塞したままの構造としてしまうものでは、単に整流板等のない(路面等の雪を吹き払う上で必要がない)箇所である防雪柵下部の間隙を、整流板等とは関係のない防風板で閉塞したに過ぎない、換言するならば、空いている空間を板で蓋をしたに過ぎない程度の改良技術であって、防雪柵が設置される地域の風況や地形の違い、あるいは防雪柵際となる路面の用途の違い等に応じ、下部閉塞板の取付け構造を最適な状態に変更、対応するようにすることが不可能なものであって、実用上で問題があるだけではなく、現場における施工においても、施工内容が違って作業効率を落すと共に、部品点数も増えるという不都合も加わり、全体として不経済なものになってしまうという欠点があった。

この発明は、以上のように吹雪が発生したときに、道路上の積雪を吹き払い、視界を確保して車両の安全な通行を可能とする防雪柵が、歩道の有無や地域毎の吹雪の発生条件、平地や山間部等の地形の変化等に応じて、下部間隙の形状や開度を変更することができず、様々な地理的条件を考慮した上で、多様な構造の防雪柵の中から、設置個所に最適なものを選択しなければならず、選定に多大な時間と労力とを要するものとなってしまい、しかも一旦選択を誤ると、構造の見直し変更が困難であるという事情に疑問を抱き、同一の構造であっても地理的条件や歩行者の有無等に随時対応して吹止め、吹払い、吹抜け等の設定変更を可能にすることはできないものかとの判断から、逸速くその開発、研究に着手し、長期に渡る試行錯誤と幾多の試作、実験とを繰り返してきた結果、今回、遂に新規な構造の防雪柵を実現化することに成功したものであり、以下では、図面に示すこの発明を代表する実施例と共に、その構成を詳述することとする。

【発明の構成】
図面に示すこの発明を代表する実施例からも明確に理解されるように、この発明に包含される防雪柵は、基本的に次のような構成から成り立っている。
即ち、道路等防雪対象地上部の風上側に沿って所定間隔を隔て鉛直状に立設した複数本の支柱の隣接する支柱間夫々に、上下複数枚を一組とした防雪板を横架状に配設するものとし、それら一組の防雪板の中、少なくとも地上から1〜2m前後の所定範囲までに属すこととなる一枚またはそれ以上の防雪板夫々と、その両端に位置する各支柱との間には、各防雪板が略垂直状となる吹止め姿勢、下端縁を風下側に30゜〜45゜前後の角度に傾斜させて半開放状とする吹払い姿勢、略水平状として全開放状とする吹抜け姿勢の三態の姿勢の全ての姿勢に適宜選択的に変更、仮固定可能とする開閉角度調節機構を設けてなるものとした構成を要旨とする防雪柵である。

上記構成からなる防雪柵は、より具体的には、道路等防雪対象地上部の風上側に沿って所定間隔を隔て鉛直状に立設した複数本の支柱の隣接する支柱間夫々に、上下複数枚を一組とした防雪板を横架状に配設するものとし、それら一組の防雪板の中、少なくとも地上から1〜2m前後の所定範囲までに属すこととなる一枚またはそれ以上の防雪板は、全てまたは一部を垂直状姿勢としたときに所定範囲を実質的に一枚板状の吹止め壁状となし得るよう、相互の上下間隔が規制された寸法に設定されると共に、それら防雪板夫々と、その両端に位置する各支柱との間には、各防雪板が略垂直状となる吹止め姿勢、下端縁を風下側に30゜〜45゜前後の角度に傾斜させて半開放状とする吹払い姿勢、略水平状として全開放状とした吹抜け姿勢とする三態の姿勢の全ての姿勢、または何れかが吹払い姿勢を除いた二態の姿勢に適宜選択的に変更、仮固定可能とする開閉角度調節機構を設けてなる構成とした防雪柵ということができる。

支柱は、上下複数枚一組の防雪板の両端を、各防雪板の所望する高さ位置毎に強風や着雪に耐える十分な強度をもって支持する機能を果たすものであり、少なくとも二本一対が、防雪板を横架状に支持できる間隔を隔てて略鉛直状に立設させたものとし、さらに、同様の間隔を隔てて複数本が略一線状に林立するよう設置して隣接する支柱間の夫々に一組ずつの防雪板を装着できるよう形成したものにすると共に、各防雪板端部との間に防雪板の開閉角度を適宜調節可能とする開閉角度調節機構を組み込んだものとしなければならず、夫々が一本の柱状に形成されたもの、あるいは複数本の棒体を一体に組み合わせて骨格状の枠型柱状に形成したもの等とすることが可能であり、冬期以外の不要期間は、折り畳んで小型化できる折り畳み機構や、分解して撤去できるようにした分解機構等を組み込んだものとすることができる。

防雪板は、略垂直姿勢に支持されることにより、風上から吹き付ける風雪を堰止めて道路等防雪対象地上部への風雪の吹き付けを阻止し、また、略水平姿勢に支持されたときには、風上から吹き付ける風をそのまま通過させてしまうものとなり、さらに、下端縁を風下側に所望角度傾斜させた姿勢とすることにより、風上から吹き付ける風雪を道路等防雪対象地上面へ向けて強制的に誘導、吹き付け、同防雪対象地上面へ降り積もろうとする雪を吹き払い、その積雪を阻止するという三態に対応した機能を選択的に果たし得るものであり、風雪による風圧や着雪による荷重、凍結等に耐える十分な強度を有する素材および構造を有するものとしなければならず、必要に応じて網目や多数の小孔を穿孔する等して通気性を確保したり、透光性を有する素材を用いることも可能であり、上下複数枚の中、所定範囲内の複数枚の防雪板は、夫々両端支柱への取着部が、その上下間隔を防雪板の上下巾に略匹敵する寸法から、その略半分に相当する寸法までのものに規制されてなるものとすることができる。

したがって、防雪板は、上下複数枚を略垂直状の姿勢としたときに、上下所定範囲内の互いに一部重なり状となった吹止め壁状とする構造や、連続する端部同士を略一直線状に連続する構造とすることが可能であり、また、所定範囲内全ての防雪板を吹止め姿勢とした吹止め壁状と、一枚を吹抜け姿勢とし、その上下のものだけを吹止め姿勢とした吹止め壁状とすることも可能である。さらに、最上位の防雪板が水平となって、所定範囲外の斜設防雪板からの吹払い風が人に当たらないよう廂的機能を果たすようにすることも可能であり、勿論全ての防雪板が角度調節可能となる構造とすることができる。

開閉角度調節機構は、支柱間にある各防雪板の各支持姿勢を必要に応じて個別に適宜変更、および仮固定可能とする機能を果たすものであり、防雪板が略垂直状となる吹止め姿勢、下端縁を風下側に30゜〜45゜前後の角度に傾斜させて半開放状とする吹払い姿勢、略水平状として全開放状とした吹抜け姿勢とする三態の姿勢の全ての姿勢、または何れかが吹払い姿勢を除いた二態の姿勢に適宜選択的に変更、仮固定可能とするものとしなければならない。

しかも、隣接する支柱間の上下複数枚を一組とした防雪板であって、所定範囲内の複数枚の防雪板は、その中の最上位の防雪板だけが、三態全ての姿勢に適宜選択的に変更、仮固定可能とする開閉角度調節機構を付設したものとし、その他の防雪板は吹抜け姿勢を除いた二態の姿勢に適宜選択的に変更、仮固定可能とするようにしたものや、あるいは、上下所定範囲内の複数枚の防雪板は、夫々両端支柱への取着部に開閉角度調節機構が組み込まれ、それら各開閉角度調節機構が、支柱中途部適所に防雪板の回動軸心に略垂直に交叉するよう固着、一体化されたフランジ部と、防雪板の左右端縁中央に略同心状に突設された四角柱型の支持軸部に、水平方向断面が略U形に形成され、支持軸部を90゜単位の角度姿勢毎に回動不能に連結可能とする嵌合部を有し、該フランジ部に対し、略U型断面の開口を鉛直上方に向けた姿勢か、もしくは風上方向に30゜〜45゜前後の角度に傾けて上方向に向けた姿勢の何れかにボルト・ナットを用いて選択的に仮固定可能とした回動取付け金具部とからなるものに形成されたものとすることができる。

また、開閉角度調節機構は、隣接する支柱間の上下複数枚を一組とした防雪板中、最下位に位置する防雪板を支持する最下位の開閉角度調節機構のみが、支柱中途部適所に対してフランジ部が、防雪板の回動軸心に略垂直に交叉するよう固着、一体化され、防雪板の左右端縁中央に略同心状に突設された四角柱型の支持軸部を、90゜単位の角度姿勢毎に回動不能に連結可能とするよう水平方向断面が略U形に形成された嵌合部の複数を、それよりも上方の個所から取り外され、垂直状の姿勢とした複数枚の防雪板が、積層状に保持可能となるよう、夫々の略U型断面の開口を鉛直上方に向けた姿勢として該フランジ部の風上側から風下側に略水平状に連なるよう形成してなるものとすることができる。      以下、図面に示すこの発明を代表する実施例と共に、その構造について詳述していくこととする。
