本発明は、ポリ塩化ビフェニル(PCB)等の難分解性ハロゲン化物を含有する排気ガスを効率よく浄化する方法、及び難分解性ハロゲン化合物の分解処理施設の運転方法に関する。

【従来の技術】
PCB等のハロゲン化合物は、一般的に化学的に安定であり、自然環境中で容易に分解されない(かかるハロゲン化合物を、「難分解性ハロゲン化合物」という。)。また、これらは動植物体内に取り込まれ、蓄積・濃縮されて悪影響を与える。

したがって、これらの難分解性ハロゲン化合物の無害化処理の促進が近年重要な課題となっており、難分解性ハロゲン化合物に対し脱ハロゲン化反応を行なって無害化する分解反応設備を備える分解処理施設が稼動している。

ここで、難分解性ハロゲン化合物の脱ハロゲン化反応を行なう分解反応設備からは、反応生成物のガスや蒸散した難分解性ハロゲン化合物等の環境汚染物質を含む排気ガスが2次的に発生する。かかる環境汚染物質を含む排気ガスがそのまま外部に排出されると、自然環境を再汚染することになるため、この排気ガスから難分解性ハロゲン化合物等を除去する必要がある(以下、この操作を「浄化」という。)。特に、難分解性ハロゲン化合物は規制対象物質であり、微量でも外部に漏出しないように、排気ガスの浄化を完全に行なう必要がある。

この排気ガスを浄化する方法としては、分解反応設備に活性炭を充填した活性炭充填塔を連結して設置し、この活性炭充填塔中に排気ガスを通過させることにより、難分解性ハロゲン化合物等を吸着除去する方法が知られている(「PCB処理技術ガイドブック」等)。

【発明が解決しようとする課題】
しかし、このように活性炭を使用して吸着除去する方法では、分解反応設備すなわち反応槽から発生する難分解性ハロゲン化合物を効率よく確実に除去することが困難である。

また、活性炭に吸収される難分解性ハロゲン化合物の量が飽和した場合には活性炭を交換する必要があるが、交換時期の把握が困難である。このため、活性炭が十分な吸着力を有するうちに安全をとって交換を行わざるを得ず、活性炭を無駄に使用または処分することになる。

本発明は、かかる実情に鑑みてなされたものであって、難分解性ハロゲン化合物を含有する排気ガスを効率よく浄化することができ、活性炭を無駄にすることなく効率的に使用できる排気ガス浄化方法、及び難分解性ハロゲン化合物の分解処理施設の運転方法を提供することを課題とする。

【課題を解決するための手段】
上記課題を解決するため、本発明に係る排気ガス浄化方法は、難分解性ハロゲン化合物を無害化処理する分解処理設備から排出される排気ガスを、吸着剤を充填した吸着塔を通過させることにより、前記排気ガスに含まれる難分解性ハロゲン化合物を吸着除去する排気ガス浄化方法であって、前記吸着塔の上流部分を除いた部分において、前記排気ガスに難分解性ハロゲン化合物とともに含まれる分子量が150以下、常圧における沸点が200℃以下の有機物の、前記吸着剤への吸着量が所定濃度以上となった時点で、前記吸着剤を例えば新しい吸着剤と交換する。

上記排気ガス浄化方法では、吸着塔の上流部分を除いた部分(すなわち、中、下流部分)において、分子量が150以下、常圧における沸点が200℃以下の有機物の前記吸着剤への吸着量が所定濃度以上となった時点で、前記吸着剤を交換するので、吸着剤を効率的に利用することができる。すなわち、吸着塔中においては、難分解性ハロゲン化合物等よりも上述のような比較的低分子で低沸点の有機物の方が飽和しつつ迅速に移動すると考えられるので、先行する上記有機物の濃度を監視することで、吸着塔の破過を未然に検知することができる。よって、吸着剤を無駄なく利用しつつ、吸着剤が十分に機能して難分解性ハロゲン化合物や反応生成物等を通過させない安全な段階で、吸着剤を適切に交換することができる。

また、上記排気ガス浄化方法の具体的な態様では、前記吸着塔の下流部分で前記吸着剤への吸着量が所定濃度以上となった時点で、前記吸着剤を交換する。この場合、吸着塔の破過直前であって、難分解性ハロゲン化合物等の通過を確実に防止できる段階で吸収剤を交換するので、吸着剤を最も効率的に利用することができる。

また、上記方法の別の具体的な態様では、前記有機物がアルキルベンゼン等の芳香族炭化水素、または、脂肪族炭化水素すなわちトルエン、エチルベンゼン、デカン、デカリン等である。この場合、電気絶縁油といった比較的高分子で高沸点の有機物による吸着塔の破過を事前に検知することができる。

また、上記方法の別の具体的な態様では、前記吸着剤が活性炭である。この場合、排気ガスを効率的に処理することができる。

また、上記方法の別の具体的な態様では、前記分解処理設備が、電気絶縁油を含むアルカリ金属分散体と難分解性ハロゲン化合物とを反応させることによって難分解性ハロゲン化合物を分解する反応槽を有し、当該反応槽から排出される排気ガスを前記吸着塔に供給する。この場合、有害物質の副生がなく、分解後の後処理が容易になる。

また、上記方法の別の具体的な態様では、前記反応槽から排出された難分解性ハロゲン化合物を含有する排気ガスを、前記吸着塔に供給する前に吸収液と接触処理する工程をさらに備える。この場合、吸着塔に到達する難分解性ハロゲン化合物を吸収液によって確実に低減することができる。

また、本発明に係る分解処理施設の運転方法では、難分解性ハロゲン化合物を無害化処理する分解処理設備と、吸着剤が充填されるとともに、前記分解処理設備から排出される排気ガスを通過させることにより、前記排気ガスに含まれる難分解性ハロゲン化合物を吸着除去する吸着塔を有する排気ガス浄化設備とを備える分解処理施設の運転方法であって、前記吸着塔の上流部分を除いた部分において、前記排気ガスに難分解性ハロゲン化合物とともに含まれる分子量が150以下、常圧における沸点が200℃以下の有機物の、前記吸着剤への吸着量が所定濃度以上となった時点で、前記吸着剤を交換する。

【発明の実施の形態】
〔第1実施形態〕
図1は、第1実施形態に係る排気ガス浄化装置を備える分解処理施設の構成を説明するブロック図である。この分解処理施設は、反応装置10と、ガス浄化装置20とを備える。

反応装置10は、難分解性ハロゲン化合物に対し脱ハロゲン化反応を行うための反応処理設備であり、撹拌装置12付きの反応槽11、反応温度制御装置(不図示)等からなる。撹拌装置12は、少なくとも撹拌翼と撹拌モータからなり、撹拌翼の回転速度を自由に調節でき、難分解性ハロゲン化合物と必要な薬剤、溶剤等を十分に撹拌でき、所定の分解反応を安定的かつ均一に行わせる。温度制御装置は、反応槽内の温度(分解反応の温度)を所定温度に調節する装置であり、難分解性ハロゲン化合物の濃度に応じて定められた分解反応設備の運転管理基準に従って、反応前から反応終了までを通じて、温度、圧力等が基準の範囲内で適切かつ安全な運転が確保されるような制御が行われる。

この反応装置10では、難分解性ハロゲン化合物の反応中、脱ハロゲン化反応を安全に行なうため、反応槽11に窒素ガスを供給している。反応槽11に供給するガスは、窒素ガスに限らず、アルゴンガス等の不活性ガスとすることもできる。

反応装置10で脱ハロゲン化される難分解性ハロゲン化合物は、一般的に化学的に安定であり、自然環境中で容易に分解されないハロゲン化合物である。難分解性ハロゲン化合物としては、例えば、PCB;ダイオキシン類;ポリ塩素化ベンゾフラン類;ポリ塩素化ベンゼン、DDT等の芳香族ハロゲン化合物;BHC等の脂環族ハロゲン化合物等が挙げられる。

脱ハロゲン化反応に用いる溶剤としては、難分解性ハロゲン化合物の脱ハロゲン化反応に際して不活性なものであれば特に制限されない。例えば、n−ヘキサン、n−ヘプアン、n−オクタン、n−デカン、ケロシン、デカリン、流動パラフィン、電気絶縁油(例えば、JIS C2320−1993に記載の電気絶縁油)、重油(例えば、JIS K2205に記載の重油)等の炭化水素系溶剤;トルエン、キシレン等の芳香族炭化水素系溶剤;1,3−ジメチルイミダゾリン、スルホラン、ポリエチレングリコールジアルキルエーテル等の非プロトン性極性溶剤等を用いることができる。これらの中でも、炭化水素類や芳香族炭化水素等の非極性有機溶剤の使用が好ましく、電気絶縁油の使用が特に好ましい。

溶剤中で難分解性ハロゲン化合物の脱ハロゲン化反応を行なう方法は種々あるが、ここでは、溶剤中、アルカリ金属分散体を用いて難分解性ハロゲン化合物の脱ハロゲン化反応を行なう方法を用いている。アルカリ金属分散体としては、例えば金属ナトリウムを溶剤に分散させてなる金属ナトリウム分散体を用いることが好ましい。

ガス浄化装置20は、反応槽11から排出される排気ガスから難分解性ハロゲン化合物を除去するための排気ガス浄化設備であり、還流器21、空槽22、シールトラップ23、吸収装置24、深冷コンデンサ25、ミストセパレータ26、活性炭が充填された吸着塔27、及び逆火防止器28からなる。なお、排気ガスに含まれる難分解性ハロゲン化合物の含有量が低い場合には、吸収装置24の設置を省略することもできる。

ここで、還流器21は、反応槽11から排出されるガスを冷却によって部分的に液化し凝縮する。凝縮した液体は反応槽11に戻される。空槽22やシールトラップ23は、液体や排気ガスの逆流を防止するために設置される。吸収装置24は、吸収液が充填された気液向流型のもので、空槽22やシールトラップ23を経た排気ガスから難分解性ハロゲン化合物を除去する。深冷コンデンサ25は、排気ガスを冷却して排気ガス中のガス成分を液化し凝縮する。ミストセパレータ26は、ミスト状物(液滴状物)を気体から除去するための分離装置である。吸着塔27は、活性炭を充填した装置であり、ミストセパレータ26を経た排気ガス中に残留する難分解性ハロゲン化合物や各種有機物の吸着処理を行なう。逆火防止器28は、外部からの火気の進入を防止するために設置される。

このうち、吸収装置24は、難分解性ハロゲン化合物を吸収する吸収液を吸収塔の上端から送り込みつつ下端から引き出して循環させる。この状態で、排気ガスを吸収塔の下部から送り込むことにより、吸収液と排気ガスとを接触させることができ、排気ガス中の難分解性ハロゲン化合物を吸収液中に取り込むことができる。

上記接触処理に用いる吸収液としては、難分解性ハロゲン化合物等に対して溶解力に優れるものが好ましい。その具体例としては、n−ヘキサン、n−ヘプアン、n−オクタン、n−デカン、ケロシン、デカリン、流動パラフィン、電気絶縁油(例えば、JIS C2320−1993に記載の電気絶縁油)、重油(例えば、JIS K2205に記載の重油)等の炭化水素類;トルエン、キシレン等の芳香族炭化水素;1,3−ジメチルイミダゾリン、スルホラン、ポリエチレングリコールジアルキルエーテル等の非プロトン性極性溶剤等が挙げられる。

これらの中でも、難分解性ハロゲン化合物を吸収した吸収剤をそのまま脱ハロゲン化反応の溶剤として使用して、吸収した難分解性ハロゲン化合物を再度脱ハロゲン化反応に供することができるという観点から、反応槽11にて難分解性ハロゲン化合物の脱ハロゲン化反応を行なう際に用いられる溶剤を接触処理に用いることがさらに好ましい。

図2は、吸着塔27の構造を説明する図である。吸着塔27は、円筒状の管材27aと、この管材27aの一対の端部に固定されるフランジ27b、27cとを備える容器であり、下端のフランジ27cに設けた入口チューブ27dに排気ガスを導入し、上端のフランジ27bに設けた出口チューブ27eから排気ガスを引き出す。容器内部には、活性炭ACが充填されている。充填する活性炭ACの種類に特に制限はなく、ヤシ殻系、木質系、石炭系のいずれも用いることができるし、粒状炭や破砕炭を粉砕して使用することもできる。管材27aの下部、中部、及び上部の3箇所には、充填されている活性炭ACを部分的にサンプリングするためのサンプリングポート27g〜27iが形成されている。これにより、吸着塔27から全部の活性炭ACを取り出すことなく、吸着塔27の動作状態すなわち破過の進行度を逐次監視することができる。

図1に戻って、逆火防止器28は、安全のために設置されている。特に難分解性ハロゲン化合物の脱ハロゲン化反応を行なう反応装置10に設けた反応槽11から発生する排気ガスに、水素ガス等の可燃性ガスも含まれることを考慮したものである。

以下、図1に示すガス浄化装置20の動作について説明する。反応槽11から発生した排気ガスは、先ず、還流器21により冷却され、溶媒蒸気が液化(凝縮)して、反応槽11に戻される。次いで、排気ガスは、排気ガスや液体の逆流を防止する空槽22及びシールトラップ23を通過して、吸収装置24へ送られる。

吸収装置24に送り込まれた排気ガスは吸収液と接触して、排気ガスに含まれる難分解性ハロゲン化合物等がほとんど吸収除去される。

このような吸収工程を経た排気ガスは、冷却工程に送られる。冷却工程では、通常20〜30℃に温められている排気ガスを深冷コンデンサ25により0℃以下、好ましくは−10℃以下に急冷して、排気ガスに含まれる気体成分を液化(凝縮)させる。吸収剤と接触処理させた排気ガスを深冷コンデンサ25によって冷却することにより、微量の難分解性ハロゲン化合物等を凝縮させることができる。凝縮した液体は、凝縮器(図示を省略)により捕集される。凝縮器に捕集された難分解性ハロゲン化合物等は、例えば再度反応装置に戻されて、脱ハロゲン化反応に供せられる。

次に、深冷コンデンサ25を通過した排気ガスはミストセパレータ26に送られる。深冷コンデンサ25により冷却された排気ガスをミストセパレータ26を通過させることにより、深冷コンデンサ25の凝縮器に回収されなかった微粒子状のミスト状物(溶剤及び難分解性ハロゲン化合物成分)を、気体成分から完全に分離することができる。

次いで、ミストセパレータ26を通過した排気ガスを活性炭が充填された吸着塔27内を通過させることにより、活性炭ACによる排気ガスの吸着処理を行なう。排気ガスを活性炭ACと接触させる温度は、通常0℃〜30℃である。また、活性炭ACの使用量等は特に制限されず、排気ガスの流量等に応じて適宜設定することができる。

最後に、以上のようにして浄化された排気ガスは、逆火防止器28を経て外部に放出される。

以上のガス浄化装置20の運転に際しては、定期的に吸着塔27に充填された活性炭ACを新たなものに交換する必要がある。つまり、活性炭ACの吸着能力には限界があるので、吸着塔27にある程度の量の排気ガスを通すと、吸着塔27の破過が生じ、排気ガス中の難分解性ハロゲン化合物が吸着塔27を通過してしまうおそれが生じる。これを回避するため、吸着塔27の上流、中流、及び下流の3箇所に設けたサンプリングポート27g〜27iを利用して、吸着塔27の上流、中流、及び下流の各箇所における活性炭ACについて吸着成分の分析を定期的に行う。例えば、サンプリングされた活性炭ACの吸着成分をn−ヘキサンで抽出し、FID−GC(水素炎イオン化検出器付きガスクロマトグラフィー)を利用して着目する吸着成分の定量分析を行う。

この際、PCB等の難分解性ハロゲン化合物を直接検出することも考えられるが、吸着塔27に到達する難分解性ハロゲン化合物は微量成分であり、この場合、検出が比較的容易なトルエン、エチルベンゼン等の芳香族炭化水素、デカン、デカリン等の脂肪族炭化水素等を利用する。これらの芳香族炭化水素または脂肪族炭化水素等(以下、「芳香族炭化水素等」ということがある)は、難分解性ハロゲン化合物を溶解する溶媒、難分解性ハロゲン化合物の分解に使用する溶媒、吸収装置24に用いられる吸収液中の揮発成分として、排気ガス中に比較的高い濃度で含まれるので、検出が比較的容易である。しかも、芳香族炭化水素等は、難分解性ハロゲン化合物に比較して低分子、低沸点の有機物であり、吸着塔27中で活性炭ACを飽和させつつ迅速に下流側に移動するものと考えられる。よって、下流側のサンプリングポート27iからサンプリングした活性炭ACについて吸着成分の分析を行って、芳香族炭化水素等の濃度がある程度以上に達した場合、吸着塔27が飽和して破過が近いと判断することができる。すなわち、ある程度の濃度のアルキルベンゼンが吸着塔27下流に達している場合、吸着塔27の上流から中流の活性炭ACが比較的高分子、高沸点のビフェニル、電気絶縁油等の吸着によって機能しなくなっており、下流での吸着の破過も時間の問題であると考えられる。

以上の理由により、下流側のサンプリングポート27iにおいて採取した活性炭ACから抽出したアルキルベンゼンの濃度がピークに達した段階で、吸着塔27中の活性炭ACを新たな活性炭、または再生処理された活性炭に交換する。これにより、破過状態の吸着塔27を難分解性ハロゲン化合物が通過してしまうことを未然に防止できる。つまり、吸着塔27中を先行して移動する芳香族炭化水素等の濃度を監視することで、吸着塔27の破過を未然に検知し、予防することができる。この結果、活性炭ACをその吸着能力の限界近くまで活用しつつ、難分解性ハロゲン化合物が微量であっても吸着塔27を通過しないようにして、環境の安全を確保することができる。

以下の表1は、反応装置10を例えば6ヶ月稼動させて交換時期が近づいている吸着塔27中の活性炭ACから抽出される有機物の分析結果を示す。なお、分析対象であるトルエンの分子量は90で常圧下の沸点は110℃であり、エチルベンゼンの分子量は106で常圧下の沸点は136℃であり、o−キシレンの分子量は106で常圧下の沸点は142℃であり、デカンの分子量は141で常圧下の沸点は174℃であり、ビフェニルの分子量は154で常圧下の沸点は255℃である。

ここで、検出量の単位は、使用後の活性炭ACの単位重量(1kg)あたりで検出される吸着成分の重さ(g)となっている。有機物の分析に際しては、5gの活性炭ACと25gのn−ヘキサンとを混合し、超音波で20分間処理して吸着成分を抽出する。その後、有機成分を抽出したn−ヘキサンを50倍の体積に希釈化し、希釈化したn−ヘキサン中の吸着成分をFID−GCを用いて定量した。

表からも明らかなように、トルエンやエチルベンゼンは、中流のサンプリングポート27hで採取した活性炭で最も高い濃度を示すが、下流のサンプリングポート27iで採取した活性炭でほとんど検出できない程度に低濃度となっている。このことは、当初上流側で吸着されたトルエンやエチルベンゼンが中流まで脱離移動したことを示す。なお、o−キシレンも、明確ではないが同様の傾向を示す。一方、ビフェニル、及び電気絶縁油は、上流のサンプリングポート27gで採取した活性炭で最も高い濃度を示すが、中流のサンプリングポート27hで採取した活性炭では、ほとんど検出されない。さらに、下流のサンプリングポート27iで採取した活性炭からは、ビフェニル、及び電気絶縁油のいずれも全く検出されていない。

以上の分析結果から、トルエンやエチルベンゼンの検出ピークが中、下流のサンプリングポート27h、27iで検出された段階で、吸着塔27の下流側まで飽和吸着が進んでいることが分かる。よって、例えば中流側のサンプリングポート27hで検出されるトルエンが10gを超えた段階で、吸着塔27の破過が近いものとして、かかる吸着塔27内部の活性炭ACを取り替える。また、中流側のサンプリングポート27hで検出されるトルエンが下流側のサンプリングポート27iで検出されるエチルベンゼンよりも少なくなった時点(すなわち、濃度の逆転時)で、吸着塔27内部の活性炭ACを取り替える。すなわち、反応溶媒または吸収装置に用いる吸収液等に含まれる揮発性成分であり、特に、分子量150以下常圧における沸点が200℃以下の有機物を検出することで効率的に吸着塔の運転を行うことができる。各サンプリングポート27g〜27iからの活性炭の採取タイミングは、吸着成分の検出結果に影響が現れる程度の期間間隔(例えば数週間毎)とする。また、実際の活性炭の採取量は、トルエンやエチルベンゼンの増減が分かればよいので、FID−GCを用いた定量の場合、数g程度とすることができる。
〔第2実施形態〕
図3は、第2実施形態に係る排気ガス浄化装置を備える分解処理施設の構成を説明するブロック図である。この分解処理施設は、後処理装置30と、ガス浄化装置120とを備える。

後処理装置30は、反応装置10と同様に分解処理設備であるが、反応装置10において脱ハロゲン化反応を行なうことによって得られる反応生成物中に含まれる、難分解性ハロゲン化合物の分解物、未反応の薬剤、活性化剤、溶剤等を分離し、回収を行なって、最終的に廃棄又は再利用可能な状態にする設備である。

後処理装置としては、具体的には、遠心分離機、ろ過装置、中和洗浄装置、分液装置、蒸留装置等が挙げられる。そして、これらの装置を用いて、反応生成物から固形分の分離及び回収、過剰のアルカリ分の分解、溶媒の回収、生成塩の分離、触媒の分離等の作業が行なわれる。

例えば、高濃度の難分解性ハロゲン化合物含有物をアルカリ金属分散体を用いて脱ハロゲン化反応した反応生成物には、電気絶縁油等の溶媒及び固形物(ポリフェニレン型重合体、電気絶縁油、水酸化ナトリウム、食塩、水分等を含む。)が含まれる。この場合、後処理設備は、固液分離する遠心分離機、洗浄装置、分液装置等からなり、これらの装置を使用して、油分と固形物を分離する作業が行なわれる。

また、低濃度の難分解性ハロゲン化合物の含有物を脱ハロゲン化反応させた場合には、反応生成物に水を加えることにより、ビフェニル類、食塩水及び電気絶縁油の混合物が得られる。次いで、上記混合物を洗浄し静置した後、油分、タール分及び排水に分液装置を用いて分液し、排水を蒸発装置により水分を蒸発させ、得られた固形分を回収し、蒸発した水分を水分回収装置によりプロセス水として回収する作業が行なわれる。
