前記色空間変換手段により色空間変換された画像データを複数の領域に分割する分割手段と、
前記分割手段により分割された夫々の領域に対してウェーブレット変換を施すウェーブレット変換手段と、
前記入力画像データの注目領域を指定する領域指定手段と、
前記領域指定手段により指定された注目領域毎に注目度を指定する注目度指定手段と、
前記注目度に応じて前記ウェーブレット変換手段によりウェーブレット変換された領域毎に量子化率を設定する量子化率設定手段と、
前記量子化率設定手段により設定された量子化率に基づき、当該領域毎に圧縮制御する圧縮制御手段と、
前記圧縮制御手段により圧縮制御された領域を前記量子化率に基づき、量子化する量子化手段と、
前記量子化手段で量子化されたデータをエントロピー符号化するエントロピー符号化手段と、
前記エントロピー符号化手段によりエントロピー符号化されたデータをコードストリーム処理するタグ処理手段と、

前記ビットプレーン設定手段により設定されたビットプレーン分割に基づき、エントロピー符号化するエントロピー符号化手段と、
前記エントロピー符号化手段によりエントロピー符号化されたデータからコードストリームを生成するコードストリーム処理手段と、

前記ビットプレーン分割指定手段により指定された領域毎のビットプレーン分割に応じてビットプレーン分割の設定をする分割制御手段と、
前記量子化手段により量子化されたウェーブレット係数を、前記分割制御手段で設定されたビットプレーン分割に基づきレイヤに分割するビットプレーン分割手段と、
前記ビットプレーン分割されたデータをエントロピー符号化するエントロピー符号化手段と、
前記エントロピー符号化手段によりエントロピー符号化されたデータからコードストリームを生成するコードストリーム処理手段と、
