And a phosphate film forming solution suitable for forming a film. These liquids contain copper ions and hydroxylamine as promoters in addition to zinc ions and phosphate ions. It has been known for 40 years that a phosphate film forming solution contains a small amount of copper ions. That is, US-A-2,293,716 describes the addition of a trace amount of Cu 2+ ions as an accelerator and as a color neutralizing agent for improving the white color of an electrostatic paint. It is also stated that the addition of copper increases the weight of the coating relative to the steel. DE-A-403 13 483 describes a method for forming a phosphate film using a liquid substantially free of nickel. In this case, zinc, manganese and a small amount of copper are important components. Further, Fe (II) is kept low by using oxygen or an active oxidizing agent. This method is particularly preferred when the next coating is an electrostatic coating. EP-A-186 823 contains 7.5 to 75 g / l of zinc ion and 0.1 to 10 g / l of hydroxylamine, and further contains 20 g / l or less of manganese ion and 5 to 75 g of nitrate ion as selective components. A highly acidic phosphate film-forming solution having a pH of 1.8 to 2.5 and containing not more than 1 / l is described. Here, the preferred crystal form of zinc phosphate is obtained by hydroxylamine groups, hydroxylamine compounds and hydroxylamine. EP-B-633950 describes a method of forming a nickel-free phosphate film with a copper content of 0.1 to 5 wt%. At this time, a phosphate film having a chain length of 0.5 to 1.0 μm is formed on the surface of steel, galvanized steel, galvanized steel, or aluminum. In this method, a phosphate film forming solution containing the following components is used by a spray method, an immersion method, or a spray immersion method. Zinc ion: 0.2 to 2 g / l Copper ion: 0.5 to 25 mg / l Phosphate ion: 5 to 30 g / l (converted as P 2 O 5 ) 500 to 5000 ppm of hydroxylamine salt in terms of hydroxylamine, However, in a conventional phosphate film-forming solution containing hydroxylamine as a promoter and containing copper ions, there is a problem that copper ions having a catalytic function promote the decomposition of hydroxylamine. There was a point. This problem was particularly remarkable in the spray method in which the phosphate film forming solution was sufficiently in contact with air. Due to this catalytic function, the consumption of hydroxylamine was large, increasing the cost of forming a phosphate film. Accordingly, an object of the present invention is to provide a phosphate film-forming solution containing a stabilizer which prevents decomposition of hydroxylamine caused by copper. That is, in the present invention, zinc ion: 0.3 to 3 g / l phosphate ion: 4 to 30 g / l copper ion: 0.02 to 0.2 g / l hydroxylamine 0.25 to 10 g / l in a free state Or a salt or compound that releases hydroxylamine. The phosphate film forming solution further contains one or more hydroxylamine stabilizers. The stabilizer is selected from organic molecules having two or more heteroatoms in one molecule or polymers having one or more heteroatoms per four carbon atoms. At least one of the heteroatoms is a nitrogen or oxygen atom. When two or more hetero atoms are linked to the same carbon atom, the number of these hetero atoms is counted as 1 in the present invention. In the case of a molecule or polymer having a carboxyl group, it has three or more carbon atoms between the carboxyl groups. When two or more heteroatoms are linked to the same carbon atom, in the present invention, the number of these heteroatoms is counted as one, and the specific meaning is as follows. That is, the two oxygens of the carboxyl group count as one heteroatom. Similarly, the number of hetero atoms in the sulfonic acid group and the phosphonic acid group is one. This calculation method is based on the following reason. The stabilizing action of organic molecules with heteroatoms appears to be related to the complexing action with copper. Acid groups such as, for example, carboxyl groups usually have only a monovalent effect. In other words, the action with copper corresponds to one oxygen atom. Based on this calculation method, a monocarboxylic acid having no other hetero atom is not a stabilizer of the present invention. They do not have a stabilizing effect. Similarly, in the present invention, dicarboxylic acids, oligocarboxylic acids, and polycarboxylic acids that do not have three or more carbon atoms between adjacent carboxyl groups are not stabilizers. Acids with densely arranged carboxyl groups have a complexing effect with iron and directly affect the formation of a phosphate film, for example creating a phosphate film of unfavorable weight. Among dicarboxylic acids, oligocarboxylic acids and polycarboxylic acids, those having three or more carbon atoms between adjacent carboxyl groups belong to the stabilizer of the present invention. For similar reasons, for example, malic acid, tartaric acid, citric acid, poly (meth) acrylic acid are not stabilizers according to the invention. The stabilizer of the present invention is characterized by having a sequence of XC 1-3 -Y atomic groups. In the above, X is an oxygen atom or a nitrogen atom, and Y is an oxygen atom, a nitrogen atom, a phosphorus atom, or a sulfur atom. In particular, those having a continuation of the atomic group of OCCCO or OCCCO are preferable. At this time, one oxygen of the atomic group may be a carboxyl group. Examples include polyethylene glycol, polypropylene glycol, and polytetrahydrofuran. Polyethylene glycol having an average molecular number of 200 to 10,000 as measured by gel permeation chromatography is particularly preferred. Diazole derivatives and triazole derivatives are also stabilizers of the present invention. Carbendazim, 1H-benzotriazole-5-carboxylic acid is an example of their active derivatives. Further, the stabilizer of the present invention can be selected from molecules having a continuation of the atomic group of —N—C—C—Y′—Z. Z is an oxygen atom or a nitrogen atom, and Y 'is a carbon atom, a sulfur atom, a phosphorus atom, or may be missing. For example, those having a continuation of the atomic group of —N—C—C—N are the examples. Preferred molecules include those in which two nitrogen atoms form two heteroaromatic rings. Examples are 2,2′-bipyridine, 2,2 ′: 6 ′, 2 ″ -terpyridine, 1,10-phenanthroline. This stabilizer has a continuation of —N—C—C—O atomic groups. Examples are alpha-amino acids, preferably amino acids having one or more aromatics, such as phenylalanine, tyrosine, tryptophan, histidine, etc.-N-C-C-O atom In a molecule having a group of groups, a compound in which a nitrogen atom is a member of a heteroaromatic ring is also preferable, such as a compound in which a nitrogen atom or a pyridine ring is present, such as a picolinic acid compound. The solution for forming a phosphate film of the present invention may also contain a stabilizer having a continuation of atomic groups of --N--C--C--O, wherein Y is a sulfur atom or a phosphorus atom. Examples thereof include sulfonic acid and phosphoric acid having nitrogen, and in this case, a stabilizer having a molecular structure in which a nitrogen atom forms a heteroaromatic ring, for example, a pyridine ring is preferable. Examples of the heterocyclic sulfonic acid include quinoline-8-sulfonic acid Other stabilizers of the present invention include aromatic hydroxycarboxylic acids, ie, benzoic acids having one or more hydroxyl groups. P-hydroxybenzoic acid is particularly preferred. The type and amount of the stabilizer are such that even when 0.002 to 0.2 g / l is added to the pH of the phosphate film forming solution, a precipitate with copper ions is formed. The pH of the phosphate film forming solution is usually 2.5 to 3.8, and the concentration of the stabilizer is copper ion. The molar ratio of the stabilizer to copper ions is preferably from 1: 1 to 20: 1.When a polymer such as polyglycol is used as the stabilizer, the above-mentioned mole of the stabilizer has a monomer unit. In the case of polyethylene glycol, the ethylene oxide unit is used in the calculation. This stabilizer is used for a zinc phosphate film forming solution containing copper and further containing 2 g / l of manganese ions. The phosphate film forming solution is usually prepared by diluting a concentrated solution with water, and if necessary, adjusting the desired pH and the amount of free acid using an alkali. In the present invention, the pH is adjusted by diluting with water 1:10 to 1: 100, and if necessary. The concentrated solution which can obtain the phosphate film forming solution according to any one of claims 1 to 18 is included. The components in the phosphate film forming solution are consumed together with the formation of the phosphate film. These components are adjusted by adding a replenisher continuously or intermittently. In the phosphate film forming solution, the amount of consumption varies depending on the components. Therefore, the replenishing amount in the replenishing solution also varies depending on the components. For example, when forming a zinc phosphate film on a galvanized material, it is not necessary to include zinc in the replenisher since zinc in the galvanized material transfers to the phosphate film forming solution. For example, in order to compensate for the consumption and decomposition of hydroxylamine as an accelerator, the replenisher must contain hydroxylamine at a higher concentration than the phosphate film-forming solution. Accordingly, the present invention provides a phosphorus compound according to any one of claims 1 to 18, which contains hydroxylamine in a free state or as a salt or compound capable of releasing hydroxylamine, and the stabilizer according to any one of claims 1 to 17. A replenisher for the acid salt film forming solution is included. Example The following components were mixed in the stated order to prepare a concentrated solution of a phosphate film-forming solution. Water 486.40 g / kg Phosphoric acid (75%) 358.80 g / kg Zinc oxide (99%) 31.00 g / kg Manganese carbonate (92%) 35.00 g / kg Iron (II) sulfate 7 water 2.80 g / Kg fluorosilicic acid (34%) 42.00 g / kg hydroxylamine (50%) hydroxylamine sulfate equivalent to 54.55 g4 4.00 g / kg This concentrated solution was diluted with a 4.8 wt% aqueous solution, and the pH was adjusted to 3 .2 to give a phosphoric acid film forming solution used in the operation. Next, copper ions and a stabilizer were added to the solution, and the solution was kept at 55 ° C. Copper sulfate was used for addition of copper ions. After a predetermined time, the residual amount of hydroxylamine was measured by the acetone method. That is, the phosphate film forming solution diluted 1:20 was adjusted (1) to pH 3.76 with 0.1 N NaOH, and 10 ml of acetone was added. (2) The pH was adjusted again to 3.76 with 0.1 NaOH. (2) consumption (ml) x 0.033 = amount of hydroxylamine in solution. In the following table, the initial content of hydroxyalamine was 100%. Based on this, the amount of hydroxylamine after a lapse of time is described. Table 1 shows the residual amount of hydroxylamine over time when kept at 55 ° C. Series A in Table 1 has a Cu concentration of 0.11 mmol / l, which corresponds to 7 mg / l. In Series B, the concentration of Cu was 0.16 mmol / l, which corresponds to 10.2 mg / l. Table 2 shows a test in which decomposition of hydroxylamine was promoted by sufficiently connecting air to the phosphate film-forming liquid, as in the case of using a spray method. The phosphate film forming solution was prepared in the same manner as in Table 1, and 7 mg / l of copper ion was added. The liquid was heated to 55 ° C. and at this temperature the liquid was vigorously stirred using a magnetic stirrer so that air was entrained in the liquid. Table 2 shows the residual amount of hydroxylamine after the elapse of time, where the content before stirring was 100%.
