Una volta esaurite tutte le unità di addebito, la centrale disattiva a quel telefono l'accesso e/o la linea telefonica, e a questo punto il cellulare è inutilizzabile e può essere buttato. Il numero telefonico può venire assegnato direttamente al momento della produzione del cellulare, e quindi stampigliato su di esso unitamente al numero di serie, oppure al momento della sua attivazione e comunicato all’utente al momento della prima accensione. E' previsto anche un programma di protezione che, nel caso si verifichi un tentativo di manomissione, inibisce l'accesso dell'apparato stesso. I circuiti elettronici, l'hardware ed il software del telefono portatile, non descritti in quanto comunemente reperibili in commercio, sono compatibili con i diversi sistemi di comunicazione per cellulari attualmente in uso ed in corso di sviluppo, del tipo analogico come E/TACS, AMPS e NMT, e del tipo digitale come GSM, PCN, PCS, DCS 1800, satellitare UMTS, etc. Per quanto detto il telefono può essere abilitato solo per effettuare chiamate, solo per ricevere chiamate, oppure sia per effettuare che ricevere chiamate. Nel primo caso il cellulare avrà solo l'accesso alle linee telefoniche, negli altri due casi esso avrà anche un proprio numero telefonico. E' anche possibile inviare al telefono il segnale relativo alle unità di addebito consumate, così che si possano utilizzare delle carte telefoniche o smart card con un numero limitato di unità di credito. A tale scopo il cellulare può essere dotato di un dispositivo in grado di utilizzare dette schede e di una batteria più potente e più duratura. In tale caso la durata del cellulare può essere dipendente dal numero di conversazioni e/o dalla durata delle batterie. I materiali di costruzione del cellulare usa e getta sono materiali a basso costo e data la breve vita operativa del telefono, esso non prevede manutenzione. Pertanto il corpo esterno può essere anche in materiale plastico e/o gommoso, che ingloba la parte elettronica in modo non smontabile. In sostanza questo telefono non necessita di alcun contratto di abbonamento con l'ente gestore del servizio telefonico, dato che la linea viene assegnata automaticamente al momento dell'attivazione e per un periodo limitato di tempo dal gestore stesso.
