Il trovato comporta un impiego di Posidonia oceanica spiaggiata, opportunamente lavorata e triturata, abbinata con differenti tipologie di materiali classificabili tra i rifiuti speciali non pericolosi, quale granulo di gomma proveniente da lavorazione di pneumatici fuori uso, pacciame secco da potatura proveniente da lavorazioni agricole o verde pubblico, scarti industriali derivanti dalla lavorazione del legno, o tra i rifiuti solidi urbani o assimilati, quali tipologie di, plastica non riciclabile e polistirolo. I conglomerati in questione garantiscono un riutilizzo di materiali organici e rifiuti con scarso o nullo impiego e pertanto con elevati costi di smaltimento. La Posidonia oceanica è una pianta marina, appartenente alla specie delle fanerogame marine, dotata di radici, fusto, in parte sotterraneo (rizoma), foglie nastriformi e fiori. Come una normale pianta, anche la Posidonia perde le foglie periodicamente. Tali foglie vengono “spiaggiate” dalle correnti lungo la costa e depositate lungo il bagnasciuga, formando consistenti accumuli denominati banquettes. La gestione di tali biomasse, classificate quale rifiuto “urbano ed assimilabile”, risulta essere particolarmente difficoltosa. Gli ingenti quantitativi ritrovabili lungo molteplici tratti di coste in Italia ed in tutto il bacino mediterraneo, rappresentano una problematica estremamente onerosa per comuni costieri, concessionari e, per motivazioni differenti, per i fruitori della balneazione, infastiditi e scoraggiati dalla presenza di tali residui vegetali. Lo smaltimento in discarica di queste biomasse comporta gravosi costi, accentuati dalla difficoltà degli stessi impianti di selezione, trattamento e discarica RSU di accettare il materiale spiaggiato. La rimozione meccanica di posidonia, ai fini dello smaltimento, comporta, inoltre, involontarie asportazioni di notevoli quantitativi di materiale sabbioso dalle coste, contribuendo alle alterazioni dei bilanci sedimentari dei litorali. Le soluzioni gestionali proposte dal Ministero dell’Ambiente (Circolare 17 Marzo 2006-DPN/VD 2006/08123) spesso mal si conciliano con le esigenze di utilizzo della costa per fini turistici e gli spostamenti temporanei sono resi impraticabili a causa delle notevoli masse volumetriche presenti lungo le coste. Tali situazioni, pertanto, vanificano i benefìci legati al riutilizzo, disincentivando la pratica del riciclaggio e favorendone l’abbandono incontrollato o lo smaltimento illegale.
