Device as per claims 1 and 5 which is characterized in that said tilting occurs in contrast with at least one elastically compressible element (22a, 22b), positioned within said seats (21a, 21b), each consisting of one or more plugs made of plastic material or other desired compressible material having the desired degree of compressibility to achieve the desired degree of resistance to oscillation of said pair of plates (6a, 6b).

Device as per claims 1 and 6 which is characterized by the fact that each of said elastically compressible elements (22a, 22b) is composed of one or more elements, side by side or superimposed and having the same or different hardness, said elastically compressible elements (22a , 22b) being divisible, transversely to said seats (21a, 21b), into two or more parts, also having different compressibility, or consisting of several layers superimposed on each other, possibly diversifying the type of material used.

Device as per one or more of the preceding claims which is characterized in that only in the case in which there is a temporary connection to said plate (6b) of said stem (14), the rotation of said lever (13) occurs in contrast with an elastically deformable element (23) such as a cylindrical helical spring by extension whose ends are associated with a third pin (24) placed transversely to said arms (12a, 12b) in proximity to said stem (14), and to a fourth pin (25) interposed between second appendages (26a, 26b) arising from said flat base (7b) in the space between the terminal ends of said arms (12a, 12b).

Device as per claims 1 and 8 which is characterized in that said fourth pin (25) is placed in an intermediate area between said first pair of pins or rivets or screws (11a) and said second rivet or pin or screw ( 16a) and is offset, in the opposite direction to said sole (20), from the plane on which said first pair of pins or rivets or screws (11a) and second rivet or pin or screw (16a) lie.

10. Device as per claims 1 and 9 which is characterized in that said lever (13) has, near said free end (27), a recess (28) seat for temporary coupling to said second rivet or pin or screw (16b).
