A method of manufacturing a cigarette filter rod comprises the steps of forming a continuously moving band from two strips of longitudinally creped paper and a strip of cellulose wadding paper disposed between the creped paper, transversely compressing the moving band to form longitudinal pleats in the band (Fig. 5), shaping the pleated band into a cylindrical cord and then wrapping the cord in sheet material. The strips are unwound from separate reels by a rotating fluted cylinder and superimposed on one another to form the moving band.
