A luffing or abrading device for use in combination with a powerdriven tool to rotate the device, comprises a body portion 2, means 3 for attaching to the powerdriven tool, a multiplicity of closely spaced, stiff, resilient elements 5 extending from and firmly attached to the body portion, and a resilient rubber-like material 9 encasing substantially the entire length of the extended portion of the elements 5. The elements 5 are preferably of wire and are adhered to the material 9 which may be one of the polyurethane elastomers.
