The back part is gathered to provide the necessary fulness, and pockets are provided inside or outside. The inner skirt is suspended by suspenders d attached to the waterproof skirt. In order to accommodate waists of different sizes, the waistband is made either fall, or of elastic material as at c. The skirt may be in one piece and divided at the bides or downwardly from the band a sufficient distance so as to be easily put on.
