A loop 9 is pivoted in a sleeve 6, and enables the strap to be gripped as shown in Fig. 2. The sleeve 6 may be integral with the plate, or may be arranged centrally as regards the slots 2, when two loops 9 may be employed. An ornamental shield or cover may be pivoted to the trunnions 11.
