A cutting tool 42 is pivotally mounted by a shank in an aperture 40 in the spindle for movement from an inoperative, nested position, Fig. 2, to an operative outward position, Fig. 1, dependent on the relative position of tube and spindle. Spindle 32 is moved in the tube by means of bell-crank levers 22 pivotally mounted on the tube flange and having unequally weighted arms so that on rotation of the apparatus, after passing the lower end of the tube through a previously made bore 48 in the workpiece, the centrifugal force acts to move the heavier arms of the levers outwardly and the inner arms 26 move upwardly and engage and lift the spindle, by a collar 28 mounted thereon, against the action of spring 46. Key 34 which prevents relative rotation of tube and spindle also serves to move tool 42 outwardly by engaging the tool with its shaped lower end 56 so that the tool pivots outwardly through a slot 54 in the tube. To prevent chatter, tool 42 rests against the lower edge of slot 54.
