For protective or measurement purposes a signal dependent on the percentage asymmetry of a three-phase system is produced by converting the waveforms of the individual phases to rectangular pulses of equal magnitude and of a duration substantially equal to but not greater than one sixth of a cycle so that under symmetrical conditions the pulses do not overlap and no output signal is produced. Under asymmetrical conditions, the output signal is in the form of rectangular pulses having a duration determined by the extent to which the pulses overlap.
