[Also in Division H4] A monitoring device at a substation can answer an incoming call, can establish a connection over an automatic telephone exchange in the event of an alarm condition and can select a pick-up associated with an appropriate magnetically recorded message to be transmitted. As described the device monitors visibility on a motorway but could alternatively or additionally be used to monitor the condition of ice or fog warning lamps. The visibility is detected by an infra-red transmitter and receiver spaced apart adjacent the motorway. The detector indicates the visibility level by enabling one out of six lines enabling a corresponding pick-up in the tape unit of a telephone answering device. The detector also gives an output on one of two output lines depending on whether the visibility is above or below a danger limit. A change in this output if it persists for more than two minutes is used to trigger a telephone alarm device and to select an appropriate magnetic tape within that device. The tape carries dialling pulses and a spoken message for a remote official. The telephone alarm device is arranged to re-establish a path through the exchange and transmit the message either a predetermined number of times or until called back by the official. If the official wishes to know the visibility level or if he has received an alarm call and wishes to terminate its transmission he dials the number of the substation. A ringing tone detector at the substation responds silencing the alarm device and enabling the answering device. The answering device transmits a verbal representation of the visibility level then shuts down. The visibility detector also controls a fog warning light and a speed limit indicator. The ringing tone detector may be supplemented by a voice-frequency tone detector which inhibits the operation of the response to a call to the substation until a predetermined tone signal is received from the official.
