DISPOSITIF POUR L'INFORMATISATION D’EXPERTISE MARITIME

I. DOMAINE DE L'INVENTION AUQUEL SE RAPPORTE L'INVENTION

La présente invention concerne un dispositif d'Échanges de Données Informatisées [EDI] entre un serveur externalisé et différents systèmes mobiles dans le milieu de l’Expertise Maritime de Commerce ou/et de Plaisance

IL ART ANTERIEUR

Lors de l’achat-vente ou d'un sinistre sur un navire de plaisance ou lors d'un transfert de marchandise par conteneurisation; une expertise est demandée par la compagnie d'assurance afin de vérifier la véracité et/ou les circonstances de l'incident, constater les dégâts, déterminer et quantifier les réparations ou préjudices. L’expertise requiert la conjonction de trois éléments : une mission diligentée, la réalisation de celle-ci et un rapport.

Un des problèmes techniques qui se pose lors de la réalisation du dit rapport, est engendré par des délais de rédaction extensibles en fonction des interventions et un manque d’harmonisation de la trame expertale.

Hors, cette Expertise désigne l’examen de quelque chose en vue de son estimation, de son évaluation pour les décideurs suite à une consultation ou un litige entre parties.

La présente invention vise donc à remédier à cet inconvénient en réduisant les temps de conclusion d'expertise et de ce fait les temps de gestion des dossiers pour les différentes compagnies liées au milieu maritime. L'invention, créé sur serveur et directement consultable sur appareils mobiles concerne les expertises : a) Pour la partie Commerce, sur Conteneurs et marchandises conteneurisées b) Pour la partie Plaisance, Constat et sinistre sur Navires de plaisances

III. DESCRIPTION DE L'INVENTION L'invention, dont il est question ici, est un dispositif d’aide à la décision par la recherche des faits techniques ou scientifiques, faisant appel à un ensemble de savoirs spécialisés applicables selon la norme NF X 50-110. L’invention susmentionnée, concerne deux voies de réflexion a. Le secteur de la plaisance : Celui-ci se caractérise par son dynamisme et par l’extrême diversité des produits proposés avec des navires à moteur et à voile de tailles et caractéristiques très différentes. Les immatriculations de navires neufs en mer ont été de 11.750 en 2014 et les ventes de navires d’occasion étaient de 63 500 unités. Une intervention d’expert peut être diligenté soit pour : • Un diagnostique général préalable avant achat pour un particulier, un professionnel ou une compagnie d’assurance • Une enquête d’incident/accident à compagnie d’assurance b. L'augmentation du commerce international entraîne un développement du transport maritime (Environ 80 % des échanges internationaux passent aujourd'hui par le transport maritime) et de ce fait, l'accroissement rapide du parc de containers de part le monde, en hausse de 10 % par an en Europe, se traduit de facto par une augmentation constante des sinistres.

Les compagnies d'assurances étant en général mal adaptés à cette croissance de nombres de sinistres; il en résulte un engorgement de leurs services et des délais anormalement élevées pour le règlement des ces sinistres.

Hors, le document de base pour ce contentieux est constitué par le rapport d’expertise, qui expose d’une part les résultats de l'enquête de l’expert et, d'autre part l'estimation des dommages qu’il a été chargé d'évaluer. A cet effet, dés qu’une compagnie a connaissance d'un sinistre, elle transmet un certain nombre de documents certifiés à l'expert afin de normaliser sa procédure

Le nombre grandissant d'échange de données entre les différents intervenants oblige ces derniers à plus de réactivité. L'invention, ici présentée, a pour objet l'utilisation d'une application qui permet de créer des formulaires de collecte de données personnalisées sur un portail web puis de les déployer instantanément sur les tablettes numériques et Smartphones des collaborateurs afin de fiabiliser la collecte de données terrain et exporter les rapports remontés.

Ces formulaires orientés client permettent l’intégration d'une approche en expertise maritime en répondant in situ aux questionnements de l’expert responsable du mandat A cette expertise technique, peuvent s’intégrer, dans la partie plaisance, la notion de : > Valorisation du bien inspecté permettant de déterminer ou d'approcher le prix, censé refléter l’intérêt d’une utilisation et/ou de la détention d’un élément.

Cette valorisation consiste en un examen des différents tarifs du marché destinés à déterminer une estimation globale de la valeur du navire: . sa qualité de construction, de son âge, . son état d'entretien général, . son armement de navigation et de sécurité, . des plus ou moins valus apportées . des conclusions affectées aux constats suscités . enfin, de l'orientation générale du marché d'occasion de ce type de navire dans sa région > Estimation des coûts de travaux suite à un sinistre par consultation de bases de données constructeur permettant un chiffrage optimum, grâce à l’identification unique par numéro HIN/C1N, et ainsi éviter les temps d’attente de devis auprès des professionnels.

En automatisant les fonctions de contrôle automatique, cette utilisation de formulaires numériques permet d’accélérer le traitement des devis impactant directement le délai d'immobilisation du bien endommagé. Outre la réduction des coûts pour les compagnies, cette nouvelle dimension permet d’offrir aux clients finaux une meilleure qualité de service, ainsi qu'une neutralité sur le chiffrage.

2. Formulaires Diagnostique Plaisance

Le diagnostique plaisance est un formulaire résumant les appréciations réalisées sur une moyenne de 200 points de contrôles : administratif, motorisation, gréement, équipements, sécurité...

Cette expertise ne peut être réalisé que par un expert maritime certificateur, agréé par le réseau et, ne peut intervenir et ce prévaloir de ce titre qu’après avoir réussi une formation spécifique ayant qualifiée la maîtrise de ses connaissances techniques et celle concernant rutilisation du produit. 2.2 La fïgure-7 est une représentation sur serveur, du rapport d’-Expertise Plaisance et de ses différentes adresses
